Record of the Association of Parish and Town Council Purbeck Area Committee meeting held on 12.02.20.

The evening of the meeting experienced particularly bad and wet weather.

1 Issues from councils.

Corfe Castle-relations with Dorset Council , perceived one way communication at workshops for Parish and Town Councils.

Studland-Training Policy, Speed Indicator Device., access to Dorset Council’s 10 year saving plan, ferry liaison, joint training with Swanage Council on Code of Conduct.

Lytchett Matravers- adminstration of services, Dorset Council-how to get things done, role of Parish Council re planning,transport.

Swanage-as per Lytchett Matravers, planning applications, area meeting too far away at Wimborne,21 day rule

West Lulworth-21 day rule,Dorset Council website-planning,need to share experiences over planning, concerns over small sites policy,and undermining of the AONB in the Purbeck Local Plan.

Wareham St Martins- area planning located in Wimborne, no responses from Dorset Council officers, progress of Wareham Neighbourhood plan, progress of Purbeck Local plan, role of local ward member.

Langton Matravers-concerns over planning, loss of localism, ignoring of parish and town councils,

Inconsistent comments from Dorset Highways on access issues for new developments, officers ignoring local knowledge, loss of trees Spyway Orchard.

Action: establish how many site visits had been conducted by Dorset Council’s Eastern Planning Committee.

2 Response and comments from Councillor Tony Alford Dorset Council.

Shared outcomes from workshops, recognised pressures on ward members, recommends using ward members,suggests referring to planning policies, notes referral to planning committee. Encouraged the use of extensions to the 21 day rule. Made reference of the Climate Change EAP, Dorset Council Cabinet and plastics policy, sky lanterns,the Statement of Community Engagement, prosecutions for fly tipping , consultations on Licensing,grants to voluntary bodies, Dogs in public places, and survey on rough sleepers. Outlined financial position of Dorset Council.

3 Environment. Core Castle policy on plastics. Dorset Local Nature Partnership meeting.

4 Purbeck Local Plan. Plea for engagement with parish and town councils. Lytchett Matravers held an away day on planning for the next 30 years plus the Dorset local plan. Away Day recognised as good practice.

5 Statement of Community Involvement Dorset Local plan. Concern that so many responses from Dorset Council were “noted” and without any indication of actions. Requests that this matter is followed up by DAPTC.

6 Dorset AONB-response to the Glover review. Recommended for circulation

7 Member Allowances Dorset Council.

8 Outcomes and recommendations. 8.1 repeat requests for answers from DAPTC to issues raised from the November meeting of the Purbeck Area Committee 8.2 establish from DAPTC how many site visits there has been by the Eastern Area Planning Committee 8.3 encourage other councils to hold away days 8.4 establish via DAPTC what actions are associated with comments that are “noted” in respect of the consultation on the Statement of Community Engagement relating to the emerging Dorset Local Plan.
