5 Welcome nhaeon | leadership retreat 2018

Dear Colleagues,

Congratulations on the 2018 National Leadership Retreat of the National Haitian Elected Officials Network (NHAEON). Thank you for honoring me with the Lifetime Achievement Award. As the seminal convener of NHAEON, I deeply regret that prior commitments prevent me from joining you this weekend. I am proud to share the genesis of NHAEON with many colleagues who were part of the inaugural meeting in Washington D.C. on October 29-30, 2009.

Elected to the Massachusetts House of Representative in June 1999, it was wonderful to be celebrated as the first Haitian American Elected to State Office. I am proud of Senator Linda Dorcena Forry, the first Haitian American Senator in Massachusetts. The responsibility for being the first however, did not fully reveal itself until my visit to Haiti in 2007. I fell in love with Haiti. "This weekend’s Leadership Retreat Between 2008 and my departure from elected office in June 2010, I introduced over 50 friends and colleagues in government to Haiti, is a testament of our creating new ambassadors. Shortly after returning with my resolve to stand colleagues from a trip to northern Haiti in March 2008, a series of together for Haiti hurricanes decimated the city of Gonaives that September killing regardless of our many, wiping out bridges, roads, and livelihoods. The Massachusetts Friends of Haiti coalition was launched demanding that foreign aid differences, party be used strategically to help rebuild Haiti. affiliations or politics. It is without doubt - The idea for NHAEON sprouted in many conversations with Alix Cantave, former Associate Director of the Trotter Institute at Haitian American University of Massachusetts, Boston and Alix Desulme former City elected officials Clerk, North Miami during that organizing effort. Part of the strategy for present, past and The Massachusetts Friends of Haiti coalition was outreach to congressional delegations in states with the largest Haitian future, love Haiti! " populations. Although we had the full support of colleagues who were Friends of Haiti, it was clear then that a united effort by St. Fleur, NHAEON, January 26, 2018 Haitian elected officials reaching out to our Federal colleagues was unprecedented and very impactful. Thus, the idea for NHAEON took root.

Welcome 6 nhaeon | leadership retreat 2018 Continued...

In the spring of 2009 a small planning committee was formed. As the Coordinator of Outreach Alix Desulme, helped identify Haitian American elected officials in key states, and was assisted by Judge Lionel Jean-Baptiste formerly an Alderman in Evanston IL. Over a period of six months we reached out personally to colleagues to gauge interest. We gathered general information to define a purpose for the group, an agenda and outcomes that we all could invest in. The information gathered was communicated before the meeting and reinforced in the Inaugural Meeting Handbook distributed upon registration. By all accounts the inaugural meeting was a success. We left D.C. with an agreed vision statement. “NHAEON is a bipartisan coalition determined to improve relations between the United States and Haiti. NHAEON is committed to bringing a renewed national and local focus on key legislative, diplomatic, security, economic and human rights issues in this critical part of the world.”

The inaugural meeting was sponsored by a core group of friends from Massachusetts; the former Chancellor of UMass Boston Keith Motley, allowed the Trotter Institute to help plan and facilitate, my campaign committee financed materials and supplies, and former Senator Kerry and Congressman Capuano of Massachusetts secured the meeting rooms in the Russell Senate Office Building, the Capitol Visitors Center, as well as, luncheon for our participants. Each NHAEON member in attendance contributed time and resources to travel to Washington D.C. A well covered press conference organized by the Florida delegation closed out the event.

At NHAEON’s inaugural meeting we affirmed our commitment to the collective use of our political influence as American elected officials to advocate for effective and transparent use of our foreign dollars in Haiti. This commitment was put to the test soon thereafter in the mobilization efforts demanded by the earthquake of January 12, 2010. The leadership of members like Alix Desulme, Marie Erlande Steril, Lionel Jean-Baptiste and all participants in the 2009 meeting anchored this organization. The election of more despite the most recent ugly attacks by “45” is formidable. This weekend’s Leadership Retreat is a testament of our resolve to stand together for Haiti regardless of our differences, party affiliations or politics. It is without doubt - Haitian American elected officials present, past and future, love Haiti!

Warm Regards

Marie St. Fleur, JD Former State Representative NHAEON Co-Founder

JACQUELINE CHARLES

Jacqueline Charles is a Pulitzer finalist and Emmy Award winning Caribbean Correspondent at the Miami Herald. She began her journalism career at the Herald as a 14-year-old high school intern before graduating from the University of North Carolina at Chapel Hill's School of Journalism and Mass Communication. She was hired right after graduation and her first overseas assignment – The Return of Haitian President Jean-Bertrand Aristide – came shortly after.

As Senior Haiti reporter, she again was on the front lines of the (second) return of Aristide, the first to inform newspaper readers of his arrival date, just days before Haiti's historic 2011 presidential runoff elections. Before joining the Herald's foreign desk in 2006 as a full-time correspondent, Jacqueline covered Miami’s impoverished communities, education, local/state government and social services.

Jacqueline’s assignments have taken her throughout the Caribbean as well as Liberia, Kenya, Italy, and most recently Canada and Mexico to report on the plight of Haitian migrants. Jacqueline is a founding member of the Carolina Association of Black Journalists, a college-affiliated chapter of the National Association of Black Journalists (NABJ). She is also a past president and scholarship chairwoman of the South Florida Association of Black Journalists and a longtime assistant director of the University of Miami/Dow Jones High School Journalism Workshop.

The first to tell the world that Haitian President René Préval had survived the devastating Jan. 12, 2010 earthquake, she spent 15 months living in Haiti as part of the Miami Herald's commitment to have a body stationed full-time following the tragedy. That commitment including not just breaking news on the election, post-quake reconstruction and cholera epidemic, but a newspaper first -- a documentary on Haiti, titled 'NouBouke' ("We are fed up"). Jacqueline served as co-producer on Emmy-winning film, which was broadcast in more than 50 PBS markets in the United States.

She is a longtime member of NABJ and currently serves as a member of the University of North Carolina Chapel Hill's Journalism and Mass Communication Board of Advisers. In 2015 she was recognized by UNC as a Distinguished Alumni.

Jacqueline is a graduate of Miami Jackson Senior High in Miami, FL.
