Appendices appear at the end of each Volume. Parts, Sections, Paragraphs and Appendices are all numbered consecutively through the entire book. To avoid repeating pronouns, the masculine form only is used throughout. Thus ‘he’ should be read as ‘he/she’, ‘him’ as ‘him/her’, and ‘his’ as ‘his/her(s)’. The 24 hour clock is used throughout. Volumes 4 to 6, the NRA Gallery Rifle and Pistol Handbook, the NRA Target Shotgun Handbook and the NRA Civilian Service Rifle and Practical Rifle Handbook, are published separately, but derive authority from the Council’s authorisation of this Handbook. Volume 7, the Classic and Historic Arms Handbook, is in preparation. This book is available in large print on A4 paper by application to Shooting Division. All Volumes of the Handbook are available as pdf downloads on the NRA website. Information contained in this Handbook is valid as at 22 February 2020. Changes will be notified via the NRA website, the NRA Journal and, if necessary, by e-mail and/or post. All errors in this Handbook should be notified to Iain Robertson by e-mail at [email protected] or in writing via the NRA. FOREWORD The 2020 NRA Handbook is published in six Volumes. Volumes 1–3 are contained in this book. Volume 4, the NRA Gallery Rifle and Pistol Handbook, is a stand-alone A5 book which contains all the Rules for GR&P events, together with the Regulations and Conditions for the Phoenix Meeting. Volume 5 Section A–C, the NRA Target Shotgun Handbook and Section D–G, the NRA Target Shotgun Training and Reference Manual are published online. The TS Handbook will be released in the same A5 format as Volume 4 this year. Volume 6, the NRA Civilian Service Rifle & Practical Rifle Handbook, is released online, with a small print run to provide hard copies for use by officials during matches. As usual, changes from the 2019 version affecting the content or applicability of rules are sidelined. Indexing changes and changes to correct typographical, grammatical and layout errors are not marked. The 2020 revision is characterised by efforts to ensure internal consistency and support separation of the Association’s charitable and commercial elements. 12 The use of terms such as National Rifle Association, National Shooting Centre, target shooting, marksmanship, Chief Executive, Secretary General and all corresponding abbreviations has been subject to scrutiny and change where necessary. In Volume 1: Limited Discipline Membership for Target Shotgun events at the Imperial Meeting has been added. Text setting out obligations of membership has been added. The driver for this change is to ensure that members provide the Association with the information needed to meet its legal responsibilities as a Home Office Approved club. The text of the Disciplinary Code has been removed. The definitive version is published online. Para 81 states that the definitive versions of texts included for ease of reference are those published on the NSC website. A new Section 24 outlines NSC operations. Bisley Ranges Regulations have been removed. The definitive version is published online. The Muzzle Energy graph remains as Appendix II. In Volume 2: Para 106 regarding complaints has been moved to Volume 3 at Para 703. Para 116 is amended so that the prohibition on ammunition not matching the standard of proof of a firearm extends to legitimately unproved arms. Para 203 is extended to permit use of approved sling retaining devices in TR competition. Part H is retitled Conduct of NRA Competitions. Para 279 is amended to make the exposure of sighting targets discretionary and subject to the range being safe for live firing. New Para 280 provides for an administrative penalty in the event of a competitor firing a shot while sighting targets are exposed. Paras 318 and 319 are amended to make the payment of challenge fees and the detail of any process for their imposition administrative rather than rule-based matters. Para 334 is amended to include Target Shotgun competitions. Para 546c is amended to reflect the revised Paras 279 and 280. 13 In Volume 3: Para 722 is amended to make the validity of SR, TR and MR classification changes effective from 1 January following the Meeting. Para 723 mandates a requirement for challenge fees in individual TR competitions, following amendment of Paras 318 and 319. In the Conditions, there are day and date changes in many events to revert the programme to the normal pattern from the Anniversary programme used in 2019: In CSR, the generous sponsorship by Vortex Optics is acknowledged in the Rural Match. In F Class, prize lists in the Hobson / Kent Cup are amended to improve clarity. In GR&P, the term Lightweight Sport Rifle (LSR) has been replaced with Gallery Rifle Small Bore (GRSB). In MR, Gold and Silver Crosses to team members in the Humphry will be presented by the Oxford and Cambridge Rifle Association. In Precision Snapshooting, clarification of the scheme for the award of medals, bars and HPS crosses. In Schools & Cadets, the Cadet Clay Target and Cadet GR events will be available on Monday and Tuesday only. In Service Weapon events: Minor changes to prize lists Clarification on coaching in team matches, in particular permitting binoculars but prohibiting spotting scopes Clarification of count out rules in team matches In TR: Minor changes to Prize Lists. Eligibility to enter the Ranelagh has been modified and extended to include Volunteers and Cadets. There are changes in Volume 5 to include a new class of shotgun and corresponding competitions.
