REQUEST FOR PROPOSAL (RFP) SECTION 1: INFORMATION TO CONSULTANTS Sub: Consultancy Services for Authoritys Engineer for Supervision of Up-gradation of NH- 130A from (design chainage 0.000 to 18.700 Km. And 25.900 to 38.000) (Bilaspur-Takhatpur- Mungeli-Pandariya-Pondi Package-I Section) to two lane with paved shoulders in the State of Chhattisgarh under Corridor Approach through Engineering Procurement & Construction (EPC) mode contract. GENERAL :- 1. Ministry of Road Transport & Highways through the State PWD of Chhattisgarh represented by Regional Officer, Raipur ( whereby The Chief Engineer, PWD, National Highways Zone, Raipur, Chhattisgarh State will be the Employer ) invites proposals from eligible consultant empanelled for supervision by MoRT&H for engaging Authoritys Engineer (AE) on the basis of International Competitive Bidding for the following contract package in the State of Chhattisgarh. Selection of AE shall be as per selection procedures given in the Model Agreement for Engineering Procurement and Construction. The selected AE shall be intimated to the Contractor. 3. The proposal shall be submitted in English Language and all corre spondence would be in the same language. 4. Ministry of Road Transport & Highways intends to appoint a Consultant to act as Authoritys Engineer for implementation of this EPC project. As per the Terms and Conditions of the EPC Agreement (s), the Authoritys Engineer shall perform all the duties as per TOR given in this RFP along with any amendment thereof. The selection of Authoritys Engineer shall follow the laid down procedures given in the Contract Agreement signed between Employer and Contractor. The interested consultancy firms may download the RFP document from the official website of the Employer w.e.f. 04.01.2018 to 10.04.2018 upto 1700 hrs. The Consultant who download the RFP document from the website will be required to pay the non- refundable fee of Rs. 5,000/- at the time of the submission of the Bid proposal, in the form of Demand Draft. The RFP will be invited through e-tendering portal. 6. The Applicant shall furnish as part of its Proposal, a bid security of Rs. 50,000 (fifty thousand) in the form of a Bank Guarantee (as per the format specified in Appendix N of this RFP document) (the Bid Security ), valid for 45 days beyond the validity of the bid. The Bid submitted without Bid Security will be summarily rejected. The Bid Security of the successful Bidder will be returned when the Bidder has signed the Contract Agreement with the Employer and has furnished the required Performance Guarantee as specified in the document within 15 days from the receipt of the Letter of Acceptance. The Bid Security will be forfeited: (a) If a Bidder withdraws its bid during the period of bid validity. Or (b) If the Bidder fails to accept the Employers corrections of arithmetic errors in the Bidders bid (if any), or (c) If the Successful Bidder fails to sign the contract agreement with the Employer within the prescribed period, or (d) If the Successful Bidder fails to furnish the Performance Security with in the stipulated time. Unqualified bidders would be informed regarding their non qualification, without any explanation and thereafter Bid Security would be returned unopened after the evaluation of the financial proposal and signing the contract agreement with the successful bidder.
