Dear Mr. Majeski & the Residents Association,

Thank you for your letter. For years I have worked closely with the Mimico Residents Association to find new ways to make our streets safer – I look forward to our continued partnership in finding solutions to the issues experienced by our community.

First and foremost, I offer my sincere condolences to the family of the victim in the tragic accident at Royal York and Judson. There will be a full safety audit conducted at this intersection in partnership with the Toronto Police Service, Vision Zero, the City's Cycling Unit, and Traffic Operations to investigate how this heartbreaking accident occurred. I have asked for an expedited timeline for completion of this audit to ensure that any issues that can be resolved here are done so quickly.

With regards to ML's continued operations in our community, in late November 2019 the City completed the Agreement of Purchase and Sale at 29 Judson Street. Under the terms of this agreement, ML was given up to one year to relocate their operations to the Port Lands. Planning for the move started when this agreement, and the lease at 545 Commissioners Street, was finalized last year – however, the COVID-19 pandemic has had an impact on all facets of the project resulting in the delay of the move by a few months.

When told of this delay, I reminded the City's Chief Planner, the Mayor, and the City Manager that ML's move needs to be a top priority for the City, and I requested that every possible avenue be looked at to expedite this process. Last month, I put out a flyer to the immediate community outlining this delay to update and inform the residents about where the process stands right now.

I know that there are calls from some residents to shut down ML Ready Mix, however the City does not have the authority to shut down the business down.

It is important to remember that ML will be departing from our community for a new location in another Councillor's Ward. They too have an obligation to ensure ML's proper operation at its new location. This is done through the planning process.

ML Ready Mix will be leaving the community, and I will see that it happens as soon as possible.

With respect to the comprehensive traffic study in Mimico. Transportation Staff were directed to provide an update on this request, and did so earlier this year. Etobicoke York Community Council requested information from Transportation Services on work completed to date, parties' responsible, immediate next steps, estimated completion date, and opportunities to accelerate completion. I have confirmed with Staff that we will be extending the study area boundaries to include the intersections of Royal York Road and Judson Street, and Royal York Road and Newcastle Street. Recently the new traffic signals were activated at Royal York Road and Judson Street – I worked with staff to expedite the installation of these signals, and we will look to see what further improvements can be made.

I'm sure as you are aware, much of the City's resources have shifted to respond to the unprecedented situation we've been facing. While some areas are getting back on track, COVID-19 has put a hold on a traffic studies throughout the City. This is because the current traffic levels on our roads do not accurately reflect the normal volumes. We need to be sure that we are putting forward the most effective solutions to the problems that we are experiencing.

I recently met with our Transportation Services staff to go over the next steps to keep this project moving forward. My office will soon be reaching out to the MRA Board to request that some members participate in a focus group to work closely with me and the Transportation Services team who are overseeing this study. Through establishing this focus group, and with your participation we can get through much of the leg-work to allow us to hit the ground running with the tools we need to tackle this issue.

I would like to highlight a recent addition to our neighbourhood. I'm sure as you are aware, under the Vision Zero program, we now have access to Automated Speed Enforcement (ASE) cameras. We have two of the cameras for Etobicoke-Lakeshore, which rotate every 3-4 months throughout the Ward to locations selected by staff based on a specific set of criteria and based on permitted locations under Provincial legislation. Currently, these cameras may only be placed in community safety zones, near schools. Recently, both of these cameras were installed in Mimico, at Mimico Avenue west of Station Road, and Stanley Avenue near Elizabeth Street.

As it has always been, my office is here whenever residents want to request a new stop sign, traffic signal, speed bump, etc. Once that request is made, we will ensure that the City's Transportation Services Division thoroughly investigates the request.
