The Surrounding Area 10/34 Springfield House, Hatch Gate Lane, Cockpole Green, Wargrave, RG10 8QD: Design and Access Statement | Feb 2021t 2.1 | The Surrounding Area Overview There is a mixture of traditional architectural styles within the ‘village character area’ of the estate and the surrounding settlements. An analysis of the surrounding townscape shows the prevailing building type as detached and semi-detached dwellings, in accommodating plots. The architectural styles and materials are varied, the prevailing character is found in the buildings’ more humble form suited to their setting in the surrounding open countryside. 1 Fox Steep House was re-furbished by Oliver Hill in 1924 into an Arts and Crafts / cottage orné dwelling, with modern detailing. The Fox Steep cottages date from a similar period, and reflect the main Fox Steep House with their stepped brick chimneys and waney edged elm weatherboarding. 3 The Gatehouse to Cayton Park and the gateway piers were designed by William Flockhart, the architect of 6 the original Parkwood House, and relate to an earlier Arts & Crafts style, seeking to emulate CFA Voysey or Edwin Lutyens. 4 Springfield House is not attributed to any architect and is of a general humble form, an adapted farmhouse 2 with some classical affectation, reflective of many detached dwellings of the period. To the west, Crazies Hill is a designated Area of Special Character. Its architectural characteristics are typical of a Berkshire village / hamlet, with a mix of buildings, in a mix of styles and materials, ranging from cob and thatch, through to brick and tile. The variation amongst the building types is marked, however all are characterized by their situations in good sized plots, mostly set-back from the road. This surrounding area as a whole has a rich mix of architectural styles and periods. Conversely Springfield House’s contribution to the character of the area is considered minimal, especially in its current neglected 5 state. 1 Fox Steep 5 & 6 Springfield House Site 2 Road leading to the Cayton Park’s main house 3. Fox Fox Steep 1&2 and 5&6 have a similar pallet of materials to Fox Steep house but are typically single storey and planer Steep house, Stables and Pool House are clearly designed as the dominant buildings and are supported by Fox Steep 1&2 in detail with simpler windows seen, timber and Crittall windows but with simpler panes though the chimneys provides a and 5&6 with Number 4 being a small Victorian style property on an open plot. strong visual tie back to Fox Steep House. (Picture 2&3) A small pallet of materials is seen on Fox Steep house with cast iron gutters cleverly concealed behind timber trough Between the cottages lies Springfield House and Springfield Barn as well as Number 4, a Victorian style house set gable on gutters, perhaps intended to suggest that the house was once thatched. Bold stepped chimneys articulate the roof with towards the Hatch Gate Lane with burnt header detailing. The building would benefit from landscaping to set this into its carefully positioned leaded crittall windows set into the waney edged boarding. The buildings are beautifully set in a site. (Picture 4) structured and terraced landscape where paving, a mix of brick and brick edged random stone, provide strong links to the stables with its fine sweeping stair and the pool house with its classically styled symmetrical appearance. (Pictures 1-3) The group of houses located in Crazies Hill are varying in style and material, but unified by their traditional cottage-style detailing and material palette (Picture 5-8) 1. It is house of recent construction with leaded metal windows from the 1980s. A varied form with prominent projecting bays probably built as two houses, sits close to the road. A large area of the southern and south-eastern part of the estate are designated Ancient and Semi-Natural Woodland as well as some Ancient Replanted Woodland. Around the southern boundary of the Springfield House site, Crazies Hill village, bordering the estate in the south-west is designated an Area of Special Character. The Springfield House and Barn site has no specific policy designations other than Green Belt. This soft landscaping consists of largely green open space serving as a garden. The site has a number of tall, mature trees that mainly surround the edge which provides screening. Significant hedging along the road also marks the plot and provides a visual buffer from the public. To ensure the retention of green space, the proposals will endeavour to minimise additional hardstanding. Likewise, any proposal will endeavour to accommodate the existing trees in order to retain the character of the Green Belt and provide a visual buffer to the surrounding area. The existing buildings are somewhat set-back from the road, with a minimum 10m buffer. There is an opportunity for proposals to maintain or increase this. A sparsely settled area with large country houses and historic estates connected by steep and sunken rural lanes with dense hedgerows. Rights of way including the Chiltern Way allow access to this relatively quiet and remote landscape. The Remenham Wooded Chalk Slopes is located in the north of the borough and defined by the belt of chalk, which is cut by the River Thames (A1: Thames River Valley) which forms its northern and western boundaries. The area extends from near Wargrave in the south and sweeps northwards and eastwards to skirt the settlements of Remenham and Aston.

By virtue of section 88K(2), the adjudicator’s decision is binding on the admission authority.
