Overview

There is a mixture of traditional architectural styles within the ‘village character area’ of the estate and the surrounding settlements.

An analysis of the surrounding townscape shows the prevailing building type as detached and semi-detached dwellings, in accommodating plots. The architectural styles and materials are varied, the prevailing character is found in the buildings’ more humble form suited to their setting in the surrounding open countryside. 1

Fox Steep House was re-furbished by Oliver Hill in 1924 into an Arts and Crafts / cottage orné dwelling, with modern detailing. The Fox Steep cottages date from a similar period, and reflect the main Fox Steep House with their stepped brick chimneys and waney edged elm weatherboarding.

3 The Gatehouse to Cayton Park and the gateway piers were designed by William Flockhart, the architect of 6 the original Parkwood House, and relate to an earlier Arts & Crafts style, seeking to emulate CFA Voysey or Edwin Lutyens. 4

Springfield House is not attributed to any architect and is of a general humble form, an adapted farmhouse 2 with some classical affectation, reflective of many detached dwellings of the period.

To the west, is a designated Area of Special Character. Its architectural characteristics are typical of a village / hamlet, with a mix of buildings, in a mix of styles and materials, ranging from cob and thatch, through to brick and tile. The variation amongst the building types is marked, however all are characterized by their situations in good sized plots, mostly set-back from the road.

This surrounding area as a whole has a rich mix of architectural styles and periods. Conversely Springfield House’s contribution to the character of the area is considered minimal, especially in its current neglected 5 state.

Overview The Fox Steeps are typified by a complex layering of forms and details which together form an intriguing canvas. Fox Fox Steep 1&2 and 5&6 have a similar pallet of materials to Fox Steep house but are typically single storey and planer Steep house, Stables and Pool House are clearly designed as the dominant buildings and are supported by Fox Steep 1&2 in detail with simpler windows seen, timber and Crittall windows but with simpler panes though the chimneys provides a and 5&6 with Number 4 being a small Victorian style property on an open plot. strong visual tie back to Fox Steep House. (Picture 2&3)

A small pallet of materials is seen on Fox Steep house with cast iron gutters cleverly concealed behind timber trough Between the cottages lies Springfield House and Springfield Barn as well as Number 4, a Victorian style house set gable on gutters, perhaps intended to suggest that the house was once thatched. Bold stepped chimneys articulate the roof with towards the Hatch Gate Lane with burnt header detailing. The building would benefit from landscaping to set this into its carefully positioned leaded crittall windows set into the waney edged boarding. The buildings are beautifully set in a site. (Picture 4) structured and terraced landscape where paving, a mix of brick and brick edged random stone, provide strong links to the stables with its fine sweeping stair and the pool house with its classically styled symmetrical appearance. (Pictures 1-3) The group of houses located in Crazies Hill are varying in style and material, but unified by their traditional cottage-style detailing and material palette (Picture 5-8)

Planning Framework

The whole estate lies within the Green Belt outside of settlement envelopes. A large area of the southern and south-eastern part of the estate are designated Ancient and Semi-Natural Woodland as well as some Ancient Replanted Woodland.

Around the southern boundary of the Springfield House site, Crazies Hill village, bordering the estate in the south-west is designated an Area of Special Character.

The Springfield House and Barn site has no specific policy designations other than Green Belt.

Overview

The site has a significant amount of soft landscaping, and some hard-standing/footings. This soft landscaping consists of largely green open space serving as a garden. The site has a number of tall, mature trees that mainly surround the edge which provides screening. Significant hedging along the road also marks the plot and provides a visual buffer from the public. To ensure the retention of green space, the proposals will endeavour to minimise additional hardstanding. Likewise, any proposal will endeavour to accommodate the existing trees in order to retain the character of the Green Belt and provide a visual buffer to the surrounding area.

Overview

Overview

The views from the site are limited due to its gentle gradient and the flat adjacent land. The existing trees also contribute to the sense of enclosure although there are openings which capture open views to the neighboring fields of The Cayton Park Estate. The orientation of the existing building does not take advantage of views from the site across the countryside directly opposite, to the north-east. As such, there is an opportunity to maximise outlook.

The existing buildings are visible from the road, although set back from it which is generally characteristic of the area. As previously noted, this set back could be maintained, or increased.

Overview

The existing house on the north of the site currently orientates itself towards the south west as it is positioned parallel to Hatch Existing Site and Buildings - Sun-path and shading study Gate Lane which runs from north east to south west.

Summer Solstice Winter Solstice The current arrangement of the site enjoys some southerly exposure, however, the site is heavily shaded by surrounding trees which minimise the amount of sunlight. As such the current orientation of the existing building is not ideal for the maximising sunlight exposure. There is a clear opportunity to orient new building to better take advantage of the sun path and maximise light to the residential properties.

Objectives for Springfield House

Springfield House is located within the Village character area of the estate, identified as the key area for estate accommodation due to its connection to the local community, its historic village character, and it proximity to the main house. The estate’s requirement for staff accommodation provide the Springfield House site the opportunity for rejuvenation by replacing an existing volume in the Green Belt with a building which is fit for purpose.

Having previously been the home of the Stud Manager, a prestigious role on the estate at the height of its horse-breeding functions, the building is currently vacant and has been neglected for a number of years. As such, the key objectives for the site are to: • Bring the site back into use • Provide residential buildings with high level of natural daylight and standards of amenity • Provide flexible residential accommodation for the Estate • Deliver improvements in building quality and sustainability performance • Demolish the existing building which is of poor practical utility • Deliver excellent architecture and design through the development of modern contextual buildings

In formulating these objectives to ensure the long-term future of the site, three options for bringing the site back into use and providing fit for purpose accommodation in line with wider estate objectives were considered: • Leave the building as it is • Refurbish the house Entrance to Springfield House • Demolish the house and rebuild

Leave building as it is Leaving the buildings as it is, would allow the buildings to fall into further disrepair and is therefore not an option. This option Pre-application May 2020 also neglects the opportunity of the new ownership to bring this site back into the functioning of the estate. A pre-application was submitted in May 2020 and a response following a site visit, received 14th July 2020 (ref: 201454). This pre-

Refurbish The House application consisted of a larger site area and proposals on the adjacent barn which are not included within this application. The The option of refurbishing the building and addressing existing flood-proofing problems has also been assessed. The key design principles have informed the proposed siting and massing of the replacement building. 1 - Springfield House The minor increase in footprint and volume is not considered to be materially larger than the existing building on the site.

In conclusion, these application proposals are considered to be appropriate sustainable development. They represent the replacement of the existing property with an improved replacement dwelling which will provide much-needed accommodation for workers on the Cayton Park Estate and their families in an existing sustainable residential location within walking distance of the Crazies Hill village. The proposal is in line with the overall considered objectives of the renewal of the Cayton Park Estate and the Site is the most appropriate and sustainable location for the provision of a renewed residential dwelling on the rural Estate located within the Green Belt.

The proposal also results in a number of planning benefits as listed below:

• Preservation of the openness of the Green Belt through size and massing of the dwelling being no more than 35% larger than existing and careful siting of the house within the plot.

• Reutilisation of an existing building in the Green Belt to provide accommodation that fits the needs and purposes of the wider Cayton Park Estate.

• Provision of accommodation for estate workers and their families in a sustainable location close to the neighbouring village and the main heart of the Cayton Park Estate.

• Improved internal quality of accommodation to provide modern habitable accommodation that is fit-f or-purpose.

• Increased energy efficiency and improved energy performance and sustainability.

• Retention of the majority of trees on site and additional tree planting resulting in a net gain

• A net biodiversity gain through the inclusion of bat and bird boxes
