District of “Where the Rainforest Meets the Sea” Opportunity for Employment Chief Administrative Officer

An exciting opportunity is available for the position of Chief Administrative Officer (CAO) in the beautiful seaside town of Sooke, BC.

Sooke, with an estimate population of just over 11,000, is situated on the southernmost point of on ’s rugged west coast. Located in the traditional territory of the T’Sou-ke First Nation, Sooke is nestled amongst the Sooke Harbour & Basin, Strait of Juan de Fuca and the temperate Rain Forest. It is just a 40 minute drive to downtown Victoria making Sooke, with its moderate climate, one of the most desirable locations on Vancouver Island. The fresh air and many outdoor activities including fishing, hiking, mountain biking, kayaking, camping and along with an arena and aquatic centre, can keep everyone fit and happy. Sooke is steeped in art and culture, including a regional Museum, performing arts theatre, the Sooke Philharmonic and the Sooke Fine Arts Show. As a tourist destination, and part of the Marine Circle Route, tourists and local residents enjoy fine dining and varied local attractions such as the Sooke Potholes, Sea to Sea Regional Park Reserve, Whiffin Spit and Whale Watching.

As the CAO, reporting to Mayor and Council, you will play an integral role in shaping the future of Sooke by providing sound objective advice to Council in developing strategies and polices that support a prosperous and sustainable future for our community. Priorities will include developing a vision that aligns with Council’s Strategic Plan, advancing economic growth and community development through strong partnerships with both community and business stakeholders. The CAO provides leadership to the senior management team and staff in the implementation of strategic initiatives and delivery of services, including legislative services, engineering, planning and development, finance and administration, recreation and leisure, fire and emergency services to the citizens and businesses of Sooke.

The CAO as a proven leader and executive will lead by example, bringing vision and passion to their work that cultivates and encourages a healthy work environment, promotes a positive image for the District of Sooke, fosters working relationships that are collaborative and cooperative with business, government, including neighboring First Nations and local governments, the Capital Regional District, both provincial and federal levels of government and community stakeholders. The CAO will demonstrate integrity, trustworthiness and ethical conduct which is critical for success in the role.

The successful candidate fully understands that the CAO position operates in a highly visible and publically accountable environment. Knowledge of the Local Government Act and Community Charter would be an asset.

Qualifications: In order for applicants to be considered for this position, their resume must clearly demonstrate that they have the following education and experience:

Education and Experience: • A Bachelor or Master’s degree in public administration, business administration or other related field and 5 years of experience at a senior professional management level; or 10 years in a senior

1 v5 professional management position in the private or public sectors. Preference may be given to those with a related graduate degree and experience. • Working independently in a complex political or governmental environment with experience managing or developing and implementing policy, legislation and/or programs. Leading and supervising staff, setting goals, coaching/mentoring employees and team building. • Building cooperative working relationships and liaising with a variety of internal and external stakeholders. • Negotiating, mediating and managing high profile issues and/or conflict. • Explaining, and presenting high level policy, practices, and strategic plans both verbally and in writing, in a clear and concise style that is appropriate to the audience, including: delivering presentations to Mayor and Council and community members and stakeholder groups.
