The adequate and efficient means of economic growth is highly connected with industrial development. The industrial development provide equitable and participative employment and use raw material and human resources to move up the ladder of economic development and prosperity with distributive justice and political stability. Pakistan Bureau of Statistics, a National and autonomous body under the Ministry of Economic Affairs and Statistics, has continuously been striving to collect reliable, authentic and timely data to support economic policy planning. Census of Manufacturing Industries is one of the core activities of PBS, conducted after every five years with the last one in 2005-06. This report is continuation of the CMI 2005-06 with disaggregation at district level. It include the district level industrial input and output indicators along with district ranking in regards to industrial development. I hope that researchers, policy makers, government/non-government users and international agencies would find this document useful. Suggestions for improvement are always welcome. GENESIS OF REPORT ………………………………………………………………..…………….. 27 iii iv PREFACE Census of (Large Scale) Manufacturing Industries (CMI) is conducted by Pakistan Bureau of Statistics (PBS) in collaboration with Provincial Directorates of Industries and Bureaus of Statistics (BOS) under the Industrial Statistics Act 1942 and General Statistics Act 1975. CMI is conducted after five years and this report is for the year 2005-06. The CMI measures production, structural changes of Large-Scale Manufacturing Industries (LSMI) and provides data on quantities and values of inputs and outputs, census value added, contribution to GDP, fixed assets, stocks, employment & employment cost and industrial taxes. It takes into account the new developments in the industrial field, captures new industrial products and establishments and develops new weights for Production Index of Manufacturing. CMI covers manufacturing establishments which are registered or qualify for registration under Factories Act 1934. Defense and government workshops engaged in manufacturing activities registered under Factories Act are excluded. We are making all out efforts to improve industrial statistics. The CMI 2005-06 report was published earlier with province-wise disaggregation. This report carries the work further and gives disaggregation of data at district level for some important key indicators. It is expected that the district level data will be useful to data users and researcher. Suggestions in this respect from the users will always be welcomed and appreciated. DR. BAHRAWAR JAN Deputy Director General v 1. INTRODUCTION Manufacturing is a key part of the economy. In FY 2005-06 it contributed about 19 % to the GDP of Pakistan. The Census of Manufacturing Industries (CMI) focuses on the production and investment behaviour of Large Scale Manufacturing Industries (LSMI) covering establishments with 10 or more employees. Pakistan has varying concentration of industries in different provinces. 2. COVERAGE The Census of Large Scale Manufacturing Industries is conducted after every five years using the frame of Provincial Labour Departments. CMI 2005-06 frame was enhanced using industrial directories provided by Provincial Directorates of Industries as well as results of Economic Census 2001 conducted by Federal Bureau of Statistics. In term of coverage Punjab had the largest share (55.9%) in the total establishments covered in FY 2005-06, followed by Sindh (28.4%), KPK (10.5%) and Balochistan (3.3%) while Islamabad (1.8%) has the least number of reporting establishments. Figure 2(b) represents district-wise percentage distribution of number of reporting establishments for Top 11 district, which have combined share of 59% in term of coverage in the CMI- 2005-06. District Lahore constitutes the largest share (12.1%) of the total covered establishment, followed by Karachi West (7.6%), Gujranwala (6.9%), Faisalabad (6.5%), Karachi East (6.1%), Peshawar (3.8%), Sheikhupura (3.6%), Karachi Center & Sailkot (3.4%), Gujrat (3%) and Lasbella (2.6%). DAILY PERSONS ENGAGED Daily persons employed include employees, working proprietors and unpaid family workers. Figure 3(a) represents province-wise percentage distribution of daily persons engaged in various manufacturing industries, covered in the last CMI 2005-06, busy in different type of industrial activities. According to Fig 3(a) Punjab had the largest share (59.3%) of the total daily persons engaged, followed by Sindh (30.8%), KPK (6.6%) and Balochistan (2.0%) while Islamabad (1.2%) has the least daily persons engaged. According to size of respective shares, Faisalabad constitutes the largest share (11.5%) of the total daily persons engaged, followed by Lahore (11.1%), Sheikhupura & Kasur (7.4%), Karachi East (6.9%), Karachi West (6.1%), Karachi Malir (4.3%), Dadu (3.7%), Karachi Center(2.9%) and Hyderabad (2.6%). EMPLOYMENT COST Employment cost includes wages and salaries paid plus cash and non-cash benefits paid to the workers. Figure 4(a) represents province-wise percentage distribution of employment cost of the CMI 2005-06. According to the respective shares, Punjab constitutes the largest share (51.2%) of the total employment cost, followed by Sindh (40.1%), KPK (5.9%) and Balochistan (2.1%) while Islamabad (0.8%) has the least employment cost share. Lahore constitutes the largest share (11.1%) of the total, followed by Kasur (10.1%), Karachi East (9.4%), Karachi Malir (8.4%), Karachi West (7.5%), Faisalabad (7.2%), Shekhupura (6.4%), Hyderabad (3.9%), Karachi Center (3.6%), Rawalpindi (2.8%) and Dadu (2.7%). WAGES AND SALARIES Wages and salaries means payment made to employees as remunerations for their work. It includes dearness allowance and payment for leaves. Figure 5(a) represents percentage distribution of wages & salaries of different provinces share covered in the CMI 2005-06. According to the Fig 5(a) Punjab constitute the largest share (52.7%) of the total amount spent on wages and salaries, followed by Sindh (37.9%), KPK (6.3%), Balochistan (2.2%) while Islamabad contributed only (0.9%) to wages & salaries. CMI 2005-06 reveals that district Lahore has (11%) share, largest in the total amount spent on wages and salaries, followed by Kasur (10.7 %), Karachi East (9.8%), Karachi West (7.7 %), Faisalabad (7.3 %), Sheikhupura (6.9%), Karachi Malir (6.3%), Hyderabad (3.8%), Karachi Center (3.5%), Dadu and Rawalpindi (2.6%). VALUE OF FIXED ASSETS Figure 6(a) represents province-wise percentage distribution of value of fixed assets, contributed by large scale manufacturing industries for the FY 2005-06. Industries stationed at Punjab province contributed more (56.5%) to fixed assets, followed by Sindh (30.6%), KPK (8.5%), Balochistan (3.4%) while Islamabad contributed only (0.9%).
