Situation Report 3: Conflict Situation in Assam A. SITUATION REPORT ASSAM According to the latest reports from different sources, the death toll rose to 85 till 28th December in attacks and counter attacks between the two groups (Bodo and Adivasis). The overall situation has remained peaceful with no fresh incidents of violence reported from affected districts during last 48 hours. Curfew has been relaxed in all the districts following gradual improvement in the overall situation. B. IMPACT OF THE SITUATION: Districts affected Kokrajhar, Sonitpur , Chirang, Baksa, Bongagaon and Udalguri . Worst Affected Districts Kokrajhar, Sonitpur and Chirang No. of people dead 85 till 28/12/2014 The list of affected villages and relief camps are attached in an excel sheet separately. C. RESPONSE FROM GOVERNMENT & HUMANITARIAN AGENCIES Sufficient stock of food items like rice, dal, salt and mustard oil have been made available to the relief camps by administrations. In addition, inmates are being provided with baby food, candles, blankets and firewood. Instructions have been sent to the districts to provide clothing and utensils and arrange drinking water and sanitation facilities. To ensure that medicines are available in sufficient quantity, the Health and Family Welfare Department has released an amount of Rs 5, 00,000 to all the four districts to meet any emergent situation. The State government has released an amount of Rs 3.04 crore to the Deputy Commissioners of the districts concerned for the construction of temporary barracks to accommodate the additional personnel. 42 relief camps are functional in Kokrajhar sub-division, 12 in Gossaingaon sub-division & 3 in Sonitpur District (details attached in the excel sheet and in process to collect information about the camps in other areas). Emmanuel Hospital Association (EHA), Action North East Trust (The ANT), Discovery Club, Action Aid is responding with immediate relief and health facility. Voluntary Contributions both food and non-food items are being made by respective community members of Adivasis and Bodos through student unions in respective camps also. The ABSU, AASAA, Adivasi Cobra Militants of Assam, Birsa Commando Force, and PCDR have held joint peace meeting at Shatipur and Nakidara area in Chirang in the presence of police officials as well as district administration. Team from Sphere India and IAG Assam visited to camps in Sonitpur Districts on 29th December. Inter-Agency Coordination Committee of Sphere India was held on 29th December at 4pm. (Minutes will be shared separately). Next IAC teleconference is scheduled at 2pm on 30th December. IAG Assam is meeting at 11 am on 30th December at Action Aid office, Guwahati. D. EMERGING NEEDS: WASH Food and NFIs in unorganized camps. It is reported that some families of Bodo community is taking shelter in forest with no basic facility of food and NFIs. Also around 10 pregnant women are expecting delivery any time. E.
