The major issues discussed are summarized as follows: Confirmation of Minutes 1. Minutes of the 2nd meeting (2013) of HAC were confirmed with amendments. Introduction of Paper Kwai Tsing District Housing Estate Management Plan 2013/14 of the Housing Department (Proposed by the Housing Department) (HAC Paper No. 20/2013) 2. Representative of the Housing Department (HD) briefed Members of the paper. Members expressed their views and enquiries in the following areas: (i) Enhancement of education and publicity on abuse of public rental housing resources. (ii) Relaxation of prosecution of elderly smoking cases. (iii) Improvement and addition of public housing facilities in Kwai Tsing, including temporary clothes hanging areas, toilets for use of wheelchair-bound tenants, lifts that could reach all floors, air-conditioners in the lobby, repair of anti-burglary grilles and suitable facilities for elders. (iv) Inadequate water supply was caused by low water pressure. (v) Repair and maintenance policy. (vi) Policy on pet keeping. Suggestion of posting information on tenants who were permitted to keep pets for monitoring purpose. (vii) Provision of HD annual reports and work plans for Members’ reference and review. (viii)Speed up the transfer in the Territory-wide Overcrowding Relief Transfer Exercise and the Harmonious Families Transfer Exercise.     Housing Department General Information on the Use of Housing Department (HD) Public Hard-surface Recreation Grounds by Schools (from 1 September 2021 to 15 July 2022) A. Application and Processing Procedures 1. Schools wishing to apply for the use of the above facilities should complete and return the enclosed application form to the estate office/management office of the estate concerned on or before 1 June 2021 (Tuesday) by post or fax. The relevant Housing Manager will be directly responsible for the allocation of recreation grounds for school use. 2. Late applications will not be given priority. Applications sent to the relevant estate office/management office will be passed to the responsible Housing Manager for the allocation of the remaining facilities accordingly. B. Regulations on the Use of Public Hard-surface Recreation Grounds 1. If the activities conducted in physical education (PE) lessons do not conform to the designated use of the recreation grounds, teachers-in-charge are advised to contact the relevant Housing Manager beforehand to make sure that the lessons can be conducted smoothly. 2. School children should, at all times, be accompanied by teachers. The ratio of one teacher to not more than 45 pupils must be observed. 3. Schools should comply with the instructions given by HD staff. 4. If any allocated area(s) or session(s) is/are no longer required, the school concerned should inform the relevant Housing Manager at least 10 working days in advance. 5. If a school repeatedly fails to use the allocated area(s) or session(s) without good reasons, the allocation will be subject to cancellation by HD.

M 1 / . —. 1 I zy ^ f •• . o^/ T ABSTRACT After a review of the two approaches' to study in community power structure (eliticists and pluralists), this study tried to employ an exchange network model in the study of local political community structure. Following the exchange network approach developed by Richard M. Emerson, this study had applied the quantitative network analysis method in studying the development of a selected community-based District Board in Hong Kong, namely the Kwai Tsing District Board from 1981 to 1993. Relational data was collected through multiple methods, including (a) informant interviews of past and present District Board members and prominent community activists; (b) content analysis of minutes of District Board meetings and Annual Reports of the District Board; and (d) retrospective recall of the author's life story during these years (as he was a member of the district Board in 1988-1991). In this study, the application of network analysis was mainly limited to the study of overt and expressed political behaviour on District Board meetings. Patterns of the exercise of exchange relations among the District Board members behind the scene (Backdoor manipulations) were addressed mainly through informant interviews and the review of life story of the author.
