langage accessible & toua* eliminate political barriers in the country. He added that it would be preferable to have all members using a common language. He insisted that unity, peace and harmony should be respected and be part of the custom and that politics shoild not interfere. He said certain political leaders had Cried Co manipulace cusCom and religious • leaders in order to gain support. The Prime Minister was pleased to see all members present and remarked on the importance of members’ faithfulness Co their pr mises made to the people during Che elections campaigns. He added that members respected the decisions made by the court which were fully based on the Constitution. He declared that all laws, rules and orders should be equally respected. The Prime Minister explained that Che government of the day was safe­ guarding its iiitergrity and respecting the Constitution despite the many difficulties and problems that had arisen and given us the political experiences chat we lacked previously. He added Chat the political, social economic and constitutional problems had brought us co a new stage in our country's history but democracy in our country was very much alive eventhough there had been a lot of criticism. The Prime Minister Lhanked the President for having mentioned "Air Vanuatu”. He s^u.d the air-craft would arrive on the first of April painted with Che colours of the national flag. He concluded by asking all members Lo consider the Bills now before Parliament.

9. The Hon. Speaker asked the Leader of the Opposition, Hon. Vincent BOULEKONE to respond to the president's Address.

10. The Hon. Vincent BOULEKONE thanked the President of the Republic for his opening address. Refering.to the terms "Harmony, Peace and Unity" used by the President of the Republic , he explained Chat the terms should be respected in order to have political stability in Vanuatu. He added that the criticisms made against the government were unrealistic and said he had heard it said that the present parliament was totally from the Vanua-aku Pati and was lacking Opposition Parties. He explained that various leaders did not under­ stand their rights and powers. Le Premier Ministre remercie le President de la R6publique d’avoir mentionn6 la Compagnie Air Vanuatu. Il reprend les termee "harmonie, paix, units" ■ z " que la President de la Rdpubiique a utilise en pr^ciaant que ai l’on respects ces trois termes, la politique de Vanuatu sera stabilises. Il ajouts que toutes lea critiques 6 l’sncontre du Gouvernement n’ont aucun fondemsnt, qu’il a entendu dire que l’Bpposition n'exlete plus au Parlement, qu’ella n'est qu’une partis du Vanuaaku Parti. Il continua en prdcisant qua certaina leaders ds partis politiques ne con- naiasent pas lours droits et pouvoirs. Il declare que la Constitution a ete rbdigy par las deputy et adoptee par concensus, non par vote. On ns peut 1’interpreter ds plusieurs felons, comma l’auraient voulu csrtainse psrsonnes de l’extdrieur possddant experience et competence. Chacun doit respecter In Constitution de Vanuatu, symbols ds notre ddmocratie. He stressed Chat each individual should respect the Constitution, which was the symbol of Democracy. He felt that the members should 4 carry out their responsibilities, although it wasn't always easy due to lack of finance, and chat it was of great importance to have the co-operation of the people. This new spirit of co-operation, he declared, now existed among the custom and religous leaders and the people and it should be preserved. He explained that cyclones and the political crisis had helped people to understand the importance of co-operation in our country. He concluded that the government should allocate funds fairly to each constituency to improve the standard of education.

II. . The Hon. Speaker announced that Che cocktail party for the Opening of Parliament would take place at 6.30 pm at bis house. He also announced that the Parliament Secretariat had arranged a visit to the jewellery workshop at Malapoa tomorrow. He asked all Members to assemble at Constitution Building at 9.00 am. *

4. The Hon. Minister William MAHIT introduced the Bill and moved that it be read a first time.

5. The Hon. Andrew WELWEL enquired whether this ratification would cover the Vanuatu - USSR Fishing Agreement. He questioned if the Treaty had been ratified and also if another bill would have to be submitted before Parliament if Vanuatu should sign another treaty with another country. Il termine en ae demandant ei le Parlement devrait voter une loi cheque foie que Vanuatu eigne un traits avec un autre pays. 6. In reply the Hon. Minister William MAHIT said that every member state had signed the treaty except Tonga. He continued that only a few members had not yet ratified the treaty, including Vanuatu. He stated that in order to benefit from the treaty, Vanuatu had to ratify the treaty as soon as possible. He said that the Fisheries Act No. 37 of 1982 should be amended in order for Vanuatu to accede to the treaty.

7. The Hon. Minister lolu ABBIL explained that the fishing agreement between Vanuatu and USSR was bilateral and was Bigned in accordance with our Fishing Act NO. 37 of 1982, so there was no need for ratification. He said the Vanuatu - USSR fishing agreement had expired last March.

The Hon. Vincent BOULEKONE pointed out Che importance of the Bill because it amended the Fishing Act. He explained that the Bill would allow the interests of the Pacific states to be more effective and would create more concern for our island states. He explained why Pacific island states should be grouped together to sign such a treaty.

9. The Hon. Minister Sethy REGENVANU supported the principles of the Bill and pointed out that in terms of natural resources, fish was our main resource. Ke felt that these resources should be exploited to benefit the country. He said foreign fishing vessels using gill nets outside the 200 mile E.E.Z were misusing Pacific fishing resources. He raised a point of interest by stating that the local fish market was not seeling good quality fish eventhough plenty of supplies could be provided by regions such as Banks/Torres.

10. The Hon. Minister William MAHIT Btated that USSR did not use gill nets, but purse-seine nets. He said USA would also use the same kinds. He continued chat Che Foreign Fishing Agency (FEA) would act on behalf of the Pacific member states. Kefering to the funds received from the treaty, he explained that US# 10.7 million would be paid by USA to the member states. He clarified that 85% of the sum would be given to the countries where fish was caught and 15% shared by the other countries. He stated that US# 1 million wouLd be shared amongst the Pacific member states excluding Australia. He said US# 112 million would be provided in the form of technical assistance under the auspices of the F.F.A. He warned Lhe members that US# 15.900 would be lost monthly if the country did not ratify the treaty. 6. Il ajoute que 1*accord de pSche entre Vanuatu et l'URSS a expirE le mars dernier.

8. it. le DEputE Vincent BOULEKONE eouligne 1'importance du projet de loi puisque ce dernier modifie la loi eur les pdchea. Il explique que le projet de loi rendra plus effectifs les intErSta des pays insulairee du Pacifique et crEera plus de dEbouchEa pour cee derniers. Il reaf­ firms I'intEr&t du projet de loi et explique pourquoi les pays insu- laires du Pacifique doivent s'unir pour signer ce traits.

It. le Rinistre Sethy REGENUANU soutient les principes du projet de loi et eouligne que le poisson est- notre principals reasource naturelie et que cetta dsrniEre doit Stre exploitEa pour en fairs bEnEficier le pays. Il indique que lee bateaux de pSche strangers qui utilisent des mannas au large de la zone Economique de 200 mills pratiquent une mau- vaise exploitation des ressources en poisaona du Pacifique. Il souligne en outre que le marchE local de poiasona ns fournit pas de poissons de bonne quality bien que les regions de Banks et Torres peuvent en produire une assez grands quantity.

Il continue en disant que 85% de cette somms sera vsrsEe aux pays oL les pdches saront fructueuses et 15% aux autres pays membres. Il indique qu’un million de dollars U.S. sera partagE entre las pays membres du Pacifique, y compris 1*Australia et que 112 millions de dollars LJ.S. eeront fournis en matiEre d'aide technique sous la gestion da la Foreign Fishing Association. 12. The Hon. Prime Minister explained that the Bill concerned fishing and that it should be given plenty of time to be studied closely with the laws of the Sea negotiated with the United Nation Organisations and the Fishing Act No. 37 of 1982. He said that Fiji, New Caledonia, Solomons and Australia were not prepared to discuss the 200 mile E.E.Z. He stated that eventhough Vanuatu was considered as a ’’devil” in the Pacific for signing a fishing treaty with Russia, today Forum countries such as New Zealand and Australia have also signed fishing treaties with USSR. He continued that other countries had taken early steps to ratify their treaty because they did not need to have it approved by Parliameut and it would not affect their fishing laws. He confirmed that France supported the F.F.A programmes but was not party Of the treaty.

13. The Hon. Minister lolu ABBIL expressed the view that the treaty covered fishing only and USA fishing vessels would be allowed to fish in French colonial countries' waters even if they were not part of the treaty. He wished to see the treaty ratified by Vanuatu in order that we could receive the benefits.

14. The Hon. Minister William MAHIT read out the list of the members of the treaty. He confirmed that France was not involved and 16 states were part of the treaty. He said every member state had signed the treaty except Tonga and everyone of them had ratified the treaty with the exception of Tonga and Vanuatu. »

15. The Hon. Minister Jack T. HOPA stated that Parliament must finalise the arrangements of the treaty with the USSR which was signed in Port Moresby nearly a year ago.

16. The Hun. Kavcor WASS enquired about the number of Ni-Vanuatus working on fishing vessels and also expressed concern about the way that they were being treated. He also asked about the future of the S.P.F.C.

17. The Hon. Vincent BOULEKONE also asked about the future of the S.P.F.C and wanted to know if the U.S.A was going to provide the equipment and ratification du traitd, le pays perd 15.900 dollars U.S. par moia

Il souligne qua bien qus Uanuatu ait dtd considers comma un "diable'’ dans le Pacifique pour auoir signd un traitd da pSche avec l’URSS, actuellement dee pays du Forum tels que la Nouvelle Zdlande et l’Autralie signent des traitda de pgche avec l’URSS . Il continue en disant que d’autree paya ont adopts dea mesures pour ratifier au plus t&t leur traitd car il ne leur est pas ndceesaire de fair© approuver la ratification par le Parlement et qu’elle ne portera aucun prejudice aux loie eur lea pdchae. 30. The Hon. Minister Jack T. HOPA introduced the Bill for the Forestry Amendment Act, explained its provisions and moved that it be read a first time.

31. The Hon. Hilda LINI wondered if it was possible to provide funds to the Department of Forestry while cuts were being made in Government Departments.

32. The Hon. Jack Kalo NIAL stated the Forestry Department could manage even­ though it had a small budget.

33. The Hon. Joseph JACOBE enquired about the purpose of taxes on logging contracts.

34. The Hon. Minister Jack T. HOPA explained that the government and the Public Service Department decided to establish a separate Forestry Depart­ ment, eventhough there is budget constraint, due to the increase in activity. He further explained that re-afforestation charges went to the Accountant General's Department which used it on forestry developments on the islands.

35. The Hon. Wilson TARI SEVUTI supported the bill and said that the government should encourage planting of appropriate trees in order to increase production and also encourage forestry development especially on land already given to the government for the purpose but not used yet.

36. The Hon. Minister Harold QUALAO explained that the Forestry Department had been working separately from Agriculture since 1987. The amendment of the law was only a formality.

He asked whether the re-afforestation charges had not been previously amended. He added that re-afforestation had world­ wide importance but wondered why a law had not been formulated for smallholders and cattle breeders as well as for loggers. He then queried whether re-afforestation charges had been used on forestry development s.

40. The Hon. Joseph JACOBE asked whether there was control before and after logging as only a small part of the wood was sold and a large part wasted. He wondered whether custom owners were paid for the wastage.

41. The Hon. Kavcor WASS indicated that the Director chose areas not leased for logging activities on maps without checking whether people lived there. He regretted that some custom owners leased their land to investors for short-term benefits but did not plan for the future of their children and stressed that any cut tree should be replaced by replant ing.

HOPA stated that a survey had been carried out on loggers in Vanuatu for the proper control and management of natural resources and that re-affore3tation charges were used on replanting scheme staff salaries. He said the standard size of wood for logging was cm diameter, and stated that local wood took along time to mature so currently, imported trees were being planted. He sLres3ed that Re-afforestation Projects at Santo belong to the custom owners and that the Forestry Department only monitors them. 47. The Hon. Minister Jack T. HORA said that an agreement had been signed by the government and custom owners for a Forest Plantation Project at Santo and that a trial of 5 hectares of various types of trees had been planted.

50. The Hon. Minister Jack T. HOPA explained that in 1986 an agreement was signed between landowners and the Government to have trees planted on an area of 6,000 hectares on Santo. He said that for any tree felled the logging company must pay royalty to the land owner. He continued that a study was being carried out to find out if coconut trunks could be used for timber, but the etudy has not yet provided any favourable conclusions because our coconut trunks were too small in size. He stated that the idea to make this department independent was because of Che large amount of activity.

The lion. Simeon ENNIS was concerned about how the agriculture field officers were inaccurately advising land owners to cut down trees in order to plant cocoa or coconut trees. 53. The Hon. Tele TAUN supported the principles of the Bill but voiced concern about the trees felled and transported by logging companies to Che ports and left to rot. He asked if the land owners and the Government had gained any benefits from these trees.

He said local people were only interested in money and not worried about the bad effects of logging and also of Lhe prices paid for trees that took over 70 years Co grow. He questioned whether we have enough trees to allow more companies to operate and also if the employment benefits were long or short terra. He felt that licence fees and taxes should be increased to oblige logging companies to continue operation and also to * benefit land owners and government in the form of revenues.

78. The Hon. Minister Nipake NATAPE1 explained that he did not have the exact figures avilabLe on Coop Federation debt but said it was possible chat it would* be paid in 4 to 6 years. * 79. The Hon. Gaetano BULEWAK asked whether there would be any replacement for the French Ambassador.

80. The Hon. Prime Minister replied that the French Government should appoint a new Ambassador to replace the previous one. He added that his government had written to President MiLterand and Che Prime Minister of France, Mr ROCARD in the hope of normalisation of diplomatic relations, but so far there had been no reply.

81. The Hon. Vincent BOULEKONE asked whether the government could import rice from eleswhere cheaply, as Australian rice was too expensive.

82. The Hon. Minister Harold QUALAO explained that the government was looking into other alternatives of cheaper supply of rice but consumers also like Australian rice. He added that it was possible to import rice from Taiwan and Thailand but that there was a shipping problem. He also explained that the Co-op Federati debt required the Coop Federation to take a 3% commission.

83. The Hon. Minister Nipake NATAPEf explained that the importer of rice charges a normal mark-up of 10X but if the Federation Coop took 3% commission, the importer only had a 7Z commission which did not allow any profit.

84. The Hon. George BAET asked whether freedom of worship implied that one could > change one's religion or create another religion within one's own religion.

85. The Hon. Minister lolu ABB1L explained that the Constitution provided for •* freedom of worship but did not give details. He added that the Vanuatu Christian Council was looking into the problem.

86. The Hon. Daniel NATO asked why the government did not handover the Litzlitz wharf management to a group of business people there.

87. The Hon. Minister Nipake NATAPEI explained that the government had decided to manage the wharf, before handing over to the Local Government Council, to set up a wharf fee system so thaL the prices of goods going through the wharf would ♦ not be too high.

45. The Hon. Vincent BOULEKONE said that there was a need to amend the motion. He complained that there was a blockage somewhere to prevent or delay bills being introduced in Parliament. He said whoever was interfering with the duties of Parliament should stop.

46. The Hon. Speaker responded that the English version of the bill was ready but the French required a legal translator to work on it. He said that the Bill had about ten thousand words and also stated that he was not aware of any blockage.

47. The Hon. Minister Sela MOLISA introduced the bill for Che Agreement between the Republic of Vanuatu and the International Development Association (Ratification) Act No. of 1989, read its purpose and provisions and moved chat the bill be read a first time and pass.

48. The Hon. Minister Sethy REGENVANU supported the principle of the bill as its finance was important and necessary for the development and progress of Primary and Secondary education in Vanuatu. He added that the project components included 2 junior secondary schools, 2 regional education offices, staff for che central region, one for Santo and one for Ambae and equipment for these schools. He said that the Curriculum Development Unit was to be renovated and upgraded, which would include the production of teaching materials and teacher training. He also explained that the project included technical assistance in terms of manpower and field support, 7 years staff salaries and expenses. He concluded that the project involved heavy finance, part of which would be financed by grant and it would provide a further 600 places for students.

49. The Hon. Hilda LINI supported the bill since the economic situation of Vanuatu was such that the government had to get a loan from overseas in order to upgrade Vanuatu education. He pointed out that there were other reasons why this bill should be approved and one of them was the provision of in-service training for primary school teachers. He questioned whether the 50 teachers would be trained within the period and if part of this loan would account for Phase 3 of Matevulu College. He urged the heads of departments to make good use of the budget allocated to them in order to benefit the country as a whole.

He stated that the two schools were dual-lingual and that the preamble of the Agreement concerned the financial development of the Matevulu College but the loan would not account for this project. Australian Development Assistant Bureau would finance it. 64. The Hon. Prime Minister, Fr. Walter H. LINI commented on the Bill saying that in the period from 1980 to 1985 the primary schools experienced many difficul­ ties. He said that during that period there were about 200 school leavers from English or French schools who could not continue their studies. From 1985 - 1986, eleven secondary schools were established, using existing buildings. Alot of criticism were made of the condition of the buildings and of teachers who were not qualified for secondary education. He declared that in future the number of secondary schools would be reduced to 2, 3, or 4 main secondary schools for the whole country. He said that an increase in the number of schools would encourage more students to apply to continue their studies in USP, UPNG and it would mean an increase in demand for scholarships for the Universities in Fiji, New Zealand, Australia and PNG, etc,. He also stated that in terras of population, the two most populated islands, Tanna and Malekula should have priority for the two (2) Secondary Schools. Other islands also have the right to request secondary schools but for the moment we have to be satisfied with these two (2) Secondary schools. The Hon. Prime Minister concluded by adding that certain church schools should re-open their secondary classes with assistance from overseas religious organisations.

65. The Hon. Basil TABI supported the principles of the bill but he expressed doubts about the intention of the government as regards the buildings of schools that were to be closed down.

66. The Hon. Simeon ENNIS also favoured the principles of the Bill and added that he was pleased to see that, even though the loan was large, primary schools would also benefit from it. He also stated that the two secondary school projects would be a great help in up-grading educational standards in the country.

He stated that the Bill does not simply provide for a loan to build the two schools but also to help the government with its overall policy of improving the standard of teaching and education in Vanuatu, He indicated that the Bill would allow the Ministry of Education to improve its adminis­ trative organization by setting up the Planning Unit and he asked the members to cooperate in carrying out these improvement projects. He stated that English and French speaking students should have equal opportunities in tertiary education.

Kalkoc MATASKELEKELE introduced the motion and said its purpose was to apply the nrovision in article 36 of the Constitution giving power to the Head of State to caintnu to, remove or reduce conviction or sentence of a convicted person and referred to sections 34 and 35 of the Standing Orders on written motions. He explained that as he was directly involved with a case like this, and since he was a member, he was obliged to move this motion. He * pointed out that since 1980, the President had been exercising thia power eventhough there was no appropriate committee and that, after a petition in March 1988 to the former President, he was advised that the latter could not exercise this power until the commitLee had been set He also made corrections to delete the word "to" after Republic and add "on the" and insert "of" after exercise in the title and text of the motion. The Hon. Prime Minister, Fr. Walter H. LINI expressed some support for the motion but said that once it had been adopted, it would be difficult for the Committee to sit as there was as yet no law to govern it. He added that legal advice was necessary and that since 1980, the process was that Prison Observers made recommendations to the Prime Minister who recommended them to the President who then released, removed or reduced sentences.

The Hon. Minister Harold QUALAO expressed support for the Prime Minister’s argument and considered that the Committee would be useful for the Presidents’ decisions. However, he felt that such questions as the Committee's terms of reference should be considered.

The Hon. Minister Iolu ABB1L spoke in favour of the Prime Minister’s argument.

The Hon. Minister Sela M0L1SA expressed agreement with the motion and explained that the word "may" in article 36 of the Constitution implied the provision of a law through an act of Parliament. He commented that if the Committee was set up, there could be abuses in making recommendations thus necessitating a law to govern its functions and membership.

The Hon. Minister Sethy REGENVANU expressed support for the motion as it would apply a provision of the Constitution and felt that it would not be fair for the President to work without the advice of such a committee.

The Hon. Kalkot MATASKELEKELE reterred to woman prisoner Michelle Dovan and asked why the previous President had not exercised his power as it had been exercised previously without a Committee. He also asked why the President had not correctly answered the petition of Dovau’s family lodged two years previously. He explained that if the Committee urgently needed a law, he and the seconder would look inlo producing a first draft.

The Hon. Fr. WalLer H. LLN1, Prime Minister spoke of his experience in making decisions based on recommendations made to him on prisoners by the Commissioner of Police. He explained that these decisions would be very difficult to make without the advice of the Committee and they may render ineffective sentences passed by the courts. The Hon. Andrew WELWEL was surprised to see that the leader of the Opposition was in favour of the Bill. He observed that Education is very important in Vanuatu but felt that the standard of education would not be improved by building new schools unless there were qualified Leachers to teach there. He wondered why the government did nto recruit more teachers from overseas (eg. Fiji or Mauritius) to teach in Vanuatu.

i. The Hon. James VUTI supported the Bill and agreed with Che project to build the two secondary schools.

3. The Hon. Jack. Kalo N1AL stated that the Bill shows that the government has concern for the educational system and has decided to improve it. He said Lhat the improvement in education is necessary because, out of 4000 students sitting senior primary exams, only 20Z would be selected to continue their studies in Junior Secondary Schools. At Lhe end of their studies, only I5Z would be selected to continue their studies in Senior Secondary schools and finally only 5Z would be sleeted for tertiary education in Universities.

10. The Hon. Minister Sela MOLISA mointed out in answer to Hon. Andrew WELWEL that the government had chosen to initiate a loan for Education since this was an important subject. He explained that atiy government loan was intended to encourage growth of ttie economy and would usually take time to show returns. He added that the government was trying to encourage the productive sector to grow and Lhat Lhe aim of any development loan or grant was to help people and to balance sectoral priorities. He stated that, with increasing export earnings, the government would be able to pay back the loan.

11. The Hon. Minister Sethy KEGENVANU explained that according to the Ministry's estimation, if the government decided to launch this project without foreign aid, it would need 700 m vatu to carry it out. He added that the Reserve Fund needed 250 m vatu for this year, which obliged the government to negotiate Lhis loan with World Bank. He stressed that having access to education was a government policy and that it was the government's respon­ sibility to provide formal education to as many Ni-Vanuatu as possible. He explained that a fundamental policy of the government was the promotion of the Unified Education Programmes Centre and that it was very difficult to find manpower through multilateral negotiations to develop a unified syllabus. He went on to say that since 1980, the government had awarded many scholarships to Francophone students and that there were no bias in favour of Anglophones or Francophones. He continued that the government did not intend to eliminate some secondary schools but on the oLlier hand to upgrade them up to year 9, and to transform some of them into technical institutes. He stressed that this loan was intended co provide education to as many children as possible, and to provide regional teacher training.

14. The Hon. George BAET declared chat the answers from the Government Ministers had clarified a lot of confusion and had satisfied him and his people.

15. The Hon. Roger Jerry BOE explained chat if the sum to be allocated had been a grant he would not mind but since it was a loan, he was very concerned. He was concerned firstly because the repayments would be made by the people of all regions and secondly because the benefits would go to some islands that had benefitted from other loan projects. He was aware of a survey carried out by the World Bank which suggested that bilingual secondary schools should be built on Tanna, Malekula, Ambrym and Pentecost. He said a second survey by the World Bank had reduced the number to 3 schools excluding Ambrym and continued that this bill had reduced the number even further to 2 secondary schools. He expressed concern as to how the 2 schools concerned were going to cater for the approximately 560 students selected, and how the government would assist deprived students who had good end of year results but, because the 6 junior secondary schools were to be phased out, had no chance of continuing their education. He regreted to see Parliament not being in line with congress resolutions and L> the feelings of the supproters and said it seemed unfair to him and his people. He questioned whether planning had been carried out by the Ministry concerned on where to build these schools.

16. The Hon. Kalkot MATASKELEKELE said the bill reflected a radical road which the government wanted to folLow to provide service to the public. He was aware that the repayment of the loan was over 40 years because education was not a revenue earning ministry. He felt that the bill courageous and said that, of the free services offered by the government, education was Che most compLex. He pointed out that the aim of a double stream school was to 61bves francophones & 1*stranger et qu’il n’y avait pas de pr6fFrance pour les anglophones ou francophones. 16, M, le Dhputd Kalkot MATAS KELLKELE explique que le projet de loi reflate la direction radicals qua le Gouvernement entend suivre pour servir Is public. Il indique qu’il est conscient que les remboursements s’^chelonneront sur 40 ans car l'tducation n’ast pas une institution & but lucratif. Il Bstime que le projet da loi est courageux et que parmi les services gratuits qu’offre le Gouvernement, l'tducation est le plua complexe. Il souligne que l’avantage enable students to be bilingual. He declared chat the congress resolution was open and stated that the government had full control on development. He concluded that he would support the principles of the bill.

17. The Hon. Speaker asked the Hon. Members to stick to the principles of the bill and to say whether they support the bill or not.

18. The Hon. Vincent BOULEKONE, Leader of the Opposition stated that the govern­ ment was in desperate need of funds to carry out the projects explained in the bill. He pointed out that there were other projects yet to come to upgrade the country's education system and the government had to take out more loans or request grants to carry out these projects. He urged the government to use the loan appropriately on the ten projects stated in the bill and hoped that out of Che 50 teachers to be trained for junior secondary schools, 25 would be french-speaking and 25 english-speaking. He read out the list of projects to be financed by the loan and agreed that they were essential needs for fjie country’s education system. *

19. The Hon. Minister lolu ABBIL supported Che principles of the bill and pointed out that his region had been pushing hard for a secondary school. He said the decision to build the 2 proposed dual-lingual secondary schools on Tanna and Malekula was based on population. He pointed out that at every end of year too many students from Tafea had to travel by boat to their home islands. He finally declared that Tanna itself had 43 primary schools showing clearly chat a secondary school was needed.

The Hon. George BAET questioned if the monitoring of parcels sent by air and <■ lost in the aircraft or airport could be improved.

The Hon. Minister Nipake NATAPEI replied that the question concerned private airlines. He pointed out that it was important to keep receipts of goods sent in order to be able to trace any lost parcel.

The Hon. Joseph JACOBE wondered if it would be possible for the Customs Office to send copies of the exchange rates by post to local businessmen.

The Hon. Minister Sela M0L1SA reacted by saying that it was possible but pointed out that there are too many businessmen and therefore it would cost * the government a lot of money to have the exchange rates printed daily « He urged each businessman to check the rate in the office every day.

The Hon. Robert KARIE asked if it would be possible for Local Government Councils , excluding those that had shares in Santo Stevedoring to acquire shares in Ifira Wharf and Stevedoring,

The Hon. Minister Nipake NATAPEI replied that the contract would soon expire and any Local Government Council wishing to buy shares in the company should approach the Central Government today with regard to how much they could offer for the shares. He said that this would mean the new shareholders would have to tender for the contract. He continued that it was the government decision to keep the contract open in order that they could obtain more tenders to choose from.

The Hon. Robert SARKI wanted to know what was causing the low production of copra.

The Hon. Minister Jack T. HOPA explained that the low production of copra was caused by the effects of cyclones. He said CD2 which was one of the main producing areas was affected by Cyclone Nigel in 1986, by Cyclone Uma in 1987 and by Cyclone Bola in 1988. 35. The Hon. Andrew WELWEL wanted to know why some local government councils were not issuing birth certificates when they were requested to do so.

36. The Hon. Minister Iolu ABBIL answered that the Government had decided to close the main office of the Civil Status because of lack of funds. He pointed out that 2 officers were still employed by the government and they 4. would be in charge of all registrations. He said these 2 officers would

be transferred to the Statistics Office and that the closing down of the t main office would affect the work carried out by sub-registrars in the islands.

37. The Hon. Jack IAUKO asked when the road from Black Beach to Launabil school waa to be extended. He said the road had been measured three times by the PWD and Survey teams and yet no answer had been given.

38. The Hon. Minister Jimmy Chilia METO replied that for a project to be carried out, estimates and measurements should first be submitted to the National Development Commission for them to study, approve and find the »■ necessary funds overseas.

The Hon. Daniel IAMIAHAM wondered whether the government was assisting the chiefs to play their roles. He gave an example of chiefs sending their people back to the island with the help of police.

The Hon. Minister Iolu ABblL replied that there were increasing social problems in both Luganville and Port-Vila. Chiefs had approached the police to help them deal with these problems but, because of the lack of legal back-up, the police were in a weak position to react, the Minister explained. He Baid that after consultation with the Malvatumauri Office and the Attorney General, his Ministry would submit a bill to Parliament. Concerning finance, he declared that officers working in the Malvatumauri office in Vila were paid by the government but chiefs in the islands were not paid any salary. The Hon. Leader of the Opposition, Vincent BOULEKONE stated Chat we have to recognise that the country lacks funds. Every Ni-Vanuatu should participate and contribute in solving the economic crisis, he demanded. He added that there were social as well as educational problems and Ni-Vanuatu were not encouraged to farm their land to a greater extent.

60. The Hon. Prime Minister, Fr. Walter H, LINI stressed chat people should think about what they are capable doing to improve the economic situation. He stated that since Independence rich and poor people continued to be rich and poor. He said the economic crisis was caused by the lack of finance but also by the inappropriate banking system. The budget and the banking system should be caretully studied . This would give Ni-Vanuatu the opportunity to obtain the necessary funds to develop their land. He believed that Vanuatu was very rich and fortunate in terms of its natural resources. He felt chat the current lack of funds would soon improve but stated clearly that rich people would continue co be foreigners since the laws enacted since independence provided protection for institutions managed by foreigners.

He pointed out that it would be better to develop their land by growing cocoa, coffee or rearing cattle etc., and exporting them to bring more money into the country.

66. The Hon. Kalkot MA'l'ASKELEKELE stated that after further explanation by the mover, he had a clearer idea of the motion. He explained that inflation is a conanon problem in countries like Vanuatu due to normal commercial reasons, eg. Freight + Customs duty + Business profit are added to a product’s original price which then results in a high cost for that particular product. He added that information could be obtained in publications from the Development Bank, Statistics Office, Central Bank and the Chamber of Commerce etc.. He stated that it was their duty to provide such information. He was unsure whether the government really intended to establish a Committee to provide information on the country’s economy.

67. The Hon. Minister Sethy REGENVANU stated that generally everyone in

Vanuatu was satisfied with his lot and added that there were no cases of r homeless. He felt that too much information on the country's economy would have a negative effect on people's attitude. e

68. The Hou. Minister Harold QUALAO staLed that economy was a very topical subject. He added that all the citizens of Vanuatu, living either in towns or in villages should ask themselves whether they are using their time profitably and contributing to the economy.

8. The Hon. Andrew WELWEL said he would support the bill after having heard the Minister of Education's statement, because it would allow the government to carry out its development projects, to promote bilingualism and also to train more secondary school teachers.

9. The Hon. Robert KARIE thanked the Hon. Minister of Education for his statement which had clarified a lot of confusion. He said he would support the bill.

10. The Hon. Minister Jack. T. HOPA supported the principle of the bill and said it would help prepare the qualified teachers required to upgrade the country's education system. He understood that children throughout the nation should have adequate education. He said the government was considering assisting people who were prepared to develop the land by building a school to provide higher education. He preferred to see more vocational and technical schools built to give more students better job opportunities. His hope was to see the curriculum Development Unit prepare students at primary and secondary schools for tertiary education.

11. The Hon. Minister Sela M0L1SA said the government was aware of the difficulty of repaying the loan. He explained that both developped and third world countries were suffering from heavy debts. He was pleased to see that the opposition party was supporting the bill but stressed that the point raised by the Opposition Leader that the government was financially bankrupt was incorrect. He explained that the government had the funds but which sector should get the funds and how much according to priorities was causing the delays and difficulties.

He said that Education would allow Ni-Vanuatu people to understand many aspects of society, both within nation and abroad. Secondly within the Public Service, some departments did not generate revenue and Education was one of them, but although money spent on Education appeared lost, it represents in fact, a long-term investment. In concluding, he said that the members should be careful in the way they managed their independence and thus their economy, especially agriculture, with a view to financing education. He said if they were not careful they would be governed by the IMF or the World Bank. He added that if they lost their economic independence, they would also lose their political independence.

15. The Hon. Roger Jerry BOE asked the Minister responsible if it was possible to outline the various elements of the loan.

16. The Hon. Prime Minister expressed satisfaction with the comments made by members on behalf of those they represented. He said that up to now debates on secondary education had never been conducted at both government and church levels. In fact, he said it was the first time in this country that the government had taken decisions on the fundamentals of education. He felt that all the remarks were useful but added that they were preoccupied with one aspect; the physical aspect. He said it appeared that the question was to find out how to obtain the necessary funds for the rest of the financing of constructions. He was pleased to see that the bill was not only concerned with the physical aspect of education buL also with syllabuses and the training of teachers. He stated that it was the first time that the government had decided to train both Primary and Secondary School teachers. He explained that currently, the 11 junior secondary schools did not have enough teachers and the government had to appeal overseas to fill these posts. He said that supporting this bill sh*owed a willingness to carry out the project on a long-term basis : a sufficient number of teachers for the future.

17. The Hon. Gaetano BULEWAK stated that he supported the bill and asked the government to specify the role played by the IMF and World Bank in this loan.

18. The Hon. Minister Sethy REGENVANU in reply to questions asked earlier by members, gave some statistics on Education. He stated that in 1988 the number of students registered in the primary schools was 24.521 * Year 1 ; 4.234 Year 3 ; 4.172 Year 5 : 3.606 Year 2 : 4.434 Year 4 ; 3.731 Year 6 : 4.344

Roger Jerry BOE's question on the details of the project, the Minister indicated that it consisted of 3 parts: I. - Capital Aid Fund which comprised construction, furnishing and equipping the two junior secondary schools (660 million vatu); the construction of 3 offices for regional school advisors (23 million vatu); furniture, equipment and vehicles for 5 regional school advisors (19 million vatu); a planning and operational section in the Ministry of Education (2 million vatu). A curriculum development unit as well as teaching materials (32 million vatu). This made a total of 739 million vatu.

2. - Technical assistance which covered education, planning and administration (72 million vatu); the construction of senior secondary schools (26 million vatu); this represented 98 million vatu.

24. The Hon. Vincent BOULEKONE said that he wanted to raise a point which worried him. He said he knew that the government had to invite tenders for the construction work and also for the provision of equipment. Nevertheless, he was afraid that construction companies had already been selected and that equipment would only come from abroad, leaving no opportunities for local companies and equipment available on the spot. He considered that the government ought to be able to select the construction companies as well as the equipment .

32. The Hon, Roger Jerry BOE expressed support for the bill and said it was normal for a general manager and Central Bank to be called governor and Reserve Bank in many parts of the world.

Jack Kalo NIAL expressed support for the principle of the bill and stressed that the Reserve Bank was an achievement for the government like the other two financial institutions namely Vanuatu Savings Bank and Vanuatu Development Bank. He asked whether the Reserve Bank could work as a Commercial Bank.

Minister Sela MOLISA explained that the name Reserve Bank would appear only on new notes and that concerning commercial institutions, the government was looking into plans to transform Vanuatu Savings Bank into a National Commercial Bank to deal with other matters now handled by other banks. He then outlined the main purposes of the Reserve Bank and stated that this Bank was the nerve centre for the country’s economy.

The Hon. Minister Sethy REGENVANU explained that in the past the government only allowed one year fees exemotion for disaster areas but that this year^ after a government review, other areas affected were also allowed 12 months exemption.

The Hon. Gaetano BULEWAK asked when the Wutjunmwel dispensary would get its supply of medecine.

The Hon. Minister Jimmy C. METO explained that the problem was that the nurse in charge had not made any request for medecine .

The Hon. Hilda LINI asked whether the Citizenship Commission would be functioning before the 10th Anniversary of Independence.

The Hon. Prime Minister, Er. Waiter H. LINI in reply said that the government had not yet apDointed Commissioners but affirmed that the Citizen­ ship Commission would resume its functions before the 10th Independence Anniversary. He added that the Commission had given citizenship to many applicants, some ot whom did not respect it, so citizenship should now be carefully restricted.

The Hon. Tele TAUN asked whether government scholarship bonds were binding on students only or also on the government?

The Hon. Prime Minister, Fr. Walter H. LINI explained that the government had to be careful in bonding students, otherwise, after completion of their studies, many students would be obliged to work in government.

The Hon. Daniel IAMIAHAM asked whether the currency notes carrying the name "Central Bank" would still be valid after the enforcement of the law.

The Hon. Minister Sela MOLISA, explained that the old notes were legal tender and would continue to be used.

The Hon. Minister Sela M0L1SA said the government was looking into the possibility of selling these houses but must consider their standard first, as the quality was questionable.

The Hon, Vincent BOULEKONE asked whether builders too would go to court if the houses were found to be of low quality.

The Hon. Minister Sela MOLISA explained that if necessary, the government would take the builders to court, but the problem was that when the proiect started, there was no technical advice. He indicated that an investigation on the houses was in progress.

The Hon. Jimmy NOANIKAM asked the cost of 100 metres of road construction by PWD.

The Hon. Minister Jimmy C. METO former Minister for Public Works, replied that it was the duty of the Public Works Department on Tanna to build roads on Tanna.

The Hon. Minister Jimmy C. METO, former Minister for Water Supply explained that the drilling teams were working according to a programme which had a three month period for each island. He said that after this period, the teams had Co move on.

The Hon. Basil TABI asked why Ministers did not accompany other members on visits to some industries in Port Vila.

The Hon. The Hon. Jack IAUKO asked if the Development Bank would encourage industries like those in Vila in rural areas.

The Hon. Minister Sela M0L1SA replied that the Development Bank would help set up any industry and that a special branch of the European Investment Bank on Agronomy existed which dealt with this area. He added that there were funds available.

The Hon. Minister Harold QUALAO affirmed that the Development Bank and Department of Industry were encouraging small industries, but they must be considered carefully before their establishment.

The Hon. Roger Jerry BOE asked the Minister for Transport about the steps to be taken concerning roads atASanvari.

The former Minister for Transport, the Hon. Minister Jimmy C. METO, explained that he had visited these roads and that he had given instructions to the Director to study the roads at Asanvari.

The Hon. Joseph JACOBE asked whether there was any plan to extend Vila Town.

The Hon. Minister Iolu ABB1L. explained that his Ministry and the Municipality had not yet considered this question but if it was necessary, arrangments would be made with the custom owners of urban land.
