PROJECT DESCRIPTION 1. The ADB funded Chhattisgarh State Road Sector Project entails the rehabilitation and improvement of the existing state roads of Chhattisgarh. The Chhattisgarh Public Works Department (CGPWD), Government of Chhattisgarh will be the Executing Agency (EA) for the project. The Project will rehabilitate and strengthen some selected existing State Highways roads to provide a dependable road transport network throughout the state. 2. This Resettlement Plan (RP) for Simga – Kurud subproject is prepared based on the detailed design report. The RP complies with the applicable State Government, Government of India and ADB policy and legal framework. This RP is considered as Category-A as far as Involuntary Resettlement (IR) is concerned. The total length of the project section is 121.74 km. However, the actual construction length of the project road is 109.985 km (excluding the Out of Scope sections). The Project area consists of two districts of Chattishgarh namely Raipur and Dhamtari. The proposed subproject can be viewed as boosting economic growth and poverty reduction which will bring substantial social and economic development in the region. The social benefits arising due to the subproject will be triggered off due to improved accessibility to various services such as easy access to markets, health facilities, schools, workplace etc which in turn increases the income of the locals, and ultimately elevating their standard of living. Adequate attention has been given during the feasibility and detailed project design phases of the project preparation to minimize the adverse impacts on land acquisition and resettlement impacts. B. SCOPE OF LAND ACQUISITION AND RESETTLEMENT 3. No land acquisition will be involved in the project because the available ROW is sufficient to accommodate the proposed widening/ two-laning of the road. The resettlement impact for this subproject is limited to the structures belong to non-titleholders (encroachers and squatters) living or earning their livelihoods within the existing ROW. In addition, there are some common properties resources (CPR) including religious structures and some government structures used for common purpose constructed within the existing ROW will be affected by the proposed road widening. A project census survey was carried out to identify the persons who would be displaced by the project and the summary findings are presented in the following Table E-1. ix Table E-1. SOCIOECONOMIC INFORMATION AND PROFILE 4. Some of the socio-economic information of DPs was collected through the census survey and its findings are presented in the following sections. The social stratification of the subproject area shows that the dominance of other backward caste (OBC) population with 96(61.94%) households. There are 761 displaced persons in total being affected by the subproject which includes 416 (54.66%) males and 345 (45.34%) females. The average household size is 5 and the sex ratio among DPs is 829. According to subproject census survey there are 116 vulnerable households affected by the subproject. The educational status of DPs reveals that overall scenario is not encouraging one as there are still 30.91% DPs are illiterate and females are lacking far behind the male members. As per census survey out of 761 DPs, only 282 (37.07%) DPs are employed in various commercial activities.

Ravishankar Shukla University, Raipur, Chhattisgarh, India Abstract: Road transport is quicker, convenient and more flexible. It is adoptable to individual requirements. Door to door collection and delivery is possible only in case of the roadways. Roads are a necessary compliment to other transport systems like Railways, water ways and air ways. Railway stations, ports and airports receive passengers through feeder roads. The density, connectivity and road network infrastructure are supreme factors to influence the socio-economic development of an area. Good road network infrastructure enable saving in the vehicle operation and maintenance costs, faster journeys, quick movement of perishable goods, reduced fuel consumptions and safer travel. In the case of Raipur’s Fringe, the extension of roads (NH, SH, district road, village road) has assisted developmental activities, helped to overcome the remoteness and isolation as well as socio-economic, cultural and political integration. The total length of roads in Raipur City including fringe area is 3501.44 km. The length of roads accounts for 1091.79 km in the City and 2409.65 km. in the fringe. In the fringe area, the average density of roads is about 2154.75 meters per square kilometers where road density differs from primary fringe to secondary fringe of Raipur City.

Ravishankar Shukla University, Raipur, Chhattisgarh, India Abstract: Rural-urban fringe is a complex zone on the periphery of a growing urban area. Rural urban fringe is the most dynamic area lying between the rural and urban area and its dynamic nature depends up on the (socio-economic) function and size of the city. The study has been made to delineate the rural urban fringe of Raipur City, the capital of Chhattisgarh, India. It also associated with zone wise characteristics of fringe of Raipur City. To delineate the rural urban fringe of Raipur City, a set of indices has been taken. On the basis of these indices, fringe of Raipur city has been divided into two major divisions as primary/inner fringe and secondary/outer fringe. The primary fringe of Raipur city consists of 29 villages and the secondary or outer fringe starts beyond the outer boundary of the primary fringe with 101 villages. The fringe of Raipur city has some common characteristic features, which is highly affected by push-pull factors of the city. The rural urban fringe and Raipur city is interrelated and interpleaded to each other for goods and services. The emergence of rural-urban fringe zone exhibits remarkable changes in land use i.e.

The most important aspect relating to sanitation is the access of people to modern toilet, i.e., water closet latrine. A water closet latrine goes a long way not only in keeping one’s house in hygienic condition but also helps in keeping a city’s environment clean. Open defecation, pit latrines and dry latrines create unhygienic conditions resulting in spread of various diseases. It is estimated that more than 2.5 billion people worldwide have no access to proper sanitation. Open defecation is still a common sight in many developing countries of the world. What is the scenario relating to availability of modern toilet facilities in India? How many households in the cities and towns have access to modern toilets? The present document has been brought out to answer these questions. The Census of India, 2001 provides data pertaining to distribution of households by type of latrine within the premises.

The HPEC was set up by the Ministry of Urban Development in May, 2008, and I was invited to be the Chairperson of the Committee. The Committee’s Terms of Reference are presented in Annexure I. The Report documents the nature of the urbanisation challenges facing India. Its central message is that urbanisation is not an option.
