Chinese Privatization: Between Plan and Market
CHINESE PRIVATIZATION: BETWEEN PLAN AND MARKET LAN CAO* I INTRODUCTION Since 1978, when China adopted its open-door policy and allowed its economy to be exposed to the international market, it has adhered to what Deng Xiaoping called "socialism with Chinese characteristics."1 As a result, it has produced an economy with one of the most rapid growth rates in the world by steadfastly embarking on a developmental strategy of gradual, market-oriented measures while simultaneously remaining nominally socialistic. As I discuss in this article, this strategy of reformthe mere adoption of a market economy while retaining a socialist ownership baseshould similarly be characterized as "privatization with Chinese characteristics,"2 even though it departs markedly from the more orthodox strategy most commonly associated with the term "privatization," at least as that term has been conventionally understood in the context of emerging market or transitional economies. The Russian experience of privatization, for example, represents the more dominant and more favored approach to privatizationcertainly from the point of view of the West and its advisersand is characterized by immediate privatization of the state sector, including the swift and unequivocal transfer of assets from the publicly owned state enterprises to private hands. Enslavement of different peoples was a centuries old custom authorized by the lawofnationsandfundamentaltotheeconomiesofempire.Manumission,thoughexceptional, helped to sustain slavery because it created an expectation of freedom, despite the fact that the freed received punitive consequences. In the sixteenth century, as European empires searched for cheaper and more abundant sources of labour with which to exploit their colonies, the Atlantic slave trade grew exponentially as slaves became equated with racialized subjects. This article presents the case of Haiti as an example of continued imperial practices sustained by racial capitalism and the law of nations. In 1789, half a million slaves overthrew their French masters from the colony of Saint Domingue. After decades of defeating recolonization efforts and the loss of almost half their population and resources, Haitian leaders believed their declared independence of 1804 was insufficient, so in 1825 they reluctantly accepted recognition by France while being forced to pay an onerous indemnity debt. Though Haiti was manumitted through the promise of a debt payment, at the same time the new state was re-enslaved as France’s commercial colony. The indemnity debt had consequences for Haiti well into the current century, as today Haiti is one of the poorest and most dependent nations in the world. -

This is a nod to the fact that environmental disasters are caused by the human ac- tions or inactions intersecting with the occurrence of a natural hazard, e.g. hurricane, fire, earthquake. This essay argues that the disaster literature can help us understand the causes and consequences of the COVID-19 pandemic but only if we consider the pandemic as a disaster and its profound impacts as outcomes of racial capitalism. Through intersectional systemic forms of oppression that both devalue Black, Indigenous and Latinx people and extract labor from them, racial capitalism has rendered these communities vulnerable. Formerly known as Herr Eugen Dühring's Revolution in Science, Engels’ Anti-Dühring is a popular and enduring work which, as Engels wrote to Marx, was an attempt “to produce an encyclopaedic survey of our conception of the philosophical, natural-science and historical problems.” Marx and Engels first became aware of Professor Dühring with his December 1867 review of Capital, published in Ergänzungsblätter. They exchanged a series of letters about him from January-March 1868. He was largely forgotten until the mid-1870s, at which time Dühring entered Germany's political foreground. German Social-Democrats were influenced by both his Kritische Geschichte der Nationalökonomie und des Sozialismus and Cursus der Philosophie als streng wissenschaftlicher Weltanschauung und Lebensgestaltung. Among his readers were included Johann Most, Friedrich Wilhelm Fritzsche, Eduard Bernstein – and even August Bebel for a brief period. In March 1874, the Social-Democratic Workers’ Party paper Volksstaat ran an anonymous article (actually penned by Bebel) favorably reviewing one of Dühring's books. On both February 1 and April 21, 1875, Liebknecht encouraged Engels to take Dühring head-on in the pages of the Volksstaat. In February 1876, Engels fired an opening salvo with his Volksstaat article “Prussian Vodka in the German Reichstag”. -

Marx and the Foundations of the Critical Theory of Morality and Ethics Ricardo Brown Epicurus Understanding the Question of Ethics in Marx 1. How are we to understand the ethical content of Marx's work? Is there a socialist ethic or an ethic of socialism? Of course, these are not new questions within the marxist tradition. One hundred years ago, debates over "ethical socialism" coincided with those over accumulation, imperialism, organization and party. Although the question of ethics has been raised most recently by neo-liberal and neo-authoritarian critics, the turn to the question of ethics has not occurred for intellectual reasons. It is occasioned by the passing of state capitalism in the USSR and by the simultaneous critique of the adaptation by the Left of the discursive categories of bourgeois science in the forms of scientific socialism and the science of historical materialism. However, to raise the question of ethics is one thing, but to uncover its location within critical theory is quite another. Broadly speaking, responses to the question of ethics have displayed two theoretical tendencies. In the first tendency, there is a moralization of Marx through the construction of the "young Marx." The fictitious commodity, a marketisation of a natural good, can apply beyond Polanyi’s original remit towards the new fictitious commodity of friendship within the era of Facebook. To explain this, the essay utilises Polanyi’s theoretical framework and applies it to modern understandings of Facebook’s operation as representative of the wider social media communications revolution. In placing this framework into a modern context, it can be seen that Polanyi’s historical, sociological and political considerations remain relevant to explaining current trends. It is shown how the fictitious commodity can be legitimately expanded; how the market operation of friendship creates this fictitious commodity and lastly how this is a relevant expansion to help understand specific tensions within the wider communications revolution. To consider this thesis, research was undertaken into critiques of Polanyi, modern expansions of his work and understanding how friendship can be defined and operate within the context of Facebook. -

Marxism and the Solidarity Economy: Toward a New Theory of Revolution Abstract In the twenty-first century, it is time that Marxists updated the conception of socialist revolution they have inherited from Marx, Engels, and Lenin. Slogans about the “dictatorship of the proletariat” “smashing the capitalist state” and carrying out a social revolution from the commanding heights of a reconstituted state are completely obsolete. In this article I propose a reconceptualization that accomplishes several purposes: first, it explains the logical and empirical problems with Marx’s classical theory of revolution; second, it revises the classical theory to make it, for the first time, logically consistent with the premises of historical materialism; third, it provides a (Marxist) theoretical grounding for activism in the solidarity economy, and thus partially reconciles Marxism with anarchism; fourth, it accounts for the long-term failure of all attempts at socialist revolution so far.
