ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1) (LOCK’S LANE, ROAD AND ROAD) (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2019

1. The Council hereby give notice that to facilitate a programme of carriageway resurfacing to be undertaken in Lock’s Lane, London Road and Streatham Road, they have made an Order, the effect of which will be to temporarily restrict vehicular traffic in those roads and in Eveline Road, Graham Avenue, Graham Road and Lavender Avenue.

2. During the works, no person will cause or permit any vehicle to:- (a) enter, proceed in, or wait in any of the roads or lengths of roads specified in column 1 of Schedule 1 to this Notice; (b) turn left into Graham Road from Streatham Road during Phases 1 or 3 of the works; (c) turn right into Graham Road from Streatham Road during Phases 1 or 3 of the works; (d) turn left in Lock’s Lane from Streatham Road during Phases 1 or 2 of the works; (e) turn right into Lock’s Lane from London Road during Phases 1 or 2 of the works; (f) access Eveline Road or Lavender Avenue from London Road or vice –versa during Phase 4 of the works; (g) access Graham Road or Graham Avenue from Streatham Road or vice-versa during Phases 1A or 3A of the works; (h) access Lavender Avenue from London Road or vice-versa during Phase 3 of the works.

3. During Phase 4 of the works:- (a) the one-way working in Eveline Road will be suspended and two-way working will be permitted, no access from London Road; (b) waiting and parking will be prohibited in the lengths of Eveline Road specified in Schedule 2 to this notice.

4. Any designated parking place situated in any of the roads or lengths of roads specified in column 1 of Schedule 1 to this Notice will be suspended for the duration of the works in those roads or lengths of roads.

5. Alternative routes for diverted traffic will be indicated by advance warning and diversion signs on the roads affected when the works are in progress but will likely be those diversion routes specified in column 2 of Schedule 1 to this Notice.

6. The restrictions will apply only during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

7. Any vehicle that is in contravention of any waiting restrictions imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

8. Nothing in the Order will apply to: - (a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle; or (b) anything done with the permission or at the direction of a police officer in uniform or police community support officer in uniform; or (c) emergency service vehicles, subject to site conditions at the time of any emergency.

9. Nothing in sub-paragraph 2(a) above will apply to any person requiring vehicular access to properties adjacent to the prohibited roads or lengths of roads insofar as access is reasonably practicable without interference with the said works.

10. The Order will come into force on Monday 2nd December 2019 and the anticipated works dates and times are specified in Schedule 1 to this Notice. However, the Order will remain in operation for a maximum period of 18 months and its provisions will be re-introduced during those 18 months should further works be required.
