Had Conducted a Study “Flood Damage Mitigation Measures
Report on the outcome of the Workshop Held on 14th June, 2016 To discuss on the findings of the study titled ‘Flood Damage Mitigation Measure for Barak Valley In South Assam including effects of Climate Change’ 1. Introduction: Assam State Disaster Management Authority (ASDMA) had conducted a study “Flood Damage Mitigation Measures for Barak Valley in South Assam, including Effects of Climate Change” in collaboration with National Institute of Technology, Silchar. Moreover NIT, Silchar had partnered with IIT, Guwahati for undertaking the climate change componentfor the project. The final report of the study was submitted in the year 2014. The report comprised of study findings along with suggestions, short and long term for flood mitigation measures in Barak Valley. To take forward the study findings, the executive summery along with short and long term solutions were submitted to the concerned Departments viz. Water Resources Department, Soil Conservation Deptt, Agriculture Department, Department of Environment, Forest & Climate Change and Inland Water Transport Department for taking necessary action. To review and understand the actions taken by concerned department in this regard, ASDMA organized a half-day workshop on 14th June, 2016 at ASDMA Conference Hall where the finding of the study were presented by Prof P.S. Choudhry, Civil Engineering Department, NIT, Silchar and also discussed suggestions regarding the implementation of the same.ASDMA also presented regarding the short & long-term goals and highlighted department-wise modalities in its implementation. The workshop was attended by 34 officials from various concerned departments and participated in the group discussion held to take stock of the actions taken and explore the strategy for future planning that would be helpful towards mitigation of flood in Barak valley. -

The Flood Situation of Assam – A Case Study Mukul Chandra Bora Lecturer (Sélection Grade) in Civil Engineering Dibrugarh Polytechnic, Lahowal: Pin: 786010 Assam, India Abstract The problem caused by water may broadly be catagorised into two major groups’ viz. shortage of water and surplus of water. Shortage of water causes drought and surplus water causes flood. The water is the vital ingredients for the survival of human being but sometimes it may cause woe to the human life not due to insufficient water but due to abundant water which in turn causes the natural disaster called as flood. Assam is situated at the easternmost part of India. Geographically it is at the foothills of the Himalaya. Every year Assam experiences a huge amount of losses due to devastating flood caused by the river Brahmaputra. The losses are more in few places like (Majuli, the biggest river Island), Dhemaji, North Lakhimpur, Dhakuakhana and few places of Barak valley in Assam. The problem of flood is very old in Assam and the solution is very much difficult due to complex and devastating nature of the River Brahmaputra. Both short term and long term measures are sometimes failed to mitigate the losses caused by flood. -

Sci.: 7(3), 2009, 1821-1830 SEASONAL VARIATION OF DRINKING WATER QUALITY WITH RESPECT TO FLUORIDE AND NITRATE IN DHAKUAKHANA SUB-DIVISION OF LAKHIMPUR DISTRICT OF ASSAM JAYANTA CHUTIA ∗∗∗ and SIBA PRASAD SARMA a Department of Chemistry, Brahmaputra Valley Academy, Khelmati, NORTH LAKHIMPUR - 787 031 (Assam) INDIA aDepartment of Chemistry, Lakhimpur Girls’ College, NORTH LAKHIMPUR - 787 031 (Assam) INDIA ABSTRACT The present investigation has been undertaken to determine the seasonal variation of the quality of drinking water of the study area Thirty water samples were analysed during May-June 2008 for pH , total hardness, fluoride and nitrate contents by adopting standard methods (APHA-AWWA-WPCF , 1995) and another thirty water samples were analysed during Nov-Dec. 2008 for the same contents. The data obtained were within the standard, permissible limits of WHO. The variations of the pH values were not vary large but an increase was noticeable during winter and a lowering during the post monsoon period. All the water samples were found either soft or moderately hard. The total hardness values were comparatively higher in the water samples collected during the dry season. Fluoride and nitrate contents were found slightly higher during post-monsoon period. Comprising over 71% earth’s surface, water is unquestionably the most precious natural resource that exists on our planet 1. Although water is very abundant on this earth, yet it is very precious. Out of the total water reserves of the world, about 97% is salty water (Marine) and only 3% is freshwater. -

Their basins are home to unbelievable ecological and cultural diversity. ‘Siang’ is the most important river in Arunachal Pradesh which form the main trunk of mighty Brahmaputra. The present scenario of hydropower developmental activities and issues related to anti-dam movements certainly demands to know the geo-ecological profile of Siang River Basin; its fragile eco-system; people’s dependence, their traditional attachment to Siang and their perception on dam and an overall environmental assessment. The need of the hour is to look into the issues related to hydropower projects in a holistic manner. Our approach of development must be geo-ecological and people-centric and in tune with the best accepted model of development, i.e. sustainable development of the region in question. Therefore, it was very important to undertake a detail study on the species from the conservation point of view in the entire river system within Assam, based on which site and factor specific conservation actions would be worthwhile. However, getting the sponsorship to conduct this task in a huge geographical area of about 56,000 sq. km. itself was a great problem. The support from the BP Conservation Programme (BPCP) and the Rufford Small Grant for Nature Conservation (RSG) made it possible for me. WHO Country Office in India SITUATION REPORT—ASSAM FLOODS, NORTH INDIA NAME OF THE DISASTER: FLOODS DATE: 12.07.04 The state of Assam is experiencing its first phase of floods due to the incessant rains since the last week of June over Assam and the neighboring country Bhutan and states of Arunachal Pradesh, Meghalaya, & Nagaland. From a total of 28 districts, so far 23 districts have been affected. The districts are Tinsukia, Dibrugarh, Shivsagar, Jorhat, Golaghat, Nagoan, Morigaon, Kamrup, Kamrup Metro, Darrang, Sonitpur, Dhemaji, Lakhimpur, Nalbari, Berpetta, Bongaigaon, Kokrajhar, Goalpara, Dhubri, Chirang, Karbi Anglong, Karimganj and Hailakhandi. Kamrup, Nalbari, Darrang, Sonitpur, Dhemaji and Lakhimpur are the most affected districts. This flood has caused widespread damage to human life and property, standing crops, flood control embankments and basic infrastructure. CURRENT SITUATION: • A vast area of human habitation is under water in the affected districts and people have taken shelter on the embankments. • 2,794 villages have so far been affected by the first phase of floods this year, affecting a population of 2 million (5 lakhs) approximately. • Damage to homes is significant, with approximately 14,320 houses washed away and 25,000 houses partially damaged. • The official estimate of loss of human lives is 13 to date. • The total crop area affected is estimated to be 4 lakh hectares. • Altogether, 58 breaches of embankment have taken place since April 2004, of which 24 major breaches have taken place during the month of July 2004. There is a threat of a few more fresh breaches on the embankment of the Brahmaputra river and its tributaries as the water level continues to rise.
