Members Present : As per Annexure – ‘A’ Minutes :- The meeting was chaired by Md. Hassan Ali, ACS, Addl. Deputy Commissioner, Karbi Anglong, Diphu. At the very outset the Addl. Deputy Commissioner welcomed all members present and requested them to extend their all possible help and co-operation for peaceful celebration of the ensuing Christmas Festival-2012 and Magh Bihu festival in Diphu Sub-Division. Initiating the discussion, Md. Hassan Ali, ACS, Addl. Deputy Commissioner, Karbi Anglong apprised the members regarding the context of the message received from the Commissioner of Hills & Barak Valley Divn., Assam, Dispur in respect of Law & Order situation during the Christmas/Bihu festivals and for the purpose he requested all section of people to maintain peace and communal harmony among the society at the time of celebration of important festivals like Christmas/ Bihu etc. Md. Hassan Ali, ACS, Addl. Deputy Commissioner, Diphu requested Dr. Sidique Ali Ahmed, APS, Addl. Superintendent of Police (B), Karbi Anglong, Diphu to explain in detail the precautionary measures/actions to be taken for celebration of the festivals peacefully and maintaining of law & order during the festivals period. Accordingly Dr. Sidique Ali Ahmed, APS Addl. Superintendent of Police, Karbi Anglong elaborated the details for maintaining peace and communal harmony among the society at the time of celebration of Christmas, Bihu festivals etc. The meeting ended with vote of thanks from the chair. Minutes of the meeting held on 29/8/2012 at 2.00 P.M. at the Conference Hall of Circuit House, Diphu in connection with District Level National Solidarity and Integrity Committee. ---------------------------------------------------------------------------------------------------------- Members Present :- As per Annexure-“A” The meeting was chaired by Dr. M. Ariz Ahammed, IAS, Commissioner of Hills and B.V. Division, Assam, Dispur. At the very outset the Deputy Commissioner welcomed all members present and requested the members to extend all possible help and co-operation for maintaining peace, solidarity and harmony among the people of Karbi Anglong district. After self introduction by all the members, the meeting was initiated by reciting the Preamble of the Constitution of India and Article-51A (Fundamental Duties of Citizens of India) by Md. Hassan Ali, ACS, Addl. Deputy Commissioner & Member Secretary of the Committee. He also appraised the house regarding the objectives, mandate and responsibilities of the Dist. Level National Solidarity and Integration Committee in maintaining public peace and tranquility and also harmony among all section of Citizens in the society. The Commissioner, Dr. M. Ariz Ahammed, IAS stated considerably in his long speech that it is the responsibility of every Indian citizen to uphold the constitution and the Fundamental Rights and all should work towards creating feeling of Solidarity encompassing all citizens living in villages and towns. It is priority concern of all to maintain solidarity and peace. Any problems that arise should be solved in a democratic way as we are in a democratic nation. All citizens need to be in alertness so that they can verify the source of any rumors and prevent the same from spreading to elsewhere to maintain peace and harmony in any localities. All citizens should extend help to the District Administration to curb any unwanted situation which may disrupt peace at any point of time. No one should take law into their own hands but every citizen should act as per law of the land and discharge fundamental duties assigned by the Constitution of India. All citizens should live in unity in our diversity. Lastly he sought co-operation from all to keep the district peaceful so that bad elements do not disrupt the solidarity & peace of the district. The Superintendent of Polices, Diphu and Hamren who were present in the meeting also sought co-operation from all in the district so that volatile situations as in the past are not created again. Among the members present in the meeting - (1) Sri Rupsing Teron, Hon’ble Chairman, KAAC in his address shared the difficulties that the State is going through in critical stages due to ethnic clashes in some parts of the State and opined that such type of incidents should never be allowed to happen in Karbi Anglong district and everybody should work together for maintaining peace and harmony. (2) Sri Rupan Sing Ronghang, Ex-Minister, Assam in his address gives suggestion to include the members from different Communities/Student Organisation/NGOs/Local Social bodies etc. in the committee for its effective and smooth functioning for the purpose. - 1 - Also other members namely – (3) Sri Dilip Das, Gen. Hemanjali Handique, Chief Co-ordinator, Natures Beckon, Diphu Anchalik shared their concerns in the context of prevailing scenario of the State and opined that preventive measures be taken for maintaining peace and harmony of the district and in the State as well. After thread bare discussions the following points were noted to create awareness among the people:- a) There should be an Art competition among the school / college students’ alongwith rally and wall painting etc. b) To avoid false provocative SMS that is spreading through network. c) The committee should include the members from different communities/ student organizations / NGO’s and local social bodies etc. d) A review meeting of the committee shall be held periodically. e) To initiate formation of Peace Committee at Block/ Circle/ Village level alongwith awareness programme to maintain peace and harmony among the general public. f) For misconduct by any individual anywhere which may lead to disturb the communal harmony, member of the committee is to bring it to the notice of the District Administration forthwith. The Chairman apprised the House that the Review meeting will be held once in 2(two) months interval and a special meeting may be held before the celebration of Major Festivals as and when necessary by the District Administration.
