Mayor to proclaim the following: DR. MARTIN LUTHER KING, JR. DAY January 15, 2018 RUTH BOOKER DAY January 16, 2018 FOOD LION 60TH ANNIVERSARY January 16, 2018 CATHOLIC SCHOOLS WEEK January 29 – February 3, 2018 6. Council to consider the CONSENT AGENDA: (a) Approve a request from AT&T to place a handhole and 225 feet of innerduct in the public right-of-way adjacent to Institute Street in accordance with Section 11-24.(27) of the City Code. (b) Appoint Ms. Raemi Evans and Ms. Barbara Perry to the Dixonville-Lincoln Memorial Project Task Force. 7. Council to consider authorizing the issuance of the following officers their sidearms and badges in recognition of their retirement from the Salisbury Police Department: Captain Sheila Lingle Lieutenant Jeffrey Wilkerson Officer Annice Chunn Officer Bradford Jordan 8. Council to receive an update on Rules of Procedure for Council Meetings. 9. Council to receive a presentation from the Community Appearance Commission and the Housing Advocacy Commission regarding the 2017 BlockWork neighborhood improvement project. 10. Council to receive an update regarding the Empire Hotel project. 11. Council to receive an update from the Police Chief. COUNCIL MEETING AGENDA – PAGE 2 – JANUARY 16, 2018 12. Council to receive a request to name Fire Station 6 as the Justin Monroe and Vic Isler Salisbury Fire Station and consider establishing a thirty-day period for public input. 13. Council to consider establishing a committee to review the election process for City Council. 14. Council to consider reestablishing the Special Event Committee and consider its scope of work in regards to Special Event Permits and free speech. 15. Council to discuss details for its annual retreat. 16. Council to consider appointing a liaison to the the Project Safe Neighborhoods Executive Board. 17. Council to consider making appointments to various boards and commissions. 18. Council to receive public comment. Public comment will be opened at approximately 6:00 p.m. or at the end of the meeting, whichever comes first. Speakers must sign in prior to the public comment session. 19. City Manager’s Comments. (a) Update regarding asbestos cement pipes and the quality of drinking water. (b) Other comments. 20. Announcements. (a) Parks and Recreation will host the 22nd Annual Father/Daughter Dance for girls ages 4 to 13 and their fathers on Saturday, February 3, 2018 from 6:00 p.m. until 9:00 p.m. at the Civic Center. There will be entertainment, dancing, snacks, games and door prizes. Tickets are limited and must be purchased in advance. You can Count on Food Lion Every day;” and WHEREAS, Food Lion was founded in Salisbury in 1957, as a one-store operation named Food Town, by Ralph W. Ketner, Brown Ketner and Wilson Smith; and WHEREAS, Ralph Ketner led the cost-cutting theory known as Lowest Food Prices in North Carolina (LFPINC) that was implemented in 1968 and would launch the small-town business into a regional and national grocery competitor that revolutionized the supermarket industry; and WHEREAS, Food Lion is an outstanding corporate citizen and community supporter and has become an indelible part of our community’s fabric; and WHEREAS, Food Lion is uniquely Salisbury and it serves as an ambassador for our community through its expansion along the east coast into 10 states with more than 1,000 stores that employ 63,000 associates and serve 9 million customers every week; and WHEREAS, Food Lion has been a strong partner in the Salisbury community by contributing to Rowan-Salisbury Schools, the Children’s Miracle Network, America’s Second Harvest Food Banks, Easter Seals, the United Way, and the American Red Cross. NOW, THEREFORE, in recognition of its contributions made to our community, I, Al Heggins, Mayor of the City of Salisbury, North Carolina DO HEREBY PROCLAIM January 16, 2018 as THE 60TH ANNIVERSARY OF FOOD LION in Salisbury, and in great recognition and gratitude for the investment in our community and the continued support to improve the quality of life. The the 16th day of January 2018. _________________________________ Al Heggins, Mayor City of Salisbury North Carolina PROCLAMATION WHEREAS, Dr. Martin Luther King Jr. devoted his life to advancing equality, social justice, and opportunity for all and challenged all Americans to take part in the never-ending work of building a more perfect union; and WHEREAS, Dr. King’s techniques can continue to guide and inspire those in addressing challenges in communities; and WHEREAS, the King Holiday and Service Act, enacted in 1994, designated this day as a national day of volunteer service as millions of Americans have been inspired by the life and work of Dr. Martin Luther King Jr. to serve their neighbors; and WHEREAS, serving on this holiday is a way to honor Dr. King to meet local and national needs and bring our citizens together to strengthen communities; and WHEREAS, Dr. Martin Luther King Jr. Day is an American federal holiday commemorated as a national day of service, as it offers an opportunity for Americans to give back to their communities and make an ongoing commitment to service throughout the year. NOW, THEREFORE, I, Al Heggins, Mayor of the City of Salisbury, North Carolina, DO HEREBY PROCLAIM January 15, 2018 as DR. MARTIN LUTHER KING, JR. DAY in Salisbury, and call upon the citizens to honor the life and works of Dr. Martin Luther King Jr. and contribute to making our communities better for all its citizens. This the 15th day of January 2018. Al Heggins, Mayor City of Salisbury North Carolina PROCLAMATION WHEREAS, the Catholic school of Salisbury, and indeed the Catholic schools of the entire Nation, have provided outstanding education to their students, thus contributing to the welfare of the entire state; and WHEREAS, Catholic schools produce students strongly dedicated to their faith, values, families, and communities by providing an intellectually stimulating environment rich in spiritual, character, and moral development; and WHEREAS, Catholic schools teach a diverse group of students; and WHEREAS, Catholic schools have trained many of the fine leaders in North Carolina of both the Catholic Church and the State; and WHEREAS, by their very existence the Catholic schools have kept alive the principal of Freedom of Choice in education. Now, Therefore, I, Al Heggins, Mayor of the City of Salisbury, North Carolina DO HEREBY PROCLAIM January 28, 2018 through February 3, 2018 as CATHOLIC SCHOOLS WEEK in Salisbury, and urge all citizens to discover for themselves the outstanding achievements of the Catholic School System in Salisbury and join the activities taking place throughout the City in observance of this occasion. I also take this time to congratulate Catholic school students, parents, and teachers across Salisbury for their ongoing contributions to education and for the key role they play in promoting and ensuring a brighter, stronger future for our City. This the 16th day of January 2018. ___________________________________ Al Heggins, Mayor Salisbury City Council Consent Agenda Regular Agenda Manager’s Comments Announcement Meeting Date: January 16, 2018 Submitting Dept: Community Planning Services Title of Item: Council to consider appointing new members to the Dixonville-Lincoln Memorial Project Task Force. Explanation: In June of 2010, the City Council of the City of Salsibury, out of its desire to carry out the vision of the Dixonville Cemetery Committee, appointed a Task Force to guide the planning, fundraising, and installation of a memorial to honor individuals interred at Dixonville Cemetery and to develop a phased plan for future site enhancements. The Dixonville-Lincoln Memorial Project Task Force has been making great stride in its efforts, with plans for the memorial construction to begin this Spring. Since that time, several of the Task Force members have passed away and a few have not been able to attend the meetings for some time. The Task Force would like to recommend the City Council to appoint the addition of two new members to the Task Force. Fiscal Note: n/a Recommended Action: (Please note if item includes an ordinance, resolution or petition) Council to appoint: Ms. Raemi Evans and Ms. Barbara Perry to the Dixonville-Lincoln Memorial Project Task Force. Contact: Alyssa Nelson 704.638.5235 If this item exceeds $100,000 or is related to grant funds you must use Form B (Financial Signatures) Salisbury City Council Consent Agenda Regular Agenda Manager’s Comments Announcement Meeting Date: January 16, 2018 Submitting Dept: Police Title of Item: Council to bestow Captain Shiela Lingle, Lieutenant Jeffrey Wilkerson, Officer Bradford Jordan, and Officer Annice Chunn their sidearms and badges as a recognition of their retirement from the SPD. Explanation: Officers retiring from service from the SPD are gifted their sidearm and badge for the nominal fee of $1.00 per NCGS 20-187.2. Fiscal Note: N/A Recommended Action: (Please note if item includes an ordinance, resolution or petition) In recognition of her service, Council will gift Captain Shiela Lingle, Lieutenant Jeffrey Wilkerson, Officer Bradford Jordan, and Officer Chunn their sidearm and badge.
