Following an investigation by the Ombudsman, I have reconsidered our original decision. Please find enclosed copies of the agendas for the Cabinet meetings from the first 100 Days of the current Government, with some information withheld under section 9(2)(f)(ii) of the Act.     Czech Republic Parliamentary Delegation visit Wellington November 2019 Report on Czech Republic Parliamentary Delegation visit 19-21 November 2019 Background The visit by the Czech Republic’s Deputy Speaker and Foreign Affairs Committee was to enable the delegation to meet with New Zealand parliamentarians and the Ministry of Foreign Affairs and Trade to discuss a range of topics including migration and trade. It was also to give the delegation a deeper context into New Zealand in advance of the European Union – New Zealand Free Trade Agreement while discussing further cooperation and growth in bilateral relations. Meetings within Parliament The New Zealand Speaker, Rt Hon Trevor Mallard, hosted a dinner and held an official meeting with the Czech delegation. The dinner was also attended by New Zealand members of Parliament: - Simon O’Connor, Chairperson Foreign Affairs and Defence and Trade Committee; - - Kieran McAnulty, member Business and Primary Production select committees, Junior Whip, Labour Party; - Willow-Jean Prime, Parliamentary Private Secretary for local government and member of the Governance and Administration select committee; and - Dr Duncan Webb, Chairperson, Environment select committee and member Finance and Expenditure, and Regulations Review, select committees. This enabled the delegation to have wide discussions of interest on parliamentary process and bilateral matters. The delegation had a luncheon with New Zealand members of Parliament which was hosted by Co-Chair of the New Zealand-Europe Parliamentary Friendship group Marja Lubeck MP.     Rt Hon Trevor Mallard Speaker House of Representatives Mr Speaker, Privilege complaint RE: Electoral (Integrity) Amendment Bill and NZ First MPs’ $300,000 Resignation Obligation Contract Liability. I wish to raise, under Standing Order 402, a matter of privilege in respect of a contempt under Standing Order 410 (f), in which Members of Parliament have failed to declare a financial interest they have in the Electoral (Integrity) Amendment Bill. This privilege issue is in respect of Rt Hon Winston Peters, Hon Tracey Martin, Hon Ron Mark, Hon Shane Jones, Darroch Ball, Jenny Marcroft, Clayton Mitchell, Mark Patterson and Fletcher Tabuteau. The summary of the privilege issue is that these nine Members of Parliament have a personal financial interest in the Electoral (Integrity) Amendment Bill in that they have entered into a resignation obligation contract with a personal liability of $300,000 dollars as required under the New Zealand First Party Constitution section 57 (h). This $300,000 liability is nullified under NZ First’s constitution in the event of legislation such as the Electoral (Integrity) Amendment Bill being passed. The first test is whether these nine MPs have a financial interest under Standing Order 164. A financial interest is a direct financial interest that might accrue to a member personally as a result of the House’s consideration of a particular item of business. The specific contract affecting each member for the sum of $300,000 is clearly a financial interest, and the fact that this liability is nullified by the passage of the Electoral (Integrity) Amendment Bill means they have a financial interest in terms of Standing Order 164.
