SPECIAL REPORT Ocean horizons Strengthening maritime security in Indo-Pacific island states Anthony Bergin, David Brewster and Aakriti Bachhawat December 2019 About the authors Anthony Bergin is a senior fellow at ASPI, where he was previously research director and deputy director. He was an academic at the Royal Australian Naval College and for 20 years was on the academic staff at the Australian Defence Force Academy, where he taught maritime affairs and homeland security. From 1991 to 2003, he was the director of the Australian Defence Studies Centre. He served for four years as an adjunct reader in law at the Australian National University (ANU) and for two years as a senior research fellow at the National Security College. Anthony has been a consultant to a wide range of public and private sector clients and has written extensively on Pacific security issues in academic journals, books and reports. He is a regular media commentator and contributes to ASPI’s analysis and commentary site, The Strategist. David Brewster is a senior research fellow with the National Security College, ANU, where he works on Indian Ocean and Indo-Pacific maritime security. His current research focuses on island states, environmental security and China’s military presence in the Indian Ocean. David’s books include India as an Asia Pacific power and India’s ocean: the story of India’s bid for regional leadership. His latest edited book is India and China at sea: competition for naval dominance in the Indian Ocean, which examines maritime security interactions between those countries. David is the author of a recent report for the French Institute of International Relations, Between giants: the Sino-Indian cold war in the Indian Ocean. -

However, the government has been slow to implement transitional justice mechanisms needed to address the aftermath of a 26-year civil war between government forces and Tamil rebels, which ended in 2009. Monitors from the Commonwealth Observer Group noted government abuses of administrative resources, as well as preelection violence that mainly affected Sirisena supporters, but deemed the election generally credible. -

Sri Lanka Elections: Stronger Powers, at What Cost? By Roshni Kapur SYNOPSIS The overwhelming victory of the incumbent government of President Gotabaya Rajapaksa at the recent elections will strengthen its position. Returning to a path of centralisation of powers, however, could limit its opportunity to get re-elected in five years’ time. COMMENTARY THE GOVERNMENT of President Gotabaya Rajapaksa has won a ‘super-majority’ at the recent parliamentary elections securing 59% of the votes. The main opposition, Samagi Jana Balawegaya (SJB) led by Sajith Premadasa, received around 23% of the votes. While the government was expected to do well, its massive victory is unprecedented. Gotabaya’s party, the Sri Lanka Podujana Party (SLPP), secured 145 seats, just five short of a two-thirds majority. It will require simply five more seats from the minor parties to make policy changes without much difficulty. Riding on the Pandemic The elections were held during the government’s honeymoon period and its popularity was at an all-time high. The SLPP’s campaign messaging resonated with many voters. -
China's Diplomacy: Growing Empire Or Geopolitical Limbo?
MAY ISSUE 2020 Puradsi Media. Phoenix - the Next Generation China’s diplomacy: growing empire or geopolitical limbo? SENCHUDAR The rise of the Chinese empire has caused a significant shift in geopolitical stratagems where US-India relations have been fused to counter the political giant’s impending domination. Whilst China has sustainably expanded its economic footing within the global market, the power’s tactics to ascend the geopolitical ladder have adapted a wide expanse of alternatives. Two of such techniques in China’s diplomatic pursuits include their debt and petroleum diplomacy. With China’s “debt trap” viewed as a significant pressure point upon many key developing and highly influential countries, it is crucial to assess the state of the hegemon’s efficiency in countering a geopolitical stalemate – especially concerning foreign competition to establish a footing in Sri Lanka. China’s relations with the Rajapaksa family have proven to reflect the empire’s tactic of dependence through diplomacy to exert their geopolitical influence. The return of the nepotistic Rajapaksa regime combined with the effect of the COVID-19 outbreak have assisted in exposing a tendency for China’s empire to slide into a geopolitical stalemate within the region thus raising questions regarding how this would impact Tamil sovereignty. China and the Rajapaksas China’s top-down approach has enabled the power to exert a steady presence within the geopolitical domain. Furthermore, DeVotta accounts for the Mahindha regime’s approach to increase relations with China as a counter to India and the West. This allowed China to enter the region with a “preference multiplier” strategy. -

Within two years a second party – the Communist Party of the Philippines (cpp) – had been founded. In this work I argue that it was the political program of Stalinism, embodied in both parties through three basic principles – socialism in one country, the two-stage theory of revolution, and the bloc of four classes – that determined the fate of political struggles in the Philippines in the late 1960s and early 1970s and facilitated Marcos’ declaration of Martial Law in September 1972. I argue that the split in the Communist Party of the Philippines was the direct expression of the Sino-Soviet split in global Stalinism. The impact of this geopolitical split arrived late in the Philippines because it was initially refracted through Jakarta. -

The armed struggle and the consequences of war have encouraged the state and society to address the group rights of ethnic minorities and move forward towards state reconstitution. The Tamil minority and international community expect that the Government of Sri Lanka (GOSL) must introduce inclusive policies as a solution to the ethnic conflict. They believe the state should take measures to avoid another major contestation through the lessons learned from the civil war. The study is a qualitative analysis based on text analysis. In this backdrop, this paper examines the attempts made for the inclusion of minorities into the state system in post-civil war Sri Lanka, which would contribute to finding a resolution to the ethnic conflict. -
