Minutes of the FULL PARISH COUNCIL MEETING of Sixpenny Handley & Parish Council Held 25th January 2018 7:30pm at the Parish Office, Sixpenny Handley.

A large representation by members of public concerned with the proposed change of use planning application for The Roebuck Inn 3/17/3617 FUL and the loss of a community asset in a prominent position in the village.

The Chairman took the opportunity, whilst so many residents present, to discuss the idea of preparing a Neighbourhood Plan. A plan would influence decisions by East Council on matters such as housing, drainage management, loss of community assets and how the provision of services (halls, buses, church, pubs etc) fit in to the future vision of the community. District Councillor Simon Tong added that information about Neighbourhood Plans is available on line and recommended the community considers a structured plan.

The Community Land Trust provided an update on the current scheme to provide affordable housing in Common Road. Currently preparing for outline planning permission with a Public Community Meeting to be held March/April to present the proposals with a view to construction beginning early 2019. One of the issues to be addressed is provision of parking for the school. Unfortunately funding does not stretch for additional parking to be incorporated into the development. The school is aware and alternative arrangements are being considered with the Parish Council to provide a link footpath (with lighting) from the Village Hall Car Park to the rear of the school. An extension of the 20mph limit along Common Road is also being discussed with .

With regard to the possible loss of The Roebuck Inn, the Community Land Trust as a legal entity has the power to establish a structure to rescue a community asset. Simon Parker, Chairman of the CLT suggested setting up a meeting to look at the viability of this proposal. Members of public had an opportunity to discuss their concerns for the loss of The Roebuck Inn.

A resident expressed concern with speeding traffic along the High Street and requested a prominent, permanent illuminated sign to encourage drivers to slow down. The Parish Council is in the process of finding a site for a Speed Indicator Device with the approval of Dorset County Council for the High Street.

Resident suggested a mini roundabout would be effective at slowing traffic at Handley Cross. This has been discussed with Dorset County Council previously but proved to be too expensive to implement.

A resident reported the Royal Mail post box is missing in Common Lane. Another resident advised that Royal Mail are not intending to replace it.

A resident felt that this had been a good public open session interlinking community issues, however felt a Neighbourhood Plan would be a very demanding and expensive process and that the Parish Council might consider instead to update the Parish Plan which would provide more focus and less work.

Common Road – report of ponding due to surface water; gullies and grips not working well. Concern how this might be effected by the housing development in an area recognised by the Environment Agency for flooding.

305 Planning Application 3/17/3617 FUL

The Roebuck Inn, 22 High Street, Sixpenny Handley – change of use from public house to residential accommodation to create 3 x 2 bedroom apartments with associated gardens, storage and parking (in combination with existing residential accommodation). Members will prepare their response at the F&GP/Planning Meeting 1st February 2018.

306 DAPTC Matters

 Second Homes Survey – previously circulated to all members for consideration. No comments.  DCLG Park Homes Consultation – previously circulated to all members for consideration. No comments.  The Clerk and Assistant Clerk are booked in to attend training courses on External Audit Procedures and Data Protection Legislation.

307 Highway Matters

 Speed Indicator Device. Back Lane survey results received however the radar was not placed in correct Clerk location. Clerk to advise DCC. Resident who owns land in the High Street is happy for a post to be placed for the SID Unit. Clerk to advise DCC.  Common Road Car Park – issues raised by resident of Common Road that residents spaces are being used by school parents and customers of The Penny Tap. Request for larger signs. Clerk to advise that Clerk a request for signage should be directed to Aster Housing and that arrangements for parking will be changing with the new housing development on Common Road.

308 Rights of Way Matters

Members approved quotation to install new handrail on footpath from Sheasby Close to High Street @ £580.00 Clerk/SM + VAT with RM Smith Fencing. Cllr McLean will ensure upright post is repaired in readiness.

309 Neighbourhood Plan

The Chairman asked that all members review the 2007 Parish Plan to consider updating.

310 Correspondence

 Support requested for village Royal Mail employee who is providing a service in extremely difficult Clerk circumstances – Clerk to contact Royal Mail and clarify current arrangements.  Rushmore, Woodland Planting Proposal – Clerk to respond that members will be happy to comment on Clerk the whole proposal once a planning application is received.  Street Numbering for 3 new residential properties in High Street – 38A, 38B & 38C. Noted  Request to complete research questionnaire for Masters Dissertation  Copy correspondence between resident and Council regarding damage to Sign following grass cutting. Noted  Invitation to East Dorset Free Community Networking Event, 21st February 2018 at Verwood Memorial Hall 10:00am – 11:30am.
