JAFFNA DISTRICT

Situation update • After some confusion over hours of curfew during the week, the curfew is now set for between 21:00 and 4:30. • The situation remained tense across , particularly in areas close to the FDL, where incoming and outgoing artillery shells/mortar firing can be heard nightly. • CDMA phone connections have not worked since 6 June 2008.

Displacement/Returns • No major movements were observed this week. • An additional 63 families have indicated interest in returning to Allapiddy, although basic infrastructure is still limited. The GA will hold a meeting between service providers and Allaipiddy residents on 10 July in Allaipiddy.

Sector Developments/Gaps • WFP, with the support of the District Secretariat, plans to conduct an Emergency Food Security Assessment in Jaffna to review the current food security situation, the impact of high food prices and the discontinuance of government food aid to the vulnerable. The assessment will aim to identify the populations most vulnerable to food insecurity.

KILINOCHCHI & MULLAITIVU DISTRICTS & Manthai West (located in but covered by )

Situation update • Following aerial bombardments close to the entry/exit point on the on 1 July, the ICRC temporarily withdraw its personnel from the Omanthai FDL area, until security assurances are received from both parties. • The security situation in Kilinochchi and Mullaitivu districts remains tense and unpredictable due to ongoing military operations and exchanges of fire around the northern and southern FDL areas. Air raids have become increasingly common throughout the region.

Standing Committee Country Team IASC Colombo Sri Lanka • The AGA of Thunukkai was killed in a claymore mine attack on the Ampalapperumal - Koddaikaddiyakulam road on 29 June while traveling to his station by motor bike. Government staff from health and cooperative societies held a half day work boycott on 2 July in protest of the killing.

Displacement/Returns • New displacements were reported in the Manthai West and Manthai East areas over the past three days. The District Secretariat of Kilinochchi reports over 1,000 families have been displaced due to the latest confrontations and artillery shelling in areas around the FDLs of Vavunia North and Manthai West. These IDPs have settled in Akkarayan and Poonakary in Kilinochchi district. Statistics of the new displacements are expected early next week.

Sector Developments/Gaps • The ability of sectors/ clusters to address humanitarian needs resulting from the intensified conflict is seriously impaired by the limited material and stocks being allowed into the . While most sectors have stocks to address the needs of the current IDP caseload there is limited contingency stocks for new IDPs. Stocks are low in the food, shelter, watsan and health sectors/clusters. • Of further concern, is the ability of agencies to reach vulnerable populations due to limited fuel quotas. • GA-Mullaitivu reported to the Shelter Coordination Cell (SCC) last week that 29 sites have been recommended for contingency purposes in the five AGA District divisions. The SCC has begun planning for site assessments. • At the Food Coordination meeting on 30 June, participants agreed to hold weekly meetings to coordinate food related relief interventions. OCHA will assist in mapping available food stocks and storage facilities. • The Zonal Director Education office of Thunukkai [] reported on 1 July that 10 schools with 2,000 students have been displaced from Vavuniya North division into the Oddusuddan division in Mullaitivu district over the past month. These schools have been relocated to Katchilaimadu and Oddusuddan villages. • On 2 July, 7 vehicles including 4 Lorries with relief items were transported to Oddusuddan by ZOA, Oxfam and Solidar for IDPs displaced from Vavunia North areas. • WFP reported on 2 July that 10,061 IDP families (36,162 individuals) received dry food rations for the month of June in Mullaitivu District. The Kilinochchi distribution is pending. WFP is only able to provide rice and oil for the Kilinochchi distribution as other intended items for the food basket have not been allowed into the Vanni in sufficient quantities to replenish stocks. • On 02 July, the CGES approved the fuel request of UN agencies operating in the Vanni and forwarded it to the MoD for final approval.

MANNAR & VAVUNIYA DISTRICTS

Situation update • The situation across Vavuniya and Mannar District remains volatile, with high levels of tension amongst the general population. Military operations continue in Manthai West division and intense confrontations between LTTE and SLA occur on a daily basis north of the FDL. Security forces remain on high alert throughout the District with regularly conduct cordon and search operations. • The Uyilankulam and Madhu Road Junction checkpoints at the Forward Defense Line (FDL) remain closed (since September 2007 and March 2006 respectively). • Restrictive procedures at Medawachchiya and at checkpoints on the , including Uyilankulam, Kaddaiyadampan and Thiruketheeswaram continue to hamper the supply of essential items, including fuel and construction material. Price increases are noted.

Displacement/Returns • During the reporting period, 58 individuals arrived in Mannar by sea from LTTE-held areas. All have been accommodated at the Kalimoddai IDP site. The total population at Kalimoddai is now 205 families (447 individuals).

Sector Developments/Gaps • The distribution of dry rations for IDPs residing in welfare centers in Vavuniya district last took place in March 2008. • Following a security incident at the Poonthoddam welfare center, UNHCR organized a meeting between police officers and the welfare center residents, aiming to improve trust and cooperation.

Standing Committee Country Team IASC Colombo Sri Lanka • The UNDP Equal Access to Justice Project is conducting an awareness training program in the Nelukulam, Tharanikkulam, Sithamparapuram and Ponthoodam welfare centers from 4-9 July.

TRINCOMALEE DISTRICT

Situation update • Professor Rajiva Wijesinghe from the government Secretariat for Coordinating the Peace Process visited on 27 June and met with local authorities and the humanitarian community.

Displacement/Returns • Government authorities are planning the next return movement of 103 families (342 individuals) from Batticaloa to the Ittakulam, Sinnakulam and Srinivasapuiram villages in the Muttur East High Security Zone for 6 July.

Sector Developments/Gaps • During the CHA operational meeting on 26 June the Chairman of the NGO Consortium reported on a new Government circular announcing that farmers can obtain DS permission to temporarily cultivate non-utilized agricultural land. CHA and the NGO consortium agreed to collect information on non-utilized land and to assist farmers in consultations with authorities. • During the watsan meeting on 2 July, it was reported that the water pump at Cultural Hall IDP site is not working and a request for repair was made. • The NGO 3CD completed a water and sanitation assessment in the Kiliveddy IDP transit site last month. UNICEF is to sign an agreement with 3CD to do the repair and maintenance work of the water distribution and sanitation facilities.

BATTICALOA DISTRICT

Displacement/Returns • According to government statistics as of 2 July 2008, the number of IDPs in the district was 4,789 families (17,949 individuals). Government sources indicate that the number of IDPs has reduced as a result of 50 families been de-registered due to their local integration into the place of displacement.

Sector Developments/Gaps • The Navatkadu Rehabilitated Health Centre (Maternity home & dispensary) was opened last week by the Eastern Province Health Consultant and RDHS of Batticaloa. The rehabilitated health centre was constructed and equipped by MERLIN and was funded by Jerseys Aid and the Disaster Emergency Committee. • On 01 July, the District Livelihood Coordination Meeting took place at the GA’s office. UN, I/NGOs and the Divisional Secretaries attended. The Livelihoods Recovery Coordination (including Structure / Mechanism at Divisional and District Level, ToR for divisional level livelihood coordination and a meeting calendar for 6 months etc) was presented by UNDP and ILO. OCHA did a presentation on livelihood activities carried out by humanitarian agencies in the resettled DS divisions based on information provided by agencies.

AMPARA DISTRICT

Situation update • On 01 July, President Mahinda Rajapakse opened the new Arugambay bridge funded by USAID. The Minister of Highways T.B. Ekanayake and Chief Minister of the Eastern Provincial Council. S. Chanrakanthan were among those presiding at the official opening. The US$ 10 million bridge replaced the bridge destroyed by the tsunami.

Displacement/Returns • Displacement numbers have been stable since May. Currently 5,106 IDPs (1,377 IDP families) remain in .

Standing Committee Country Team IASC Colombo Sri Lanka Sector Developments/Gaps • The British Red Cross is finalizing its livelihoods and will depart Ampara District on 11 July. BRC’s focus has been on livelihood recovery for conflict and tsunami-affected communities. The programme has emphasized the strengthening and diversifying of livelihoods through social and institutional capacity building, disaster risk reduction, and reducing social exclusion, with a particular focus on widows, people with disabilities, youth and the elderly. • Between 2006 and 2008, BRC provided household and group level cash grants to 6,000 families totaling over Rs. 223 million in 19 villages / 7 Divisions (mainly Uhana, Maha Oya and Thirukkovil). BRC formed 16 village development committees (VDCs) of which 10 are now registered as CBOs running over 100 women’s self help groups (savings and loans groups). BRC also helped the Sri Lanka Red Cross establish Red Cross units in 6 villages. BRC built 3 community centres and 6 VDC offices and conducted 130 training courses for VDCs and volunteers, and facilitated skill trainings for over 1,400 people in animal husbandry, agriculture, tailoring, driving, and computer skills.
