The Fifteenth Tamil Nadu Legislative Assembly was constituted on the 21st May, 2016 after the General Elections held to the Tamil Nadu Legislative Assembly on the 16th May, 2016. I. SUMMONS Summons for the First Session of the Fifteenth Tamil Nadu Legislative Assembly were issued to the Members of the Legislative Assembly on the 23rd May, 2016 in S.O.Ms.No. 61, Legislative Assembly Secretariat, dated the 23rd May, 2016 to meet at 11.00 a.m on the 25th May, 2016. II. DURATION OF THE MEETINGS The First Meeting of the First Session of the Fifteenth Legislative Assembly commenced on the 25th May, 2016 and was adjourned sine-die on the 23rd June, 2016 and the Second Meeting of the First Session of the Fifteenth Legislative Assembly commenced on the 21st July, 2016 and was adjourned sine-die on the 2nd September, 2016. III. SITTINGS OF THE ASSEMBLY The Tamil Nadu Legislative Assembly sat for 35 days during the period from 25th May, 2016 to 23rd June, 2016 and from 21st July, 2016 to 2nd September, 2016 on the following days:- 25th May, 2016, 3rd June, 2016, 17th June, 2016, 20th June, 2016, 21st June, 2016, 22nd June, 2016, 23rd June, 2016, 21st July, 2016, 25th July, 2016, 26th July, 2016, 27th July, 2016, 28th July, 2016, 29th July, 2016, 1st August, 2016, 2nd August, 2016, 3rd August, 2016, 4th August, 2016, 5th August, 2016, 8th August, 2016, 2 3 9th August, 2016, 10th August, 2016, 11th August, 2016, 12th August, Under Article 333 of the Constitution of India, the Governor of 2016, 16th August, 2016, 17th August, 2016, 18th August, 2016, Tamil Nadu nominated Dr. (Tmt.) Nancy Ann Cynthia Francis, as a 19th August, 2016, 22nd August, 2016, 23rd August, 2016, 24th August, Member of the Fifteenth Tamil Nadu Legislative Assembly representing 2016, 29th August, 2016, 30th August, 2016, 31st August, 2016, the Anglo-Indian Community on the 26th May, 2016. (G.O.Ms.No.525, 1st September, 2016 and 2nd September, 2016. Public (Election-III) Department dated 26th May, 2016). In terms of hours it sat for 166 hours and 38 minutes. APPOINTMENT OF SPEAKER PRO-TEM The election of Speaker and Deputy Speaker were held on the Thiru. S. Semmalai, Member, Legislative Assembly representing 3rd June, 2016. Mettur Assembly Constituency was appointed as the ‘Speaker Pro-tem’ by the Governor, in exercise of the powers conferred by On the 3rd June, 2016, the Speaker Pro-tem read out to the clause (1) of Article 180 of the Constitution of India. The General Elections to the Aravakurichi and Thanjavur Constituencies which here deferred initially and the Bye-election to the Thiruparankundram Constitutency were held on 19-11-2016. Thiruvalargal Hon. the Speaker, thereafter conducted the election of the V. Senthilbalaji, M. Rengasamy and A.K. Bose were elected from the Deputy Speaker. He read out to the Assembly the name of the Member respective Constitutencies and took oath in Tamil in the name of God who had been validly nominated for the office of the Deputy Speaker before the Hon. It also contains a lot of general information about the origin of the State Legislature, the Assembly Chamber, Members, etc. The previous Reviews in this series brought out in 1952, 1957, 1962, 1967, 1971, 1977, 1980, 1985, 1988, 1991, 1996 and 2001 proved to be valuable books of reference. The very object of this Review is mainly to give a complete and concise summary of business transacted by the Thirteenth Tamil Nadu Legislative Assembly from 12th May, 2006 to 14th May, 2011. This Review also covers a brief account of work done by the various Legislature Committees, the activities of the Tamil Nadu Branch of Commonwealth Parliamentary Association and a short Administrative Report of the Legislative Assembly Secretariat, references to the Rules of Procedure are also given at the beginning of each chapter, wherever necessary. A few photographs taken on important occasions such as Governor’s Address, Presentation of Budget have also been included. This publication, it is hoped, will be found useful as a book of reference to the Secretariat and of interest to all those desirous of knowing the work turned out by the Thirteenth Assembly. Any suggestion to make this publication more useful will be thankfully received and incorporated in the next Review.
