THE PITTSBURGH BUREAU OF POLICE: SOME HISTORICAL HIGHLIGHTS Christine Altenburger ave the people of Pittsburgh deserved a better police force than * they have had over the years, or have they had a better police A force than they deserve ? This is a question that readers may wish toponder as they examine some points of historical interest inthe development of the police force of the city of Pittsburgh. The history of a police function in the Pittsburgh area dates back to the days of Pitt Township. 1 Pitt Township had a constable who was called upon to make a report of his district at each term of court at Hannastown. He was the one official in the area with the power to arrest. When Pittsburgh was incorporated as a borough in 1794, the position of constable was carried forward withthe establishment of the office of High Constable. No assistant constables were provided for at the incorporation which must be taken as an indication of a lack of police business at this time. The constable's duties were largely con- fined to civil matters. It is difficult to imagine today that Pittsburgh, at this time (1794), was but a small plot of territory. The limits of the borough were Grant Street on the east and Eleventh Street on the north. Ithad a population of about a thousand. The first suggestion of anything like a police force is contained in a series of recommendations by the borough's retiring burgesses to their successors. 2 The time is 1802. WARREN COUNTY BAR ASSOCIATION, INC. TIPSTAFF Volume II Issue Dear Sisters and Brothers of the Bar: It is with great enthusiasm that I welcome you to the 2020 Fall edition of the Tipstaff. It is my hope that you and your families are safe and healthy in these troubling times. In the midst of this pandemic and the hostile political environment, I believe that practices and activities, such as the Tipstaff which we are able to continue and enjoy from the past, are more important than ever. Since taking the reins in June, Kate and the Board have been working diligently to prepare for the upcoming year in a way and format that has never been done before. We were able to meet in person, with proper masks and semi- social distancing, on the lawn of Morgan & Co. in September. This event was enjoyed by all who attended as we were finally able to have a bit of normalcy and see each other in person. On October 29, 2020, Kate and Maria Nowotny arranged to have Attorney James Long present a CLE on the topic of the New York Shield Act, which was attended by 20 of our members. Maria and Kate are busy preparing a CLE for December discussing the re-opening of the courts to be presented by our local justices and judges and other court staff. Upon the idea of Judge Kershko, Kate and I have worked with the Legal Aid Society of Northeastern New York to partner in the presentation of a CLE for volunteer assistance to pro-se litigants in foreclosure actions. -

Proceed on Western Avenue which becomes Chateau Street (right lane). Proceed on Chateau Street to the end and turn left under the bridge onto Beaver Avenue. ADAMS COUNTY RULES OF JUDICIAL ADMINISTRATION 1 - 99. Applicability 1. Offices To Which Rules Apply. The Rules adopted under this chapter shall apply to all offices in the Adams County court system unless the context indicates otherwise. Offices in the court system shall include the offices of Magisterial District Judges, the Clerk of Courts, Orphans' Court Division, Criminal and Miscellaneous Sections, and the Prothonotary. In some instances these rules will also apply to the Sheriff, Register of Wills and Recorder of Deeds. 2. Supplement To State Rules. Local rules are intended to supplement State rules and shall be read in context with those rules. In case of a conflict the rules adopted by the Pennsylvania Supreme Court shall prevail. 3. Citation To Local Rules. Local rules may be cited: Adams C.R.J.A. (number)-- Rules of Judicial Administration Adams C.Civ.R. (number)-- Rules of Civil Procedure Adams C.Crim.R. Administrative Matters 101. Court Calendar. The Court shall promulgate a court calendar annually. There shall be included therein no less than twelve {12) weeks set aside for criminal jury trials and no less than seven (7) weeks set aside for civil jury trials. The Prothonotary and Clerk shall prepare a list of cases scheduled for hearing, trial argument or other action at lease five (5) days prior to a specified calendar day and provide each judge presiding over such cases with a copy thereof. -

“2016 ANNUAL REPORT” A Message from Chief Scott E. Schubert As Chief of Police, I am honored to serve the neighborhoods that reflect the diversity and varied cultures throughout the City of Pittsburgh. In my leadership role, I proudly oversee some of the finest and most professionally trained police officers in the region. My officers embrace their role as public servants and each day are dedicated to protecting and serving the citizens of our great city. In addition to our mission statement and core values, my directive to the Bureau is: “Protection, Respect, Integrity, Dedication, and Excellence; together, the first letter of each of these attributes forms the word PRIDE. We, collectively, as the Pittsburgh Bureau of Police, operate on these five principles, devotedly.” During 2016, we have made tremendous strides in addressing the needs and concerns of the communities we serve; you spoke and we listened. We assigned additional officers to work in identified neighborhoods to assist with community problem solving, our community outreach efforts exceeded expectations, our training was enhanced, overall accountability became a priority, and we established new community partnerships. Additionally, in 2017, the Bureau will bring on board an Outreach Team (Family Life) and a Group Violence Intervention Coordinator to help us focus on the reduction of violent crime in the City of Pittsburgh, using a focused deterrence model which concentrates primarily on individuals responsible for violent behavior. With the help of our community and law enforcement partners, coupled with the outstanding police work demonstrated daily by our police force, there is no significant increase in violent crimes and we continue to observe a decrease in the historic crime rate. -

As Vice-Chairman of the External Services Scrutiny Committee, I was asked to chair this Working Group to look at the review and report back to the parent Committee. I welcomed the opportunity to look into an important issue and highlight the work that Special Constables do and the positive effect they have on the community. The Working Group looked at ways of promoting the role in the Borough and how this could be expanded. There was some confusion on the role of the Special Constable and this review sought to clarify the role and responsibilities involved. I am very grateful to the witnesses who gave up their time and attended our meetings to provide us with the information needed to formulate our recommendations. All involved have clarified the importance of this review and shown the need for the recommendations that we have made.
