By GAVIN SPENCER BAYLISS Massey University 1970 ii PREFACE This thesis investigates all accommodation which has operated in Palmerston North and is especially suited for the itinerant visitor. It is necessary at the outset to define terminologies used within the context of the thesis . 'Itinerant visitors' comprise all those persons who do not live in Palmerston North, and who stay from day to day at an accommoda tion house in the city. 'Accommodation' for the purpose of this thesis comprises all those buildings in Palmerston North whose business is to provide over night lodging for the itine rant visitor at any time during the year. This accommodation comprises all private and licensed hotels, motels, motor hotels and camping ground cabins . 'Private Hotels' are defined by the fourth schedule of the Town and Country Planning Regulations 1960 and Ordinance 1, Clause 3 of the Code of Ordinances as being 'a residential building not being a 1 2 licensed hotel in which board and lodging is provided for five or more lodgers for reward or payment.' 'Licensed Hotels' provide the same services as the Private Hotel, but have the additional service of a publican's licence issued under the Licensing Act, 1908. -

At the time of the 2006 Census older people1 made up around 11.5% of the local population (around 9,000 older people). In New Zealand overall older people were 12.3% of the population in 2006. 2. Population projections show that by 2031 there will be 18,500 (18.9%) people aged 65+ years living in Palmerston North. 3. The older population in Palmerston North is much less ethnically diverse than the population overall. The vast majority (93.3%) of older people identify as ‘European or other’, compared to 82% of the wider population. It is projected that this will decrease by ten percent over the next ten years, with a corresponding rise in the percentage of people identifying as Maori, Asian and Pacific. 4. Papaioea is the suburb with the highest proportion of older residents (17.6%) followed by Westbrook, Palmerston North Hospital, Terrace End, Awapuni South and Highbury. -

Te Reo o Ngā Kaumātua \ Voices of the Elders A thesis presented in partial fulfilment of the requirements for the degree of Master of Philosophy in Māori Studies at Massey University, Palmerston North, New Zealand Brigitte Robin Te Awe Awe-Bevan Rangitāne, Ngāti Raukawa, Toa Rangatira, Ngāti Kauwhata, Te Atiawa, Muaūpoko 2013 Abstract This study explores and discusses the concept of kaumātua and their roles. Key questions are from a Māori perspective. Discussed are the concept of kaumātua, what the role of kaumatua entails, and the role’s importance to Māori society. The makeup of kaumātua is also studied to ascertain qualities, attributes, skills and mannerisms towards ‘kaumātuatanga’, that is, ‘being kaumātua’. Kaupapa Maori research and western research methodologies are used throughout this study. The findings of the study show that kaumātua are people who have been recognised by whānau, hapū and iwi for the leadership roles they undertake. They are the elders of the iwi, respected and acknowledged for their knowledge and wisdom, and are in constant demand as mentors, advisors and teachers. Kaumātua roles are many and diverse, and are underpinned in the values of tikanga Māori. Crucially, kaumātua are committed to working for their whānau, hapū and iwi. They also have strong supportive whanaungatanga relationships with other kaumātua and build and gain from each others strengths while striving towards the same goals. -

The creation of small-area geographies, using Statistical Area 1 and Statistical Area 2 units has been very helpful for the Council, offering access to useful statistical data for small settlements within the Palmerston North territorial authority area while bringing more consistency to urban area units. Some of the existing area units now have sizeable populations due to growth at the fringe of the urban area. We therefore support a five-yearly review of area unit boundaries prior to each Census. Increased recognition of Council District Plan business zones in the City, through the creation of new area units, has been particularly useful for Council and the reporting requirements it now has to meet under the government’s National Policy Statement on Urban Development Capacity 2016. Small-area Geographies – Statistical Area 1 We support the creation of new statistical area 1 units for Longburn, Bunnythorpe and Palmerston North CBD.
