INTRODUCTION The Annual Drinking Water Quality Report allows the Syracuse Water Department to provide customers and users of the City of Syracuse water system with useful information about the water system, the quality of the water and about important issues affecting your water supply. This report is prepared pursuant to regulations and guidelines of both the United States Environmental Protection Agency (USEPA) and the NYS Department of Health (NYSDOH). The City of Syracuse Water Department (SWD) provides retail water service to the entire City of Syracuse. Through wholesale and other service agreements, the SWD also supplies water to portions of the towns of Dewitt, Onondaga, Geddes, Camillus, Salina, and the villages of Skaneateles, and Jordan and Elbridge. If you have any questions about the source of your water, check with the water purveyor that sends your water bill and ask for information concerning the source of water that you receive at your home or business. It should be noted that all drinking water, including bottled water, may reasonably be expected to contain at least small amounts of some contaminants. The presence of contaminants does not necessarily indicate that water poses a health risk. More information about contaminants and potential health effects can be obtained by calling the EPA’s Safe Drinking Water

Yet today in the early part of the 21st Century Lake Sturgeon populations overall enjoy much greater protection from over-exploitation, and have greater opportunities for recovery and sustainability throughout their range than they have experienced since the early 19th Century. A combination of factors including: increased attention over the last 30-40 years by state and provincial governments to effectively manage harvest and conduct proper assessments, increased public awareness of LS and their extreme vulnerability to overexploitation, improvements in assessment techniques, improvement in LS propagation techniques and stocking strategies, exponential expansion of population studies and research, increasing awareness and efforts to improve habitat and water quality, and the formation of the North American Sturgeon and Paddlefish and World Sturgeon Conservation Societies have all contributed to greater protection and recovery potential. While these are all positive steps that collectively should allow many LS populations to continue or start down the road to recovery, there are still waters and populations that may not be getting the attention needed to allow their recovery to occur.

TOWN PROFILE Population 1,661 (estimated 2000 U.S. Census) Location The Town of Spafford is located in the southwest corner of Onondaga County, southwest of the City of Syracuse. The town’s entire western boundary is formed by the edges of Skaneateles Lake and is the border of Cayuga County. Nearly half of its eastern border is shaped by Otisco Lake, the other half by the Towns of Otisco and Tully. Its northern border is shared with the Towns of Marcellus and Skaneateles and to its south is Cortland County, New York. The southern town line is the border of Cortland County. New York State Route 41 is a north-south highway in the town. New York State Route 174 is a state highway in the northern part of Spafford. According to the U.S. Census Bureau, the town has a total area of 39.2 square miles (101.6 km²), with 32.8 square miles (85.0 km²) of it land and 6.4 square miles (16.6 km²) of it (16.31-percent) water. Climate Onondaga County generally experiences seasonable weather patterns characteristic of the northeastern U.S.

    1052 JOURNAL OF APPLIED METEOROLOGY AND CLIMATOLOGY VOLUME 49 Climatological Conditions of Lake-Effect Precipitation Events Associated with the New York State Finger Lakes NEIL LAIRD Department of Geoscience, Hobart and William Smith Colleges, Geneva, New York RYAN SOBASH School of Meteorology, University of Oklahoma, Norman, Oklahoma NATASHA HODAS Department of Environmental Science, Rutgers, The State University of New Jersey, New Brunswick, New Jersey (Manuscript received 4 June 2009, in final form 11 January 2010) ABSTRACT A climatological analysis was conducted of the environmental and atmospheric conditions that occurred during 125 identified lake-effect (LE) precipitation events in the New York State Finger Lakes region for the 11 winters (October–March) from 1995/96 through 2005/06. The results complement findings from an earlier study reporting on the frequency and temporal characteristics of Finger Lakes LE events that occurred as 1) isolated precipitation bands over and downwind of a lake (NYSFL events), 2) an enhancement of LE precipitation originating from Lake Ontario (LOenh events), 3) an LE precipitation band embedded within widespread synoptic precipitation (SYNOP events), or 4) a transition from one type to another. In com- parison with SYNOP and LOenh events, NYSFL events developed with the 1) coldest temperatures, 2) largest lake–air temperature differences, 3) weakest wind speeds, 4) highest sea level pressure, and 5) lowest height of the stable-layer base. Several significant differences in conditions were found when only one or both of Cayuga and Seneca Lakes, the largest Finger Lakes, had LE precipitation as compared with when the smaller Finger Lakes also produced LE precipitation.

    Sources of Economic Development in the Finger Lakes Region: The Critical Importance of Tourism and Perceptions of Place January 14, 2015 Susan M. Christopherson, Ph.D. 1. Introduction The proposal of Finger Lakes LPG Storage, LLC to build a new liquid petroleum gas (LPG) storage and transportation facility (Project) in the Town of Reading, New York, raises concerns about how increased industrialization of the western shore of Seneca Lake will affect economic development around the lake and in the wider Finger Lakes region.1 In this report, I address that question by exploring the socio-economic context of the Project, with special attention to the branding of the region as a destination for tourism. I draw on 28 years of economic development research and analysis as a Professor of City and Regional Planning at Cornell University.2 My assessment is based on review and analysis of: (1) academic research on the role of branding in tourism, particularly wine tourism; (2) reports on the economic impact of the Finger Lakes wine, vineyard, and tourism industries; (3) Quarterly Census of Employment and Work (QCEW) data for 2000 and 2013, for four counties surrounding Seneca Lake (Ontario, Schuyler, Seneca, and Yates); (4) historical information on the region and counties from The Encyclopedia of New York State;( 5) websites for marketing and economic development organizations for the Finger Lakes region; (6) websites and publications on the wine industry and international wine regions; (7) websites describing academic training and technical assistance to the Finger Lakes wine industry; and (8) interviews with experts on the wine industry in the region, business operators, and economic development officials.

    HARMFUL ALGAL BLOOM ACTION PLAN SKANEATELES LAKE Skaneateles Lake, 2017 www.dec.ny.gov EXECUTIVE SUMMARY SAFEGUARDING NEW YORK’S WATER Protecting water quality is essential to healthy, vibrant communities, clean drinking water, and an array of recreational uses that benefit our local and regional economies. 200 NY Waterbodies with HABs Governor Cuomo recognizes that investments in water quality 175 protection are critical to the future of our communities and the state. 150 Under his direction, New York has launched an aggressive efort to protect state waters, including the landmark $2.5 billion Clean 125 Water Infrastructure Act of 2017, and a first-of-its-kind, comprehensive 100 initiative to reduce the frequency of harmful algal blooms (HABs). 75 New York recognizes the threat HABs pose to our drinking water, 50 outdoor recreation, fish and animals, and human health. In 2017, more 25 than 100 beaches were closed for at least part of the summer due to 0 HABs, and some lakes that serve as the primary drinking water source for their communities were threatened by HABs for the first time. 2012 2013 2014 2015 2016 2017 GOVERNOR CUOMO’S FOUR-POINT HARMFUL ALGAL BLOOM INITIATIVE In his 2018 State of the State address, Governor Cuomo announced FOUR-POINT INITIATIVE a $65 million, four-point initiative to aggressively combat HABs in Upstate New York, with the goal to identify contributing factors fueling PRIORITY LAKE IDENTIFICATION Identify 12 priority waterbodies that HABs, and implement innovative strategies to address their causes 1 represent a wide range of conditions and protect water quality.
