Morrison Government Ministry 27 August Barton Deakin Brief: Morrison Government Ministry 27 August 2018 Yesterday, the Prime Minister the Hon Scott Morrison MP, announced a broad cabinet reshuffle following the change in Liberal Party leadership last week. The new Ministry will be sworn in on Tuesday the 28th of August. This Brief outlines changes to the Cabinet, Outer Ministry, and Assistant Ministry, along with providing biographies for new elevations to the Cabinet. Cabinet Changes • Deputy Liberal Leader the Hon Josh Frydenberg MP has elected to take on the Treasury Portfolio. • Nationals Deputy Leader the Hon Bridget McKenzie adds Regional Services, Decentralisation and Local Government to her portfolio following the departure of Dr John McVeigh MP from the Cabinet. • Senator the Hon Marise Payne moves from Defence Minister to Minister for Foreign Affairs, following the Hon Julie Bishop MP’s resignation from the ministry. The Hon Christopher Pyne MP moves to become Minister for Defence. • Trade Minister the Hon Steven Ciobo MP moves to the Defence Industry Portfolio, while Senator Simon Birmingham moves from Education portfolio to become Minister for Trade, Tourism and Foreign Investment. • The Hon. Kelly O’Dwyer MP becomes the Minister for Jobs and Industrial Relations, moving from Financial Services. • Senator the Hon Michaelia Cash becomes the Minister for Small and Family Business, Skills and Vocational Education – both of which move into Cabinet. • The Hon Karen Andrews MP is elevated to Cabinet as Minister for Industry, Science and Technology. • The Hon Dan Tehan MP shifts from the Social Services ministry to become Minister of Education. • The Hon Paul Fletcher MP enters Cabinet as the Minister for Families and Social Services. The Hon Michael Keenan MP continues as Minister for Human Services but the portfolio is moved out of Cabinet. • The Hon Melissa Price MP enters Cabinet as Minister for the Environment, for which she was previously an Assistant Minister. The Hon Angus Taylor MP shifts from Minister for Energy. Outer Ministry Changes • The Hon Alex Hawke MP moves from Assistant Minister for Home Affairs to become Special Minister of State. • The Hon Alan Tudge MP replaces Paul Fletcher as Minister for Cities, Urban Infrastructure and Population. • The Hon David Coleman MP is elevated from Assistant Minister for Finance to Minister for Immigration, Citizenship, and Multicultural Affairs. Assistant Ministry Changes • The Hon Sussan Ley MP re-enters the Ministry as Assistant Minister for Regional Development and Territories. • Scott Buchholz MP enters the Ministry as Assistant Minister for Roads and Transport. • Steve Irons MP becomes Assistant Minister to the Prime Minister. • Senator the Hon Zed Seselja shifts from Assistant Minister for Science, Jobs, and Innovation to Assistant Minister for Treasury and Finance. • Nationals Party Whip Michelle Landry MP replaces Dr David Gillespie as Assistant Minister for Families and Children. • Sarah Henderson MP becomes the Assistant Minister for Social Services, Housing, and Disability. • Senator Linda Reynolds CSC has become Assistant Minister for Home Affairs, taking over from the Hon Alex Hawke MP. • Senator the Hon Richard Colbeck returns to the Ministry as Assistant Minister for Agriculture, Fisheries and Water Resources • Andrew Broad MP has been appointed Assistant Minister to the Deputy Prime Minister, following the Hon Keith Pitt MP’s resignation. Biographies The Hon Melissa Price MP Member for Durack Minister for the Environment Melissa Price MP is currently the member for Durack, Western Australia. She was first elected to Parliament in 2013,and was subsequently re-elected in 2016. She holds the seat by a margin of 11.06%. Ms Price was Assistant Minister to the Environment in the previous Turnbull Ministry, where she served under now-Treasurer Josh Frydenberg. Prior to becoming Assistant Minister, Ms Price served on a number of senior backbench committees. Prior to entering Parliament, Ms. Price received a law degree from South Bank University in London and a Graduate Diploma of Law from the University of Western Australia. She practiced law as a solicitor and then served as General Council and Business Development Manager at CBH Group, going on to serve as Vice President of Legal and Business Development at Crosslands Resources. Up until 2016, Ms. Price was a non-executive director at Cancer Council WA and the Brightspark Foundation. The Hon Karen Andrews MP Member for McPherson Minister for Industry, Science and Technology The Hon Karen Andrews MP was first elected to the Australian House of Representatives as the Member for McPherson in 2010. She was successfully re-elected in the 2013 and 2016 Federal Elections. In December 2014, Karen was appointed as the Parliamentary Secretary to the Minister for Industry and Science in the Abbott Government. She subsequently served as Assistant Minister for Science and Assistant Minister for Vocational Education and Skills under Malcolm Turnbull. Prior to entering Parliament, Ms Andrews trained as a mechanical engineer, before working in a number of roles in the Industrial Relations sector. Ms Andrews and her husband founded their own human resources and industrial relations consultancy. The Hon Paul Fletcher MP Member for Bradfield Minister for Families and Social Services The Hon Paul Fletcher MP has served as the Member for Bradfield on Sydney’s North Shore since December 2009 and was appointed as Parliamentary Secretary to the Minister for Communications between September 2013 and September 2015. He was promoted to the Ministry by Prime Minister Turnbull in late 2015, and has served as Minister for Territories, Local Government, and Major Projects; as Minister for Urban Infrastructure; and as Minister for Urban Infrastructure and Cities. Before entering Parliament, Mr Fletcher was Director, Corporate and Regulatory Affairs at Optus for eight years. Mr Fletcher then ran his own strategy consultancy focusing on the communications industry. Earlier in his career, Mr Fletcher was Chief of Staff to the Minister for Communications in the Howard Government, Senator Richard Alston. Fletcher holds dual first-class honours degrees in law and economics from The University of Sydney and an MBA from Columbia University in New York where he was a Fulbright Scholar. The Hon Angus Taylor MP Member for Hume Minister for Energy Angus Taylor MP is the current Member for Hume, representing the Liberal Party of Australia. He was first elected in the 2013 Federal Election, and was subsequently re- elected in 2016. Mr Taylor was promoted to Assistant Minister to the Prime Minister with special responsibility for Cities and Digital Transformation in February 2016. He was reappointed to the frontbench after the 2016 Federal election. In December 2017 he was appointed as the Minister for Law Enforcement and Cybersecurity. Prior to entering parliament in 2013 Assistant Minister Taylor was a Director at Port Jackson Partners where he was a strategy and business advisor on the resources, agriculture, energy and infrastructure sectors. Prior to this he was a partner at global consulting firm McKinsey & Co. Angus has a Bachelor of Economics (First Class Honours and University Medal) and a Bachelor of Laws (Honours) from the University of Sydney. He also has a Master of Philosophy in Economics from Oxford, where he studied as a Rhodes Scholar. His thesis was in the field of competition policy.     Let Her Finish: Gender, Sexism, and Deliberative Participation In Australian Senate Estimates Hearings (2006-2015) Joanna Richards School of Government and Policy Faculty of Business, Government and Law University of Canberra ABSTRACT In 2016, Australia ranks 54th in the world for representation of women in Parliament, with women ​ accounting for only 29% of the House of Representatives, and 39% of the Senate. This inevitably ​ inspires discussion about women in parliament, quotas, and leadership styles. Given the wealth of research which suggests that equal representation does not necessarily guarantee equal treatment, this study focuses on Authoritative representation. That is, the space in between winning a seat and making a difference where components of communication and interaction affect the authority of a speaker.This study combines a Discourse Analysis of the official Hansard transcripts from the Senate Estimates Committee hearings, selected over a 10 year period between 2006 and 2015, with a linguistic ethnography of the Australian Senate to complement results with context. Results show that although female senators and witnesses are certainly in the room, they do not have the same capacity as their male counterparts. Both the access and effectiveness of women in the Senate is limited; not only are they given proportionally less time to speak, but interruption, gate keeping tactics, and the designation of questions significantly different in nature to those directed at men all work to limit female participation in the political domain. As witnesses, empirical measures showed that female testimony was often undermined by senators. Results also showed that female senators and witnesses occasionally adopted masculine styles of communication in an attempt to increase effectiveness in the Senate.

The new Antarctic Science Council will provide further strategic direction for the Australian Antarctic Program, oversee science funding priorities and ensure funds directly support Antarctic research, reducing administrative costs and making it easier to plan multi-year projects. Australia has developed world-class Antarctic science capabilities over many decades, much of which is based in Hobart. Comprising an independent Chair and representatives from key Antarctic science agencies, the Council will enhance Australia’s international reputation for Antarctic science. The Coalition Government has committed more than $100 million over the next 10 years for Antarctic science, delivered through two new initiatives: . The Antarctic Science Collaboration Initiative with $5 million per year for 10 years from 2019- 20, delivered by the Department of Industry, Innovation and Science. As the world looks to emerge from the COVID-19 pandemic, access to COVID-19 vaccines is set to further entrench global inequality. More than 85 developing countries will not have widespread access to COVID-19 vaccines before 2023.1 Young, healthy people in rich countries are being vaccinated before frontline workers and at-risk people in poorer countries.
