A.14) Great Expectations By Jagdish Bhagwati and Arvind Panagariya * Mr. Bhagwati, a University Professor at Columbia and senior fellow at the Council on Foreign Relations, is the author, most recently, of "In Defense of Globalization," just published by Oxford. Mr. Panagariya is the Bhagwati professor of Indian political economy at Columbia. ABSTRACT India's economy had virtually stagnated over a quarter-century until the early 1980s, with autarkic policies on trade and direct foreign investment. The expansion of the public sector had turned into an epidemic, trespassing into most areas of industrial activity, and not just utilities; and the licensing system had become a maze of irrational restrictions. With growth at 3.5% and population increasing at 2.2% annually, per capita income grew at a snail's pace (the infamous "Hindu rate of growth"). It therefore failed to pull the mass of people out of poverty and into gainful, sustained employment. We should then have expected a "revolution of falling expectations": The poor could have risen in revolt, bundling the ruling Congress Party out of power because there was no hope of improvement. One should note that the ratio of the poor to the overall population in India has declined dramatically over the period 1987-2000, in both rural and urban areas. If one goes by the official estimates, the decline has been to 26.8% from 39.4% in rural areas and to 24.1% from 39.1% in the cities. If we go by the alternative calculations done by Princeton economist Angus Deaton, the rural poverty ratio fell to 26.3% from 39.4% , and the urban to 12.0% from 22.5%. -

www.pib.nic.in 2017-9-15 Swachhta Hi Seva Swachhta Hi Seva Unprecedented nationwide campaign on Swachhta: India responds to Prime Minister’s Call Starting tomorrow, the whole country will take up sanitation initiatives, for over 15 days, in an unprecedented campaign to highlight, once again. the jan aandolan that is the Swachh Bharat Mission. This follows an impassioned call by the Prime Minister, Shri Narendra Modi, ahead of the 3rd anniversary of Swachh Bharat Mission that falls on 2nd October. The Prime Minister has named the nation-wide sanitation campaign from 15th September to 2nd October 2017 as “Swachhta Hi Seva”. This is being coordinated by the Ministry of Drinking Water and Sanitation, the convening Ministry for the Swachh Bharat Mission. The objective of the campaign is to mobilise people and reinforce the “Jan Aandolan” for sanitation to contribute to Mahatma Gandhi’s dream of a Clean India. Swachhta Hi Seva campaign will see large scale mobilisation of people from all walks of life to undertake shramdaan for cleanliness and construction of toilets and to make their environments free from open defecation. There will be targeted cleaning of public and tourist places. The participation will range from the President of India to the common citizen and would involve Union Ministers, Governors, Chief Ministers, legislators celebrities and top officials. Celebrities, faith leaders, corporate honchos etc. are being mobilised to spearhead the campaign in their respective areas of influence. Ministry of Drinking Water and Sanitation has made elaborate plans along with the State Governments to involve people from various walks of life and make this an unprecedented people’s campaign. -

Once while travelling by train, he was asked by the white passengers to leave the first class compartment and shift to the van compartment. He refused to do so. Thereafter he was pushed forcibly out of the compartment and his luggage was thrown on the platform. It was winter and he kept shivering all night. He did not go to the waiting room because the white men sleeping there might insult him further. This event was a turning point in the life of Gandhiji and he decided to stay back in South Africa and fight against this blatant injustice. 1. The white people asked Gandhiji to abandon the first class compartment because (a) they wanted to annoy him (b) They wanted to avenge themselves on Gandhi. (c) They treated Indians as inferior to them (d) they were looking for a chance to talk to him. 2. Why was he thrown out of the compartment? Because……. The sacrifice made by the women of India newline will occupy the foremost place. The history of freedom struggle is replete with the saga of sacrifice, selflessness, bravery of women. Many of us don’t know that there were hundreds of women who fought side by side with their male counterparts. They fought with true spirit and undismayed courage. The Indian women broke away from various restrictions and got out of their traditional home-oriented roles and responsibilities. So, the participation of women in the freedom struggle and National awakening is simply incredible and praiseworthy. However, it is not easy for women to fight as warrior’s in the male dominating society. Even though females tried to change the perception of such orthodox people who thought women are meant to do only household chores. Moreover, females not only sacrifice their lives but also combat such issues. Rani Laxmi Bhai was one of such women who fought against British role by mitigating all odds, hence this paper entitles to highlight the legacy that women showed in the history by showing their fierce nature. Remembering Dr. Isher Judge Ahluwalia ON HER BIRTH ANNIVERSARY Isher Judge Ahluwalia was inspired by issues of urbanisation and governance Rajat Kathuria | Indian Express | September 29, 2020 For a scholar of her stature and with all the exceptional achievements to boot, she could well have rested on her laurels. There was nothing left to prove. But that was not Isher. Isher last public appearance on ICRIER's platform was in February this year at the launch of Montek Singh Ahluwalia’s memoir, Backstage. When the phone rang to inform me of the passing away of Isher Judge Ahluwalia, former chairperson of ICRIER and my former boss, the world stopped, if only for an instant, as if someone had pressed a pause button. The poignancy of the moment was accompanied by a flashback of memories of a smiling Isher with perfectly groomed salt and pepper hair, announcing with grace, dignity, poise, charm and brilliance, the start of another conference at ICRIER. Her public persona was larger than life. Behind the exterior, there was also an Isher who was compassionate, supportive, loyal and who possessed almost a childlike desire to learn about issues that drew her interest. My close association with Isher began fittingly with a conference in April 2012. I was to take over as director and chief executive of ICRIER later that year. She decided to “induct” me at an ICRIER event in Vigyan Bhavan where the then Prime Minister Manmohan Singh was the chief guest. An updated edition of the festschrift, India’s Economic Reforms and Development: Essays for Manmohan Singh, co-edited by Isher was to be presented to him.
