The Daily Princetonian Long time Obama aide and long time writer of classmate news: Chris Lu '88 By Jacob Donnelly • Staff Writer • April 20, 2014 On April 5, 1988, at 2:27 a.m., Christopher P. Lu ’88 put the finishing touches on his senior thesis, wrapping up the cover letter to his cheekily-titled research project, “The Morning After: Press Coverage of Presidential Primaries 1972–1984.” The subject of birth was evidently preoccupying him at the time. “In many ways, writing a senior thesis is like having a baby,” he wrote. “The idea for the paper is conceived one day unexpectedly and then gestates inside one’s head for nine months … I now submit this thesis like a proud father, confident that it will stand on its own two feet as a piece of scholarly research.” However, Lu, this year’s Baccalaureate speaker who is a former White House Cabinet Secretary and the current Deputy Secretary of the Department of Labor, had no idea then that his forays into politics and government, rather than over, were only in their embryonic stage. He would remain attached to Princeton as well, serving on the board of trustees of The Daily Princetonian, helping the University’s trustees navigate Washington and diligently keeping up with classmates in order to feature them in the pages of the Princeton Alumni Weekly. “We weren’t totally uncool:” At Princeton Jane Martin ’89, a former sports editor for the ‘Prince,’ remembers Lu as a senior news editor for the ‘Prince,’ a fellow member of Cloister Inn and a good friend. -

GOOLSBEE University of Chicago Investment, Overhang, and Tax Policy THE PAST DECADE HAS seen an unusual pattern of investment. The boom of the 1990s generated unusually high investment rates, particularly in equipment, and the bust of the 2000s witnessed an unusually large decline in investment. A drop in equipment investment normally accounts for about 10 to 20 percent of the decline in GDP during a recession; in the 2001 recession, however, it accounted for 120 percent.1 In the public mind, the recent boom and bust in investment are directly linked due to “capital overhang.” Although the term is not very precisely defined, this view generally holds that excess investment in the 1990s, fueled by an asset price bubble, left corporations with excess capital stocks, and therefore no demand for investment, during the 2000s. The popular view also holds that these conditions will continue until normal economic growth eliminates the overhang and, consequently, that there is little policymakers can do to remedy the situation, by subsidizing invest- ment with tax policy, for example. Congress faces important questions about what sort of relationship the United States should have with China and how the United States should respond to China’s “rise.” After more than 30 years of fast-paced economic growth, China’s economy is now the second-largest in the world after that of the United States. With economic success, China has developed significant global strategic clout. It is also engaged in an ambitious military modernization drive, including development of extended-range power projection capabilities. At home, it continues to suppress all perceived challenges to the Communist Party’s monopoly on power. In previous eras, the rise of new powers has often produced conflict. China’s new leader Xi Jinping has pressed hard for a U.S. commitment to a “new model of major country relationship” with the United States that seeks to avoid such an outcome. The Obama Administration has repeatedly assured Beijing that the United States “welcomes a strong, prosperous and successful China that plays a greater role in world affairs,” and that the United States does not seek to prevent China’s re-emergence as a great power. -
