The Act provided for the next elections to be held in 1967 and every third year thereafter but this was amended by the London Government Act 1967, which postponed the elections for one year so as to take place instead in 1968 and every third year thereafter. The London Borough Councils have from 48 to 60 members. The number of wards in a borough varies from 12 in Barking to 31 in Brent, and from 1 to 7 councillors are elected for each ward. Electors have as many votes as there are councillors in each ward. Each council includes aldermen, to the number of one-sixth of the councillors, elected by the councillors from among them selves or from persons qualified to be councillors. Councillors are elected for three years; aldermen for six years, half retiring every third year. The Corporation (of the City) of London is not included here as it works under a different system. The Corporation consists of 159 common council men, 4 to 12 of whom are elected annually for each ward, and 25 aldermen, in addition to the Lord Mayor. The aldermen, one for each of 25 wards, are elected for life by the ward voters (who include business voters as well as residents).
