Mayors Toby Tiangco of Navotas and Antolin Oreta III of Malabon led the formal launch of the cleanup at the Navotas Centennial Park on Monday. The cleanup, part of a P1-billion investment to widen the river by removing silt and garbage, will start with dredging the river using the heavy equipment provided by San Miguel Corp. (SMC). SMC president Ramon Artg said the heavy equipment made in Japan — backhoes with barges, 55-tormer cranes with barges, tugboats and dump trucks — will be stationed near the river so that the local and national government can sustain the dredging activities. Ang said dredging the river system is a necessary step to ease flooding in Bulacan for the construction of the New Manila International Airport, another SMC project. Tiangco said there is a need to sus- tain the cleaup of the 36.4-kilometer Navotas and Malabon river system. Environment Secretary Roy Ci- matu said the river cleanup is a nec- essary step for the rehabilitation of Manila Bay. The river system flows from the La Mesa watershed and drains into the Manila Bay. Cimatu said the coliform level in the Tullahan-Tinajeros river system dropped to 29 million average coif- form level in 2019, from 269 million in 2018 and 10 billion in 2017. DENR Secretary Roy A. Cimatu said the arrest of the suspects is part of the department's renewed commitment to "conserve specific terrestrial and marine areas representative of the Philippine natural and cultural heritage for present and future generations" amid the pandemic. "We will continue to apprehend these illegal wildlife traders whether we have a pandemic or not. This is what the DENR can always assure the public," Cimatu said. He noted that illegal wildlife traders have become more brazen since the pandemic began, but assured that the DENR remains vigilant to protect the biodiversity. DENR’s Environmental Protection and Enforcement Task Force (EPETF) arrested Rendel Santos, 21, and Alvin Santos, 48, for illegal possession and selling of two (2) Umbrella cockatoos (Cacatua alba) at Barangay Pagala in Baliuag, Bulacan last May 2. The DENR-Community Environment and Natural Resources Office (CENRO) in Baliuag, Bulacan said the suspects were not issued a permit to transport the cockatoos. The Umbrella cockatoo is listed under Appendix II of the Convention of International Trade in Endangered Species (CITES), which means that the species is not necessarily now threatened with extinction but that may become so unless trade is closely controlled.

  • Senate Convicts Chief Justice Corona
POLITICAL 7 Senate convicts Chief Justice Corona The Senate Impeachment Court, voting by an unexpectedly high 20-3, has convicted Chief Justice Renato Corona. The senators believe that the Chief Magistrate is guilty of culpable violation of the Constitution and betrayal of public trust for his failure to truthfully and fully disclose his assets in his Statement of Assets, Liabilities and Net Worth (SALN). It found Mr. Corona unfi t to stay on as the Chief Justice of the Republic of the Philippines. t is the first impeachment case in Philippine history to be successfully completed. I It was generally expected the vote would be close, it wasn’t. It was an overwhelming indictment of the Chief Justice. The character of the three that thought him innocent only further strengthened the indictment against him. What nailed him was his own admission of what was in his bank accounts. He argued the dollars were legitimately saved (using some strange fi nancial logic) but that wasn’t at issue. What was was that he hadn’t declared them. Claiming non-disclosure was allowed due to the confi dentiality of the Foreign Currency Deposit Act was a twisting of interpretation of a law unbecoming a lawyer, let alone the Chief Justice. Whist the “commingling” of peso deposits also defi ed that President Aquino’s fi xation on eradicating corruption reasonable belief. Don’t let a “good” crisis go to waste: One-upmanship in local responses to the COVID-19 pandemic Julian Thomas B. Alvareza, Jahm Mae E. Guintoa,b, Joseph J. Capunob† aAsian Development Bank bUniversity of the Philippines Abstract Unlike in previous crises, the COVID-19 pandemic has wrought a crisis affecting all population groups, all economic sectors and all jurisdictions in the Philippines, as elsewhere. The impact of the COVID-19 vary across localities, however, partly due to differences in local government responses to the pandemic. Our objective is to examine the patterns in the types and timing of local responses among neighboring local government units (cities) for evidence of one- upmanship among their incumbent leaders (mayors). We assembled data for 25 selected cities and then grouped them into 28 neighborhood clusters. Using three indicators, we measure the immediacy, primacy and distinctiveness of the local responses within each cluster over the period March 2020-March 2021. Of the 28 clusters, we find in 19 (67.9 percent) evidence of one- upmanship consistent with the view that the type and timing of local responses are driven by mayors who wish to signal their talents and abilities.

“Our wildlife enforcers deserve a salute for their efforts to recover a national treasure – the blue-naped parrot that is endemic to Luzon and classified as ‘near threatened’ or may be considered threatened with extinction in the near future,” sabi ni Cimatu.

“We at the Department of Environment and Natural Resources (DENR) give our full support to the initiatives of the legislators who are seeking to reinforce and recalibrate the existing Wildlife Act, particularly against wildlife traffickers who wreak havoc to our biodiversity that causes the imbalance in our ecosystems, impacting not only our livelihood but our economy in general,” saad ni Cimatu. Ginawa ni Cimatu ang pahayag matapos ang anunsiyo nina Senadora Cynthia Villar at Senador Juan Miguel Zubiri sa paghahain ng Senate Bill (SB) 2078 at SB 2079. “The Senate bills came at the most opportune time amid the COVID-19 pandemic, when many notorious and organized traffickers are taking advantage of the situation by resorting to online markets, and changing traffic routes which prove to be more challenging to our law enforcers.” “With this, we are giving the culprits a stern warning that we are vigilant on their criminal schemes, and that we are very keen in our enforcement operations. We in the Department cannot tolerate any of their criminal acts,” saad pa ni Cimatu. Kaugnay nito sinabi naman ni Villar na ang SB 2078 ay napapanahon para sa “relevant amendments” sa RA 9147.

(Photo courtesy of MMDA) QUEZON CITY, Feb. 24 (PIA)--The much anticipated dredging operations along Tullahan-Tinajeros River System begins today, February 24, according to the Department of Environment and Natural Resources (DENR). “It’s all systems go for the Tullahan-Tinajeros dredging project, which is an important part of the Manila Bay rehabilitation program,” DENR Secretary Roy A. Cimatu said. The 36.4-km river system, which starts from La Mesa Dam in Quezon City and drains into the Manila Bay at Centennial Park in Navotas City, is one of the dirtiest waterways emptying into the historic bay which has been undergoing rehabilitation since January last year. The dredging project is covered by the memorandum of agreement entered into by the DENR with food and beverage giant San Miguel Corp. (SMC) last year. DENR Secretary Roy Cimato handsover the dredging to Mr. Ramon Ang of SMC. (Photo courtesy of MMDA) The agreement formalized SMC’s participation in the Adopt-an-Estero program, a priority initiative of the DENR and a key strategy to address the continuing mandamus of the Supreme Court to clean up Manila Bay.
