    1 VALP Housing Land Supply Soundness document June 2018 Introduction 1.1 This document accompanies the Submission Vale of Aylesbury Local Plan (VALP). It sets out the housing trajectory and housing land supply position based on the housing requirement and allocations within the Pre Submission VALP. It shows that a 5 year housing land supply can be demonstrated at the point of adoption. 1.2 This housing trajectory and housing land supply calculation is different to that in the latest published Housing Land Supply Position Statement (currently June 2018). It takes into account the redistribution of unmet need to Aylesbury Vale which is a ‘policy on’ matter. It is not appropriate to use ‘policy on’ figures for the purposes of calculating a 5 year housing land supply in the context of determining individual planning applications because they have not been tested through examination and found sound. 1.3 The ‘policy off’ approach to calculating the five year supply for application decisions has been endorsed by recent inspectors.1 In the Waddesdon appeal (July 2017) the inspector concluded at paragraph 81 that: “Although there may be some distribution from other districts to Aylesbury Vale, and although what this figure is might be emerging, at this stage in the local plan process any redistribution would represent the application of policy and thus represent a ‘policy on’ figure. As the Courts have made clear this is not appropriate for consideration in a Section 78 appeal and I am therefore satisfied that for this appeal the OAN figure for Aylesbury Vale should be 965 dwellings per annum”.

The M40 motorway passes through the south of the Core of medieval hunting area. The area is unusual in that it has another LCA within it. This is because forest of Bernwood Brill Hll rises from the centre of this undulating landscape. Low undulating landscape Landscape character This area was once the core of the medieval hunting High density of forest of Bernwood. This is reflected today in a generally dispersed woodland cover settlement pattern and large areas of ancient woodland. The area has a gently undulating landform, which is predominantly pasture. The intensity of Pre 18th century management in places appears to be low with areas of rough, wet grass, hedgerow pattern in scrub and scrubby woodland giving a wild character.

INTRODUCTION This study of Thomley (S P 631090) covers the period 1086-1349, with emphasis on the 13th and early 14th centuries. ILs main purpose is to explain the eventual desertion of the settlement through an examination of land-tenure and local society. While there are indications that smallholders, even those with half a yardland or less, were not badly off, it is equally clear that the village was declining in this period: between 1279 and 1377 the recorded population dropped by at least a third. Thomley's final extinction lay in the 16th-century enclosures, but its decay can probably be traced back to earlier circumstances: its marginal position between two larger villages, the lack of any focus such as a church or market, and a tendency for holdings to pass into the hands of outside proprietors.

There is a list of registered stakeholders (including county councils, businesses, wildlife trusts etc.) who are invited to periodic presentations by Highways England, but there has not been consultation of any sort with the affected communities. Local Councils should have alerted Local Parishes which in turn should have alerted their parishioners, but this hasn’t happened robustly, and in some cases, the Local Councils claim to have been kept in the dark. In short, there has been no regular flow of information from the planners to the affected communities. There were some meetings in November for Parish Councillors and registered Stakeholders to attend, but none of these involved the local communities. Indeed, most communities and Parish Councils do not feel empowered to, or know how to, contribute and try to affect Highways England’s planning. Across the arc of the corridor, the Government wants to build one million new homes by 2050, housing about 2 million more people.

    LOCAL WALKING ROUTES Aylesbury Walks Outer Aylesbury Ring - For a long challenge that can be done in sections there is this walk which is a fully signed route. Some sections can also be walked individually as circular walks and each section has a guide. It could be done in sections, and as it crosses the main radial roads, public transport could be used to get to starting places and from end points. Buckinghamshire Walks: • Weston Turville Reservoir is managed as a nature reserve by Bucks, Berks and Oxfordshire Wildlife Trust (BBOWT) who also have guides to Wild Walks on their reserves. • The Waddesdon Greenway is a flat traffic-free walk from Aylesbury Vale Parkway station to Waddesdon Manor and Waddesdon village. It is about 4km (2.5 miles) each way. • Wendover Woods is a lovely place to walk and has signed walking trails. • The Aylesbury Arm of the Grand Union Canal starting from Aylesbury Canal Basin in the town centre makes a good flat walk to Buckland, Marsworth, Bulbourne or even Tring and Berkhamsted. From Bulbourne there is the option to follow the Wendover Arm of the canal, to Buckland Wharf near Aston Clinton, then Halton and ultimately Wendover. The canal network is managed by the Canal & River Trust which has more information.
