Cimatu (RTVM / MANILA BULLETIN) This was part of the DENR’s response to a letter sent by the office of Manila Mayor Isko Moreno last Sept. 7, seeking the agency’s clarification on the safety of dolomite to public health. In his response dated Sept. 8, Cimatu pointed out that beach nourishment is the practice of adding sand or sediment to beaches to combat erosion and increase beach width. Beach nourishment, he explained, should be applied in Manila Bay because “Manila Bay is not considered prone to coastal erosion as it is mostly protected by seawalls, but the beaches are very narrow.” He cited that under the writ of continuing Mandamus issued by the Supreme Court on Dec. 18, 2016, a marching order was given to 13 government agencies, including the DENR to spearhead the clean up, rehabilitation, and preservation of Manila Bay “to make it more suitable for swimming, skin diving, and other forms of contact recreation and for protection of coastal communities.” “After dredging and clean up of the Bay, it was agreed upon by members of the different agencies involved in the rehabilitation of Manila Bay that the initial beach nourishment in Manila Bay will be applied in segment between the area fronting the US Embassy and the Manila Yacht Club to mimic a sort of a ‘pocket beach,’ the northern portion protected by the compound of the US Embassy and the south side sheltered by the Mall of Asia compound,” the letter read.

The 2019 midterm elections, like the 2016 presidential election, buttress this observation. This ugly side of electoral contests is documented by Tsek.ph, a pioneering collaborative fact-checking initiative launched by three universities and eleven newsrooms specifically for the midterms. Its repository of fact checks provides valuable insights into the nature of electoral disinformation before, during and after the elections. Clearly, electoral disinformation emanates from candidates and supporters alike, on conventional (e.g., speeches and sorties) and digital (e.g., social media) platforms. Its wide range of victims includes the media no less.     CongressWatch Report No. 191 Report No. 191 13 June 2016 The 17th Congress: An overview The 2016 Philippine Election proved to be successful in terms of voter turnout, with over 44.3 million Filipinos (84% of total registered voters) participating, resulting to a substantially higher turnout rate than those of previous election years. And with the conclusion of the canvassing of votes by the COMELEC and the National Board of Canvassers (NBOC), we now have an overview of the incoming 17th Congress. The Senate Of the 24 senators serving in the 17th Congress for the next three years, six are from the Liberal Party (LP), five are Independent, four are from the United Nationalist Alliance (UNA), three each from both the Nacionalista Party (NP) and the Nationalist People’s Coalition (NPC), and one each from Laban ng Demokratikong Pilipino (LDP), PDP-Laban, and Akbayan. Out of the 12 incoming senators in 2016, only three are incumbents and majority (9 out of 12) are first-term senators, though four of them have already served previously in the Senate. Of the remaining 12 who started their terms in 2013, five will be finishing their second terms by 2019. From the 16th Congress, six senators are ending their second terms; out of the six, one will be serving in a lower position (Sen. Pia Cayetano won as the Representative of the 2nd District of Taguig), two others ran for higher and lower offices but lost, while the remaining three opted not to seek any other elective position. Shortly after the results of the elections were released to the public, Lakas-Christian Muslim Democrats (Lakas- CMD), NP, and NPC signed a coalition agreement with PDP-Laban, incoming President Rodrigo Duterte’s political party, thereby, comprising the presumptive majority bloc in the Senate.
