ANC2E remains seriously concerned about the new party and alcohol policies. These policies have unintentionally resu lted in encouraging more parties to be held off-campus. Both for student safety and neighborhood peace and quiet, on-campus activities are always preferable t o off-campus partying in our view. We note with great concern the adverse effects of off­ campus partying on the Georgetown and Burleith neighborhoods, and believe that recent actions by the University have exacerbated the situation. We once again urge that the University not adopt policies or regulations which encourage off-campus parties, and that administrators keep in mind the concern of the community as they continue to evaluate these policies.

The Alcohol Policy

Party registration. Keg bans. Suspensions. For a school that once housed a bar in the basement of , Georgetown has changed an awful lot.

In May 2007, as students buckled down for finals and seniors prepared for graduation, Vice President for Student Affairs Todd Olson announced a revised alcohol policy that applied strict rules to on campus parties. The sneaky move, which caught many students off guard, effectively killed on campus parties thereafter. Although student-based suggestions at the end of the 2008- 09 academic year led to minor changes in the policy, make no mistake--Georgetown' s party scene has never been the same.

In case you've forgotten, the policy limits the size of on campus parties (25 to 35 attendees, with some exceptions for and Village A rooftop apartments), suspends students if they run afoul three times, and hilariously bans "board games .. . such as 'Drinko', 'Keel Over', and ' Shots and Ladders'." (No! Not Drinko!)

Are you sick of the bickering between students, administrators, and residents about the 2010 Campus Plan? Well, if weren't for the alcohol policy, we'd probably hear much less about town­ gown relations. The strict regulations encouraged students to move parties off campus, turning many Burleith and West Georgetown residents into angry, sleep-deprived people. Their complaints even led the D.C. Metropolitan Police Department to issue 61D citations for "excessive noise." (And of course, ifyou receive a 61D citation, it lands on your arrest record.)

Fellow Residents,

I am sure you are all frustrated when, after seeming to have made so much progress working together, our house disrupted the community again the this past weekend.

Please know I personally regret these events. Much earlier in the semester, l offered to host the annual Christmas dinner and party for a campus organization. While my house mates agreed, they were not involved and most of them not home at the time. I was expecting that due to final exams and students leaving for the break, this would be a relatively simple and quiet affair.

When those coordinating the event began showing up Friday afternoon with large amounts of food and drink, I should have put a stop to things. I explained to them the current situation with the neighbors, and that I had some serious doubts about the feasibility of having a quiet party. However, they promised things would be kept under control. They complained it was too late to move the event elsewhere, and I had already committed, and I backed down. This was a large error and irresponsible on my part.

Later that night, I was offered no help from ANY members of my organization controlling the number of people coming or leaving, or monitoring underage drinking. Over the course of the evening, many of my things were broken, my house was damaged and I had over $200 in personal items stolen. The next day, I again did not receive help from anyone to rectify of these matters, and my angry emails and phone calls were largely ignored.

It was an utterly unacceptable situation from all ends. First, in that the party was out of control and disruptive to our neighbors. I had informed the members of my organization multiple times of the current situation with the residents of Burlieth, and that everyone was to keep the noise down or leave. Neither of these things happened; after arriving in my house, an of my requests were ignored and l received no support throughout the night. As this was the first time i had ever personally hosted such a party. I realized now I should not have been surprised, but that evening I was unfortunately naive.

This is a second problem on a personal level, as I had promised my housemates something !ike this would not occur, considering our recent events to reach out to the neighbors, and how poorly this reflects on our house.

Please be assured, l wi!l never attempt to host another such gathering, either with this organization or others, in the future. I found the ordeal over all and utterly infc.riating, as I am sure you all did as welL and it was only my Ignorance of these types of events led me to believe it was an even feasible idea in the first My expectations- a small, group people at my house getting together for a quick break Christmas - were far from what occurred.

! forgot to file a report on the events of last weekend, but thought! had better do it before the April 21 meeting.

On Friday, April 9, there was a ve1y noisy party on 37th Street Since I did not know from which house it was coming, J didn't do anything about it; the noise abated somewhere after 1 a.m.

On Saturday, Apri! 10, there was a party at 1922- 38th Street. across the street from my house. 1he party started late. loud music, the usual noise in the street, and about 70 students pouring in and out of the house, shouting and laughing. ! called SNAP around 12:30 a.m. and the police around 1 a.m. SNAP came about 1 a.m.; then Ed Solomon and his wife drove up: and finally two police cars. Tit€ students started slipping out of the back door so as not to be seen (l). A young woman named Beth who lives in the house came out to talk to the police. She was quite inebriated. SNAP, the Solomons and the police were there for quite a long time By 2 a.m., the house was empty and the street was quiet for the rest of the night

Except for the loud talking when students come home late during the week, the street has been quiet. Let's see what this Saturday night will bring.

Last night was a tough one: Party at 1935- 38th St. that began at 4 p.m. with a large group out on their back deck. Got louder and louder as the afternoon and evening wore on and they got drunker and drunker. but happily it was o~.er by 11 p.m. Made it impossible to use my deck in the evening, however.

A large noisy party at the corner of 38th and T went on until around 3 a.m. with the usual shouting and drunken carrying on. Around 2:30a.m., several young men started running back and forth down the 38th street block shouting to one another.

A group outside on the porch of 1928. 38th Street responded to a request at 12:30 a.m. to please go inside. They dtspersed. some left and the rest went inside. Yeah!

AI 5:30a.m. two girls parked their car in front of my house (1925 38th), banged the and yelled to one another as they crossed the street. going tirst up to 1928 and then crossing back to 1924 where they went inside. Not much one can do about that, except that it didn't make me wry happy after I finally had fallen asleep around 3 a.m. to be awaked 2 1/2 hours later by the two girls.

Such is life. I'm discouraged, and the warm weather is only just beginning. Corinna

Good morning everyone- For your record keeping purposes thought I would let you know that I called 911 last night to report a party going on next door to us at 3549 S Street. To my knowledge no one ever came and the party finally left at 11 :45ish. At that point I called the police to let them know the party broke up. Before they had the party one of the kids next door told me that they were having people over for a Thanksgiving dinner and that everyone would be out by 9:00. Everyone showed up at 5:00, if they ever ate dinner you couldn't tel! as there were loud groups in back and loud bass pumping from about 7:00 onwards. I didn't report anything, giving them the benefit of the doubt, we went out for dinner and when we got home the party was still going on even loudeL This morning I saw an ice luge for vodka in their back yard area. Sounds like a great Thanksgiving tradition, vodka luge and pounding bass-I might try it for our Thanksgiving this year-1 am sure my parents would love it Also, I think the house on the end, 3551 S Street had a huge party on Thursday night, we feel asleep to bass pumping through the walls from about 10:30 to midnight Quite frankly I was too tired to ca!l it in Finally, since I am now on a rant, two weeks ago in the middle of a Saturday afternoon the group oi gt;ys who I believe live at 3536 S Street decided to play football through the lawns of their neighbors on that side of the street, shouting at each other and what not I finally went out to tell them to knock it off when they moved into the street and hit my car with the football and when I could no longer have a phone conversation inside my house over their noise I told them in no uncertain terms that this was a quiet neighborhood and they should knock it off. They of course said they just wanted to play football and told me I should have asked them nicely, I mformed them that there were three parks Within a quarter of a mile and they could take their football there. I a!so think these delightful fellows were at the party last night, but I can't be sure. Sorry to rant, we are just really tired of this. I avoided living near party houses in college and now that I am in my thirties I certainly don't want to be near them. At this pomt we are hoping to move in the new year, the stress and misery just isn't worth it -Shana and Mike.

Called in a 91.1. to a totally out of control party where they had beer cans spread all over the lawn, screaming, fighting ... pretty early in the evening. When the police arrived, about thirty or forty of them dressed in medical lab coats went running down the alley. I hope they are not working at the medical school tonight.
