Sec'y 285 Cental Park West Corporation 1740 Broadway New York, NY 10019 Pursuant to Section 25-307 of the Administrative Code of the City of New York, the Landmarks Preservation Commission, at the Public Meeting of July 1, 2003, following the Public Hearing of June 24, 2003, voted to grant a Certificate of Appropriateness at the subject premises, as put forth in your application completed on May 29, 2003. The work, as approved, is to establish a master plan governing the future installation of aluminum windows throughout the building facades excluding the curved glass windows found within the corner tower bays. The proposed aluminum replacement windows produced by two different manufacturers will match the original multi pane casement windows, arched-headed multi pane double-hung bay windows and square-headed multi pane double-hung windows, and will feature a baked-on light-tan enamel finish (Benjamin Moore 920). All proposed work was shown in 17 (seventeen) presentation boards consisting of historic photo and current condition photo boards, material samples, historic paint analysis and existing and proposed drawings, dated June 15, 2003, prepared by WJE Engineers and Architects, P.C., submitted as components of the application, and presented at the Public Hearing and Public Meeting. In reviewing this proposal, the Commission noted that the Upper West Side/Central Park West Historic District designation report describes 285 Central Park West as a Beaux-Arts style apartment building, built by Robert Lyons in 1904-05; and that the building's style, scale and materials contribute to the special architectural and historic character of the Upper West Side/Central Park West Historic District. The Commission finally noted that the existing multi pane casement windows, multi pane arched headed double-hung windows and multi pane square-headed double-hung windows are considered special windows. With regard to this window proposal, the Commission found that the removal of the many different modern windows found throughout the facades will unify the fenestration pattern on the building; that the small differences resulting from the two windows proposed by two different manufacturers will be imperceptible from the street; that the proposed multi pane casement windows, arched headed multi pane double-hung windows and square-headed multi pane double-hung windows will closely replicate the historic windows in terms of configuration, operation, details and finish and therefore the change in material will not be perceptible from the street; that the profiles, dimensions and shadow lines of the proposed replacement windows, including the bullnose brick mold and the vertical center muntin will closely match those found on the historic windows; that the proposed light buff color painted finish for the windows is based on a historic paint analysis, and is in keeping with the color palette of the building; and that for these reasons the changes proposed under the master plan will be in keeping with the building, the streetscape, and the Upper West Side / Central Park West Historic District. Based on these findings, the Commission determined that the work is appropriate to the building and to the historic district, and voted to approve it. However, in voting to grant this approval, the Landmarks Preservation Commission made its determination subject to the condition that two sets of final signed and sealed drawings showing the approved proposal, which will be filed with the Department of Buildings, be submitted to the Landmarks Preservation Commission for review and approval. Subsequently, on August 28, 2003, the Commission received two sets of a final drawing labeled W-0 through W- 6, W-10, W-20, W-21, W-24, W-25 and W-26, dated June 15, 2003, prepared by WJE Engineers and Architects, P.C. The Commission reviewed the submitted drawings and found that proposal approved by the Commission has been maintained. Therefore, these drawings are being marked approved by the Commission with a perforated seal, and this Certificate of Appropriateness is being issued. This master plan sets a standard for future window replacement throughout the building, and specifically identifies drawings which describe the approved master plan in detail. If you wish to move forward with a portion of the work covered by the master plan, a completed application form signed by the owner of the building, identifying the specific location(s) of the work, and stating that the work will conform to the approved master plan drawings on file with the Commission, must be submitted. The staff of the Commission will review the application to determine that all of the proposed work is in conformance with the master plan. Upon such a determination, the staff will then issue an Authorization to Proceed for the proposed work. This permit is issued on the basis of the building and site conditions described in the application and disclosed during the review process. By accepting this permit, the applicant agrees to notify the Commission if the actual building or site conditions vary or if original or historic building fabric is discovered. The Commission reserves the right to amend or revoke this permit, upon written notice to the applicant, in the event that the actual building or site conditions are materially different from those described in the application or disclosed during the review process. All approved drawings are marked approved by the Commission with a perforated seal indicating the date of approval. The work is limited to what is contained in the perforated documents. Other work or amendments to this filing must be reviewed and approved separately. The applicant is hereby put on notice that performing or maintaining any work not explicitly authorized by this permit may make the applicant liable for criminal and/or civil penalties, including imprisonment and fines.
