Blue Earth County Child Care Assistance

Child Care Assistance Program (CCAP): CCAP helps pay for child care so low-income families can work, job search, or attend school while moving towards self-sufficiency. CCAP helps pay for children up to age 12 and for children with special needs up to age 14.

There are 3 types of funding: o Families participating in Minnesota Family Investment Program (MFIP) o Families that had an MFIP case close within the last 12 months (TY) o Low-income families that may be eligible for the Basic Sliding Fee program (BSF)

Minnesota Valley Action Council (MVAC) (Not a shelter)

• Contact: (507) 345-6822 • Address: 706 N. Victory Drive, Mankato Energy Assistance Program (EAP): EAP is a program to provide funds to help pay heating and energy bills. EAP is for: Wage Earners, Self-Employed persons, seniors, and other low-income households. Eligible applicants include: home owners, renters who pay heating costs, and renters with heat included but pay electric. Energy Related Repair Program (ERR): ERR provides emergency repair or replacement of heating systems for Energy Assistance clients. To be eligible, you must be approved for energy assistance, own your home, and have a non-functioning heating system. Rural Housing Assistance and Stability Program (RHASP): The is a six-month case management program to help homeless households get into permanent housing. RHASP monies can pay the 1st month’s rent and support services including utilities and child care. Food Assistance and Resources

ECHO Food Shelf • Address: 1014 S. Front Street in Mankato • Contact: 507-345-7508 ECHO is a client choice food shelf. Proof of residency in Blue Earth County or North Mankato is required to receive assistance. Households can visit up to 12 times per year. Food available include soup, beans, fruits, vegetables, cereal, tuna, eggs, peanut butter, pasta, meat, rice, and milk. Other items may or may not be available during any given visit. Blue Earth County – 410 S. 5th Street. Application required to determine eligibility.

Supplemental Nutrition Assistance Program (SNAP) • Contact: 507-514-3535 Formerly Food Stamps, a federal program that provides monetary food assistance to qualified individuals in the form of an EBT card that can be used at grocery stores and other participating locations. Eligibility depends on your household’s size and income.

Women, Infants, and Children (WIC) • Contact: 507-304-4163 Vouchers for food available for women with infants and children up to the age of 5.

Salvation Army • Address: 700 S. Riverfront Drive in Mankato. • Contact: 507-345-7840 Free meal 7 days a week from noon-1pm open to anyone. Free bread and bakery items are also distributed during this time. Holiday food packages and a summer meal program are available in addition to emergency services and a seasonal shelter.

Minnesota State University, Mankato • Contact: 507-389-6076 Kitchen is a food rescue organization that provides meals to those served by the Welcome Inn, Theresa House, ECHO Food Shelf, and households referred by Blue Earth County Social Services.

Each pack supplies breakfast, lunch, and snacks for weekends and school breaks during the school year. Register anytime during the school year.

Hot Meals on Wheels • Contact: (507) 387-4076 • Website: https://vinevolunteers.com/services/hot-meals-on-wheels/ Volunteers deliver a nutritious meal each weekday at 12:00 noon to people living in Mankato, North Mankato, Skyline, Le Hillier, and Eagle lake for those who have difficulties shopping for or preparing their meals. There are no age or income requirements. The beneficiary also receives a valuable safety check each day. Meals cost $3.50/day.

______It is crucial that you are saving your own money to cover these expenses as well, as money may not be available at the time you apply. If rent is $750.00/month, then the deposit cannot be more than $750.00. Some housing units require the deposit up front along with the application fee. Ideally, applicants should have the deposit and 1st month’s rent ready upon applying to be move in ready.

General Appeal Process ❖ Please note that the appeal process may be different with each property management company/landlord, so please ask about their specific appeal process*

❖ The first step is to apply for housing. After applying, applicants should receive an acceptance or a denial letter. If not, you can request this from your landlord.

❖ If denied, the applicants may want to request an appeal, sometimes called a grievance hearing. The denial letter may request that the landlord receive a letter requesting an appeal by a certain date. If you did not receive a denial letter, ask about the denial process over the phone with the landlord.

Some common reasons for denial include • Recent criminal history • Poor rental history/Past evictions • Providing incorrect information on your application

❖ If the negative information is criminal activity, you can still present “mitigating circumstances” and show/tell why the landlord should not deny you. Mitigating circumstances are things that show the criminal activity is not likely to happen again, and that you would not pose a threat to the safety of other residents/neighbors. If you can show these things, the landlord may still approve your application.

❖ If you did treatment, counseling, or community support programs or groups, like being in religious or cultural groups or activities, you may have a better chance of approval by the landlord.

❖ If the negative information has to do with illegal drug or alcohol use, the landlord may still consider you if you completed a treatment program. A letter from the treatment center should be good enough proof that you completed the program.

❖ If the negative information has to do with a past eviction, do your best to describe the circumstances/barriers you were facing in the past and how you are doing better in the present. Describe what has changed and it may be helpful to emphasize income (if non- payment of rent was an issue) 17

Urgent Care Urgent care should be used for minor injuries and illnesses. These include fevers, colds, sore throats, headaches, earaches, skin allergies and rashes, sprains, fractures, minor burns, minor cuts and lacerations, eye infections, and urinary tract infections. Urgent care is available for walk-ins; it is not necessary to set up an appointment.

How Old is Old Enough to be Left Alone?

Minnesota Law for Supervision: Children age 7 and under are always to be supervised. Children age 10 and under cannot provide babysitting. A child’s age, mental ability, and maturity level is different in every child. Children may not be ready even if they fit the age guidelines. • Children ages 8-10 can only be left alone for up to 3 hours. • Children ages 11-13 can only be left alone for up to 12 hours. • Children ages 14-15 can only be left alone for up to 24 hours. • Children ages 16-17 need a plan in place about how to respond to an emergency.

Babysitter Requirements: • Children ages 11-13 can only babysit for up to 12 hours. • Children ages 14-15 can only babysit for up to 24 hours. • Children ages 16-17 can babysit for more than 24 hours with adequate adult back up supervision.

Job Seeking and Employment

WorkForce Centers can provide information on completing applications, resumes, and interviews. Some services that they offer are career counseling, classes and workshops to help build skills, assessments to make informed career decisions, and resources to help look for work. MANKATO EDA: PUBLIC HOUSING

• Mankato’s public housing is found throughout the city, rather than in one location or neighborhood. Public housing assists low-income people and families to live in subsidized housing managed by the city of Mankato. Program participants pay 30% of their income for rent and utilities.

• Staff manages close to 270 properties throughout Blue Earth County, from 1-5 bedroom and single-family homes. Applicants may apply for housing in Mankato, Eagle Lake, Madison Lake, Mapleton and Lake Crystal. To qualify, applicants must meet income guidelines, have good rental references and pass a background check.

Tips for Rental Searching

• Avoid Scams o NEVER give any landlord ANY money until you have viewed the property with the landlord present. o If something feels wrong with a listing, you are feeling rushed by a potential landlord, or the whole experience with a renter seems too good to be true, it may be wise to not pursue that listing. • Know what you want and need o Complete a budgeting form with your case manager to know what you can afford. o Be prepared to know how many bedrooms you need and if you have any special accommodations (i.e. handicap accessible first floor living, etc.) • Stay positive and motivated o Searching for an apartment is stressful but keeping your goal in mind is so very important. Transportation Resources MVAC’s Wheel Get There • Contact: (507) 345-0446 The Wheel Get There program sells cars to low-income people at a discount. Prices typically range between $400 and $700. To qualify, you must be over 18, reside in a county served by MVAC (Blue Earth, Brown, Le Sueur, Faribault, Martin, Sibley, Nicollet, Waseca, and Watonwan), and are low-income. Employment Transportation • Contact: (507) 385-8127 • Vine offers employment-related transportation for single parents, refugees, and other low-income workers. Vine also transports young children of low-income workers to daycare while their parents go to work. This is a 6-month transitional program designed to allow workers time to find permanent transportation. Employment transportation is $3/ride and an additional $1/ride for children being dropped off for daycare.
