Initially appointed for a five year term, Mr Scott recently had his contract renewed for a Public Broadcasting, ASIO second term by the ABC Board. Australia Muslim Advocacy Network
1. The Australian Muslim Advocacy Network (AMAN) welcomes the opportunity to input to the UN Special Rapporteur on the Freedom of Religion or Belief as he prepares this report on the Impact of Islamophobia/anti-Muslim hatred and discrimination on the right to freedom of thought, conscience religion or belief. 2. We also welcome the opportunity to participate in your Asia-Pacific Consultation and hear from the experiences of a variety of other Muslims organisations. 3. AMAN is a national body that works through law, policy, research and media, to secure the physical and psychological welfare of Australian Muslims. 4. Our objective to create conditions for the safe exercise of our faith and preservation of faith- based identity, both of which are under persistent pressure from vilification, discrimination and disinformation. 5. We are engaged in policy development across hate crime & vilification laws, online safety, disinformation and democracy. Through using a combination of media, law, research, and direct engagement with decision making parties such as government and digital platforms, we are in a constant process of generating and testing constructive proposals. We also test existing civil and criminal laws to push back against the mainstreaming of hate, and examine whether those laws are fit for purpose. Most recently, we are finalising significant research into how anti-Muslim dehumanising discourse operates on Facebook and Twitter, and the assessment framework that could be used to competently and consistently assess hate actors. ARTICLES The Australian Parliament and Climate Change: Are the Institutions Inadequate? Aynsley Kellow * Professor Ross Garnaut, engaged by the Australian state and territory governments to report on the issue, once described climate change as a ‘diabolical problem.’1 So it has proved to be, with the issue contributing to the demise of the Howard Coalition Government, the Prime Ministership of Kevin Rudd, the ALP Government of Julia Gillard after Rudd, and the Leadership of the Opposition of both Brendan Nelson and Malcolm Turnbull – although Gillard continued to govern with the support of independents and the Greens. While climate change is indeed a problem, during 2009 there was bipartisan support for an emissions trading scheme, and it is difficult at first blush to understand why the Parliamentary arena is so liberally littered with political corpses. The inevitable question arises as to whether the recent history of policy on this issue calls the adequacy of Parliamentary institutions into question. This paper critically examines the recent trajectory of the issues at the Commonwealth level. It suggests that the explanation is to be found in the nature of the issue itself, including the policy response that has dominated the debate in Australia, and in the exploitation of the issue for political advantage. Climate Change Legislation The Carbon Pollution Reduction Scheme Bill 2009 (CPRS Bill), one of six related Bills, was introduced to the House of Representatives on 14 May 2009, was passed on 4 June and was introduced into the Senate on 15 June. The Bill included an initial target to reduce Australia’s annual GHG emissions by five per cent of 2000 levels by 2020, if there was no overall global agreement to reduce emissions. -

Anne-Maree Tiernan BA (Australian National University) BComm (Hons) (Griffith University) Department of Politics and Public Policy, Griffith University Submitted in fulfilment of the requirements of the degree of Doctor of Philosophy November 2004 Abstract This thesis traces the development of the ministerial staffing system in Australian Commonwealth government from 1972 to the present. It explores four aspects of its contemporary operations that are potentially problematic. These are: the accountability of ministerial staff, their conduct and behaviour, the adequacy of current arrangements for managing and controlling the staff, and their fit within a Westminster-style political system. In the thirty years since its formal introduction by the Whitlam government, the ministerial staffing system has evolved to become a powerful new political institution within the Australian core executive. Its growing importance is reflected in the significant growth in ministerial staff numbers, in their increasing seniority and status, and in the progressive expansion of their role and influence. There is now broad acceptance that ministerial staff play necessary and legitimate roles, assisting overloaded ministers to cope with the unrelenting demands of their jobs. However, recent controversies involving ministerial staff indicate that concerns persist about their accountability, about their role and conduct, and about their impact on the system of advice and support to ministers and prime ministers. -

Labor welcomes the Government’s acknowledgement of the crisis in the family court system, and the pain it is causing families caught up in it. This situation has been going for far too long, and has worsened on the Government’s watch. Reform is needed but already serious concerns have been expressed as to some of the potential consequences of what the Government is proposing. This is especially the case in regard to the removal of the Appeals Division of the Family Court – which means that the toughest and most complex family law cases will no longer be heard by specialists. At the moment we have a lack of detail and will examines the legislation closely when it is made available. Estimates are a vital part of our parliamentary process and our democracy. They provide the opportunity for Senators to examine the performance of the Departments and Agencies. It allows us to scrutinise policy, programs and performance. Such scrutiny is very healthy for our political and administrative processes. It invariably provides many illuminating insights into the management of our government and it’s not, as this week’s Update will attest, – all good news. -
Recognition for Two Doyens of Intellectual Leadership
Media Release 07/10/20 Recognition for two doyens of intellectual leadership Gerard and Anne Henderson have been recognised with honorary doctorates from Australian Catholic University (ACU) for their influence on how Australian history and contemporary public policy issues are understood and debated. The award, presented by ACU Vice-Chancellor Professor Greg Craven AO GSGC, in a small ceremony in Sydney on Tuesday 6 October 2020, honours the Hendersons’ contribution to Australian history, public affairs and civil discourse. The Hendersons’ establishment and work with The Sydney Institute, and their involvement in public debate through other media outlets, has allowed Australians to understand some of the great people who have shaped our story and their legacy. Born and educated in Melbourne, Dr Gerard Henderson began his academic career with a Bachelor of Arts and a Bachelor of Laws at the University of Melbourne, and a Doctor of Philosophy from La Trobe University, where he subsequently worked in the Politics Department and the Department of Political Science, then as a teacher and scholar at the University of Tasmania. Outside of academia, Dr Henderson’s career has seen him work extensively in politics and governance. He held the position of private secretary to the Hon. Kevin Newman and later was senior private secretary to the Hon. John Howard MP. Dr Henderson has also served with the Commonwealth Department of Employment and Industrial Relations. His political activities have involved participation in the Australia 2020 Summit in 2008 and the Australian History Summit in 2006. Also a Melbourne native, Anne Henderson has long played a role in the education of young Australians and refugees. -

Martinez University of Florida Washington College University of Florida [email protected] [email protected] [email protected] Abstract American politics today is driven largely by deep divisions between Democrats and Republicans. That said, there are many people who view the opposition in an overwhelmingly negative light – but who simultaneously possess a mix of positive and negative feelings toward their own party. This paper is a response to prior research (most notably, Lavine, Johnson, and Steenbergen 2012) indicating that such ambivalence increases the probability that voters will engage in "deliberative" (or "effortful") rather than "heuristic" thinking when responding to the choices presented to them in political campaigns. Looking first at the 2014 gubernatorial election in Florida, we find no evidence that partisan ambivalence reduces the importance of party identification or increases the impact of other, more "rational" considerations (issue preferences, perceived candidate traits, economic evaluations) on voter choice. -

The Howard Government Success but Not Succession
The Sydney Institute Quarterly Issue 33, August 2008 immediately knew that his days as Treasurer were numbered. Not only had the Opposition replaced THE HOWARD Hayden with the extremely popular Hawke. But Fraser had lost what benefit there might have been in GOVERNMENT surprising Labor by calling an early election - the normal time for going to the polls would have been SUCCESS around October 1983. And so it came to pass that Hawke Labor comprehensively defeated the Coalition at the March BUT NOT 1993 election. The ALP polled 53.2 per cent of the total vote after the distribution of preferences - a SUCCESSION Labor record. Howard was devastated by the result.
