Child and Family Nation Planner (Two Year Term)

The Okanagan Nation Alliance (ONA) is the Tribal Council for the eight member communities of the Okanagan Nation which includes , , Upper and Lower Similkameen Indian Bands, Indian Band, , and the Confederated Tribes of the Colville Reservation. The ONA’s mandate is to advance, assert, support and preserve Okanagan Nation title and rights. Further, the ONA is charged with providing members with a forum to discuss and form positions on areas of common concern.

The ONA is seeking an enthusiastic individual to work as Child and Family Nation Planner, within the Wellness Department. This position will report to the Child and Family Lead. Under the general direction of the Child and Family Lead, the Nation Planner will be responsible for the development and implementation of the ONA Child and Family Plan as approved and mandated through the Chiefs Executive Council (CEC) and Wellness Committee. This includes research and development of service delivery models and standards of practice at the Nation level to ensure integration, coordination and alignment with Nation Shared Services.

The scope of the position is wide and the positon holder will work collaboratively with the Wellness Manager, Child and Family Lead, Child and Family Community Planners to ensure the Nation Plan is responsive and reflective of community and nation needs. The Nation Planner will also work with the Ministry for Children and Family Development on Nation Service planning for effective and appropriate service delivery to our citizens.

Key Duties and Responsibilities: - Development of the Syilx Child and Family Plan and implementation thereof, including research and the development of effective models for service delivery while ensuring standards of practice are met. - Ensure effective community engagement with all ONA communities and working collaboratively with the ONA Child and Family Community Planners to best meet the needs of each community. - Ensure the incorporation of Indigenous knowledge, beliefs, values and best practices into the Child and Family Plan. - Collaborate with the Wellness Manager, Wellness Programs Administrator and Policy Analyst regarding policy as well as the development of appropriate Letters of Understanding (LOU) with MCFD and other key partners. - Work with the ONA Communication and Syilx Public Relations Specialist on the development and implementation and promotion of an appropriate communications plan for the Nation’s Child and Family Plan. - Liaise, coordinate and provide technical Child and Family support and expertise to committees and working groups as delegated by the Child and Family Lead, that may include convening and chairing of meetings, developing of Terms of Reference, leading of planning sessions, drafting papers, briefing notes, communiqués, policy documents, recommendations and writing reports. - Active participation in Wellness Department staff meetings, ensuring compliance with the Wellness Department Manual and contribute to its periodic review and update, management of delegated budget according to policy, support capacity building and training within communities and actively participate in assigned ONA events. - Other duties as required.

Qualifications and Experience:

1. Must have a Bachelor’s degree in Social Work, Indigenous Studies, Community Development, Health or a related field. A Master’s degree is preferred. 2. Must have a minimum of 5 years work experience in Child & Family and Child Protection Services in supervisory capacity or management position functions. 3. Equivalent qualifications and experience will be considered. 4. Demonstrated experience and knowledge working with Indigenous child and family services. 5. Must have knowledge of CFCSA and Court processes. 6. Understanding of Indigenous cultural norms, protocols and. traditional wellness and healing. 7. Must be knowledgeable of the Federal and Provincial Government legislation and their programs and plans pertaining to Child & Family Services. 8. Demonstrated Experience in research and planning. 9. Demonstrated Experience in effective community engagement processes and planning. 10. Be in compliance with appropriate professional standards and ethics. 11. Familiar with Okanagan Nation culture and traditions. 12. Excellent computer (Microsoft suite) and organizational skills. 13. Must have excellent written and verbal communication skills and presentation skills. 14. Proven coordination, facilitation and conflict resolution skills. 15. Project coordination skills are required. 16. Must have the ability to manage time and prioritize workload in order to efficiently deal with the workload expected of the position. 17. Indigenous Ancestry preferred. 18. A reliable vehicle and a valid BC Driver’s License and driver’s abstract required. 19. Flexible work hours/willingness to work on evenings and weekends. 20. Current criminal record (vulnerable sector) check with the RCMP.
