  • SELF-IPIEREST and SOCIAL CONTROL: Uitlandeet Rulx of JOHANNESBURG, 1900-1901
SELF-IPIEREST AND SOCIAL CONTROL: UITLANDEEt RUlX OF JOHANNESBURG, 1900-1901 by Diana R. MacLaren Good government .. [means] equal rights and no privilege .. , a fair field and no favour. (1) A. MacFarlane, Chairman, Fordsburg Branch, South African League. At the end of May 1900 the British axmy moved into Johannesburg and Commandant F. E. T. Krause handed over the reins of government to Col. Colin MacKenzie, the new Military Governor of the Witwatersrand. But MacKenzie could not rule alone, and his superior, Lord Roberts, had previously agreed with High Commissioner Milner that MacKenzie would have access to civilian advisers who, being Randites for the most past, could offer to his administration their knowledge of local affairs. So, up from the coast and the Orange Free State came his advisers: inter alia, W. F. Monypenny, previously editor of the jingoist Johannesburg-; Douglas Forster, past President of the Transvaal Branch of the South African League (SAL); Samuel Evans, an Eckstein & CO employee and informal adviser to Milner; and W. Wybergh, another past President of the SAL and an ex-employee of Consolidated Gold Fields. These men and the others who served MacKenzie as civilian aides had been active in Rand politics previous to the war and had led the agitation for reform - both political and economic - which had resulted in war. Many had links with the minbg industry, either as employees of large firms or as suppliers of machinery, while the rest were in business or were professional men, generally lawyers. It was these men who, along with J. P. Fitzpatrick, had engineered the unrest, who formulated petitions, organized demonstrations and who channelled to Milner the grist for his political mill.

Barnes been told and retold for many years and in many ways. On the palm side of each person’s hands and on the soles of each person’s feet are prominent skin features that single him or her out from everyone else in the world. These fea- tures are present in friction ridge skin which leaves behind impressions of its shapes when it comes into contact with an object. The impressions from the last finger joints are known as fingerprints. Using fingerprints to identify indi- viduals has become commonplace, and that identification role is an invaluable tool worldwide. What some people do not know is that the use of friction ridge skin impressions as a means of identification has been around for thousands of years and has been used in several cultures. Friction ridge skin impressions were used as proof of a person’s identity in China perhaps as early as 300 B.C., in Japan as early as A.D. 702, and in the United States since 1902. 1.2 Ancient History Earthenware estimated to be 6000 years old was discov- ered at an archaeological site in northwest China and found to bear clearly discernible friction ridge impressions.

CLIMATIC CONDITIONS OF NEW MEXICO AND OSTEO PATHIC TREATMENT FOR TUBERCULOSIS. C. H. CONNER M. D., D.O., ALBUQUERQUE, N. M. TUBERCULOSIS is the most widely spread and general disease afflicting mankind. It prevails in all countries but more in large cities and where the population is massed together. The greatest prevalence of tuberculosis is' found where the residents are confined and restricted in the matter of fresh air and a free, open life; condi tions which would favor, on the one hand, the presence of bacilli in the atmos phere and on the other, lower the vital resistance of the individual. The etiology of this disease has a wide range of different opinions: her editary transmissions, modes of living, climate, the bacillus tuberculosis, in fection through the air, milk, meat and other articles of food and lastly, trau matism and constitutional peculiarities which I wish to discuss from an osteo pathic standpoint. Since the announ('ement by Robt. Koch of Berlin, in 1882 of the specific causative factor of tuberculosis (the so-called bacillus of tuber culosis), practically nothing has been accomplished in either limiting or pre venting the spread of this great malady. Numberless rem~dies and alleged specifics have been heralded to the world from time to time, such as the differ ent concoctions of cod liver oil, creosote and the various poisonous prepara tions known as serums.

BOARD OF AUDITORS AND Overseers of the Poor OF THE TOWN OF WESTPORT On the Receipts and Expctuliliires (or the Findncial Year ending Feb. 1, 1901. NMW HLDKDKH, MASS, MKKCL'KV I'L'IJI.ISIIING CO., I'KINTKKS, 112 AND 114 UNION STKEUT. AUDITORS' REPORT. The Auditors of the Town of Westport respectfully submit the following report of the financial condition of the town for the year ending, February i, 1901. We have examined the vouchers of the serveral depart- ments of the treasury and also those of the collector of taxes finding their accounts correct. In every case where bills were entered in the wrong department we have caused them to be entered in their proper place. John C. Macomber who retired from office last March » had faithfully served the town as treasurer and collector of taxes for fifteen years in succession and declining a further reelection retired from office, with the respect ot all citizens, irrespective of party, and was succeeded by Cortez Allen, who had held the office a number of years ago. On account of a vote passed at the annual meeting iri March, the auditors were refused authority to transfer unappropriated money to balance departments wherein there might be a deficit. The consequence was that the collector not being able to collect enough tax to equal the appropriations, the auditors have been obliged to balance nearly all of the departments by amounts due from uncollected taxes, thereby leaving the various departments without any funds to pay bills against the town.
