11. Statement by Prime Minister Shri , Prime Minister made a statement regarding recent massacre in various places in Jammu and Kashmir.

12. Private Member's Resolution — Under Consideration Shri Rama Muni Reddy Sirigireddy moved the following Resolution:—

"Having regard to the fact that:— 4TH AUGUST, 2000

(i) the population of our country has reached an alarming number crossing one billion mark in May, 2000;

(ii) the increasing population is the root cause of poverty, unemployment, corruption, crime and social unrest;

(iii) due to increased population, the results of development have not reached the common people; and

(iv) all the measures taken to check the population during the last 50 years have not yielded the desired results,

this House urges upon the Government to take immediate steps such as giving incentives to the people having small family; making small family norm compulsory for the people's representatives and employees; evolving a consensus with political parties and religious groups on making small family norms compulsory for all and starting a mass movement involving various government agencies and NGO's to spread the message about the necessity of small family to the masses."
