ANNEX A TO 1 July 2012 ORDER NO. 1

SPECIAL ORDERS FOR THE OF THE DAY (OD)

1. GENERAL: The Officer of the Day (OD) is responsible for the proper performance of the guard and security of the Cadet under the direction of the Commandant’s Sergeant , the Coordinating Officer-in-Charge (COC), Cadet Regimental , the Regimental Provost , and the Staff Duty Officer (SDO). The old and new ODs and JODs will meet with the Regimental Provost Marshal or Provost NCO prior to Guard Mount daily, for proper relief from and assumption of duty. Special instructions for the incoming OD/JOD and after action review of the outgoing OD's/JOD's day will be conducted after Guard Mount. All material required for duty will be transferred at this time. The OD will serve a 24-hour tour of duty.

2. GUARD VEHICLE:

The OD and JOD are assigned a golf cart for official business on a 24-hour basis. The vehicle will be inspected daily and the OD/JOD inspection sheet will be completed and verified by the Commandant’s Supply Sergeant by 0830, M-F, after completion of the OD's morning brief.

3. THE OD'S POST: The OD's post is on The Citadel campus. The OD will sleep in his/her assigned room. When not in class, the OD will make frequent trips around campus, including scheduled athletic events, observing the decorum and discipline of the Corps of Cadets. The OD will inform Public Safety and the COC of his/her telephone number and maintain the OD cell phone and radio.

4. SECURITY OF WEAPONS: The OD will:

a. Brief the guard on the importance of weapon security and advise them to be alert for any weapons outside of a cadet room during periods other than scheduled drills, ceremonies, or Corps rifle turn in/issue. Security violations will be reported immediately through the chain of command. b. The OD will ensure rifle counts are conducted, as directed.

c. If discrepancies in rifle counts arise, the OD will direct a second count be conducted. If discrepancies continue after the second count, the procedures outlined in the White Book, Chapter 1, Part 6-Weapon Issue, Turn-In and Security will be followed and the COC, Regimental Provost Marshal, Commandant’s Supply Sergeant and the Commandant’s Sergeant Major will be notified immediately. Unless the discrepancy is rectified by the Supply Sergeant, a search for the missing weapon will be coordinated by The Director of Public Safety (953-5114).

d. Ensure the members of the guard are aware of their responsibility to record the name, CWID#, company and weapon serial number of any cadet leaving or entering the barracks with a rifle at any time other than scheduled drill/ceremonies or rifle turn-in/issue and record it on Form CC 27 and call the Commandant's Sergeant Major. Removal of weapons from the barracks for purposes other than drill or turn-in must be approved by the Commandant’s Sergeant Major or Coordinating Officer in Charge (COC).

e. Instruct the guard to inspect suitcases, bags, etc. of cadets entering or departing barracks during periods of General Leave for unauthorized items, i.e., alcohol, drugs, weapons, etc. Guards will immediately report any rifle or rifle components discovered. If an offense occurs during duty hours, immediately notify the Commandant's Sergeant Major. If an offense occurs after duty hours, immediately notify the COC and OC to investigate.

5. SPECIFIC DUTIES: The OD will:

a. Be familiar with the duties of members of the guard and ensure all members understand their guard orders and properly perform their duties.

b. Ensure members of the guard are in the proper uniform. The Blue Book defines the proper uniform for the guard. (Field jackets will not be worn with the summer leave uniform, unless on guard and directed by the Regimental Commander.)

c. Inspect the guard at each gate at least once during each relief to ensure: neatness; proper performance of duty; knowledge of orders and proper decorum. Spot check Summerall Gate and Hagood Gate to ensure that cadets are not entering/departing through the gates in an improper uniform.

d. Eat all meals at the regularly scheduled times at the Regimental Mess.

e. Inspect each area, once in the morning, afternoon and evening, to monitor the state of police. The OD will use the respective battalion chain of command to ensure police is maintained.

f. Inspect cadet automobile parking areas at least twice during ESP for unauthorized parking, sitting in vehicles and unauthorized personnel in areas. Brief OGs not to allow any automobiles to park in front of barracks for more than 30 minutes. g. Inspect barracks during evening Call to Quarters (ESP), for quiet and compliance with regulations. Ensure OGs frequently monitor the barracks for excessive noise. h. Ensure the JOD receives "All-In" reports from OGs in a timely manner after Call to Quarters and after General/Special Leave. Check that "All-In" reports are not taken before 2300 during the week and exactly at the termination of General/Special Leave on weekends. Ensure lates and AWOLs are properly recorded and appropriate PRs completed. (“Time of return” will be noted, if known.) PRs will be submitted with "All- In" reports. i. Brief all OGs that the duty uniform is the only uniform allowed to be worn outside of the barracks during ESP (unless the cadet is X-Uniform). j. Station the guard vehicle in front of the Chapel during parades and reviews and ensure members of the guard are posted at all corners of the parade ground to halt vehicles during the playing of "To The Colors" and the "National Anthem." k. Transport any cadets falling out of a parade or review to the Infirmary. (Direct any cadet who falls out: they are NOT to go on leave that evening and to report to the Infirmary the following morning if not retained overnight. Submit names of cadets falling out to the Commandant‘s Sergeant Major.) l. Remind all OGs that clocks located in the guardroom are the official time for expiration of General Leave. Direct Bugler to blow "Steel" at the exact moment General Leave terminates. If there is a question regarding time, use the clock on Padgett-Thomas Barracks. m. Ensure all sallyport gates are closed with one side partially open to permit cadet's entry during ESP and thirty minutes prior to termination of General Leave. n. Report any unusual events to the Commandant’s Sergeant Major, COC, or Regimental Commander/SDO, depending on the time of day. o. Inspect each guardroom prior to 0830 and before 1900 for proper posting of “White Boards”, cleanliness, knowledge of guard team, inventory of regulations and forms, and duty performance. p. Report all thefts immediately to the Regimental and Battalion Provost , the COC and Public Safety. q. Assist the Supervisory BDO in monitoring cadets walking tours.

r. Immediately following any athletic event and periodically thereafter, ensure announcement of the details of any special leave privileges over the barracks PA system stating, "This privilege applies only to proficient cadets, and those not having tours or confinements."

6. ADMINISTRATIVE DUTIES: The OD will:

a. Ensure regulations and equipment to perform duties are readily available during his/her tour of duty.

b. Meet with the COC each evening at 1900 hours, along with the JOD. On Wednesday and Friday, all BDOs should also attend.

c. Meet with the Commandant’s Sergeant Major, Monday through Friday, at 0800 in his office for briefing.

d. Maintain a journal of events and provide to the Commandant’s Sergeant Major immediately following the Guard Mount at which he/she is relieved of duty. (For weekend duty, turn in all prior journals by 0900 Monday morning.)

e. Direct OGs to comply with the guard orders and complete OG Checklist, as prescribed.

f. Compile, in duplicate, a roster of those cadets who actually served during their tour of duty and turn in to the Commandant’s Sergeant Major prior to being relieved. (Indicate with an asterisk (*) any cadets substituted for another and who authorized the change.)
