The bloody dispersal which left three protest- ing farmers dead. Karapatan, in the case it filed before the UN Human Rights Council, cited the killing, illegal arrest and detention, and other rights violations against the farmers during and after the April 1 dispersal of their protest. The group sought an investigation through Maina Kai, special rapporteur on the rights to freedom of peaceful assembly and of as- sociation; Michel Forst, special rapporteur on the situation of human rights defenders; and Seong-Phil Hong, chair-rapporteur of the Working Group on Arbitrary Detention. Kidapawan farmers also filed multiple complaints—including murder—against two Cabinet members, high-ranking government officials and more than 90 police and military personnel. “Charges of murder, frustrated and attempt- ed murder, torture and physical injuries, illegal arrest and detention and other civil and political rights violations were filed by the farmer-com- plainants, including families of those who were shot during the dispersal, as well as the farmers who were illegally arrested and detained by the Philippine National Police (PNP),” Karapatan secretary-general Cristina Palabay said.
