Executive Summary INTRODUCTION In Spring 2015, the master planning team of Passero Associates and Saratoga Associates, in collaboration with Scott Blackwell Page Architect, was selected by SUNY Broome to prepare a Facilities Master Plan (FMP) that would serve as a framework for future planning.
