During the period covered by this report 1 have been denied freedcm of movementon twenty-six occasions, in hen of which they were threatened v:ith weapons. 1:. 14ost of these incidents occurred in areas of confrontation, where both sides were building up or improving their positions, and the UDPIC soltliers involved xrere mostly membersof routine patrols operating between the forward defence lines of the Sational Guard and the Turkis~~Cypriot fighters. 19. The most serious of these incidents occurred on 13 October, when a two-man UNFICYPpatrol was intercepted and beaten by four Turkish Cypriot fighters v!?ile carrying out a routine patrol. !ke Force Ccmmardermade a strong protest ta the Tur::ish Cypriot leadership , which ex..ressed its deep regret at the incident and assured him that proper disciplinary action vould be taken against those responsible. 20. A second serious incident occurred on 3 November~$66, when the meubersof a two-man UNFICYPpatrol uere manhandledby Turlcish Cypriot fighters and kicked. The Force Ccmmanderagain lcdged a strong protest ~5th the Tuzf:isi~ Cypriot leadership, vhf&, while replying that there :ias no justification for the incident and that it vould see that disciplinary action ::as taken, alleged at the sametime that the UUFICY?patrol had provoked the fighters by marking a mapnear one of their positions and acting in a suspicious and threatening manner. The numerical strength of the Nationsl Guard has been significantly reduced during the period covered. by this report. No precise information is available to WF'ICYP regarding the numberof Greek officers and other categories of military personnel frcm Greece now in Cyprus, although their presence in the Island as membersof the hational Guard has been confirmed (S/7350, para. 19). 25.     MEMORANDUM OWNERSHIP STATUS OF HOTELS AND OTHER ACCOMODATION FACILITIES IN THE OCCUPIED PART OF THE REPUBLIC OF CYPRUS The Ministry of Foreign Affairs of the Republic of Cyprus hereby publishes a list1 of hotels situated in the Turkish occupied part of Cyprus. The majority of these hotels belong to Greek Cypriot displaced persons who were forced to leave their properties following the Turkish invasion of 1974 or have been built illegally on properties belonging to displaced Greek Cypriots, in violation of the latter’s property rights and without their consent. A number of hotels belong to Turkish Cypriots or have been built on land belonging to Turkish Cypriots. The European Court of Human Rights, in its Judgment of 18 December 1996, on the individual application of the Greek Cypriot displaced owner from Kyrenia, Mrs. Titina Loizidou, against Turkey, and in the Fourth Interstate Application of Cyprus against Turkey of 10 May 2001, upheld the rights of the refugees to their properties. In the Loizidou case, the Court ordered the Government of Turkey to compensate the applicant for the time period of deprivation of use of her property and to provide full access and allow peaceful enjoyment of her property in Kyrenia. The right of the displaced owners to their properties was reconfirmed in the decision of the European Court of Human Rights (Dec. 2005) regarding the application of Myra Xenides- Arestis v. Turkey, and has since been repeatedly reconfirmed in a multitude of cases brought by Greek Cypriot owners of property in the occupied part of Cyprus against Turkey]. It should also be reminded that, according to the United Nations Principles on Housing and Property Restitution for Refugees and Displaced Persons (the Pinheiro principles) “all refugees and displaced persons have the right to have restored to them any housing, land or property of which they were arbitrarily or unlawfully deprived..”.

During the three trips conducted to Northern Cyprus in 2007, we found that three frog and toad species (Anura), 11 lizards (Lacertilia), 3 turtles (Testudinata) and 9 snakes (Ophidia) inhabit the northern part of the Cyprus Island. The distributions of a total of 26 reptile and amphibian species were observed and some ecological information on their biotopes was summarized, and the taxonomic states of some of the species determined discussed. Key Words: Northern Cyprus, herpetofauna, snakes, lizards Cyprus, with 9251 km2 area, is the part of the island has a mountain chain third largest island after Sicily and which is called Pentadactylos, made of Sardinia in the Mediterranean Sea. It is mesozoic calcareous rocks, runs in east- located in 34o33’-35o42’ northern latitudes west direction and has the highest point and 32o16’-34o36’ eastern longitudes.

    United Nations A/60/729–S/2006/177 General Assembly Distr.: General Security Council 22 March 2006 Original: English General Assembly Security Council Sixtieth session Sixty-first year Agenda item 19 Question of Cyprus Letter dated 21 March 2006 from the Permanent Representative of Cyprus to the United Nations addressed to the Secretary-General Upon instructions from my Government and further to my letter dated 10 January 2006, addressed to you, I have the honour to draw your attention to new violations of international air traffic regulations and the national airspace of the Republic of Cyprus by military aircraft of the Turkish Air Force, recorded between 16 January and 15 March 2006. On 16 January 2006, one BE-200 Turkish military aircraft coming from the flight information region (FIR) of Ankara entered the FIR of Nicosia, violating international air traffic regulations and the national airspace of the Republic of Cyprus and flying over the occupied area of Mesaoria before landing at the illegal airport of Tymbou, from where it departed on the same day towards the FIR of Ankara. On 17 January 2006, two F-16 and two F-4 Turkish military aircraft coming in one formation (2X2) from the FIR of Ankara entered the FIR of Nicosia, violating international air traffic regulations. On 18 January 2006, one C-160 Turkish military aircraft entered the FIR of Nicosia, violating international air traffic regulations and the national airspace of the Republic of Cyprus, flying over the occupied area of Mesaoria before landing at the illegal airport of Tymbou, from where it departed on the same day towards the FIR of Ankara.

In exercise .of the powers vested in the Governor by section 2 of the Curfews Laws, 1955, and delegated to me under section 2Α of the said Laws by Notification No. 618 published in Supplement No. 3 to the Gazette of the 13th October, 1955, I do hereby order as follows :— 1. This Order may be cited as the Curfews (Nicosia District No. 14) Order, 1956. 2. No person within the area prescribed in the First Schedule hereto shall be out of doors between the hours prescribed in the Second Schedule hereto except under the authority of a written permit granted by the Commissioner of Nicosia or the Assistant Commissioner of Police in charge of the area: 3. Provided that this Order shall not apply to any member of the Executive Council, Her Majesty's Forces, or the Cyprus Police Force. This Order shall come into force on the 23rd day of April, 1956. The present report on the United Nations operation in Cyprus covers developments from 25 November 2006 to 25 May 2007, and brings up to date the record of activities carried out by the United Nations Peacekeeping Force in Cyprus (UNFICYP) pursuant to Security Council resolution 186 (1964) and subsequent Council resolutions, the most recent being resolution 1728 (2006). 2. As at 30 April 2007, the strength of the military component stood at 856 all ranks and the strength of the police component stood at 64 (see annex). II. Mission of good offices and other developments 3. On 15 December, the Security Council adopted resolution 1728 (2006), by which, inter alia, it expressed full support for the process agreed upon by the Greek Cypriot leader, Tassos Papadopoulos, and the Turkish Cypriot leader, Mehmet Ali Talat, on 8 July 2006, and encouraged active participation in bicommunal discussions as described in the letter dated 15 November 2006 from the then Under-Secretary-General Ibrahim Gambari, to which both leaders had responded positively, under the auspices of my Special Representative. The Security Council called for the early completion of the preparatory phase so that a fully fledged good offices process might resume as soon as possible. At the same time, the Council regretted the continued lack of trust between the parties, which had prevented the implementation of the 8 July agreement. 4. Over the past six months, my Special Representative has continued efforts aimed at facilitating the implementation of the 8 July agreement (see S/2006/572) through intensive discussions with the two leaders and their representatives.

In a 1960 referendum, the three religious groups were asked to choose to belong to either the Greek Cypriot or the Turkish Cypriot community. They opted to belong to the Greek Cypriot community. The members of all three groups, therefore, enjoy the same privileges, rights and benefits as the members of the Greek Cypriot community, including voting rights, eligibility for public office and election to official government and state positions, at all levels.
