The challenges posed to human beings and societies around the world are considerable. Citizens’ well-being depends on how well they themselves are prepared to adapt to change. It is the responsibility of governments and international organizations to accompany citizens on their journey of permanent change. In this regard, the European Union has always been ambitious. It has set for itself de- manding goals in order to ensure a peaceful, safe and prosperous life for its citizens. The strategies and policies deployed were perhaps not always fully successful, but they have certainly significantly improved the living conditions of people across the European continent and have served as a sound basis for the further development of EU policies. “Europe 2020: a strategy for smart, sustainable and inclusive growth” is the re- sponse of the European Union to a changing environment, an environment deeply affected not only by the global economic crisis, but also by global challenges such as climate change and energy security. As a successor to the Lisbon Strategy, this strategy is designed to respond to the need to reorient policies away from crisis management towards the introduction of medium- and long-term reforms, which should promote growth and employment, while ensuring the sustainability of public finances. The impact of the “Europe 2020” strategy on other EU policies is far-reaching. All common policies, including, for instance, the common agricultural policy and the cohesion policy, need to support this strategy. The trade policy, internal market policies, the re-designed industrial policy and the common energy policy will also have to contribute towards important targets, such as higher levels of employment (through the greater participation of young people, older workers and low-skilled workers), improved conditions for innovation, research and development, meeting a series of climate change and energy security objectives, improved education levels and the promotion of social inclusion, in particular by reducing poverty. To succeed and ensure a prosperous future for European citizens, this strategy needs to be fully endorsed and implemented at national level. The member states need to set their national targets, identify barriers to growth and indicate, in their National Reform Programmes, how they intend to remove them. It is therefore of paramount importance, not only for current member states, but also for future member states of the European Union, such as Croatia, to understand and be fully informed about this new strategy, while the experiences of the Lisbon Strategy can be very instructive. That is why the Delegation of the European Union to the Republic of Croatia has decided to support this initiative, which hopefully will reach many interested readers. I believe that, in order to fully benefit from future membership, citizens of candidate X countries should be well informed about the European Union and its policies. All layers of Croatian society should take up their responsibility and work together: in the first place, the government at central, regional and local level, but also academia, think-tanks, civil society organizations, businesses, trade unions and others. I therefore very much value an initiative like this one, because it offers the opportu- nity to review present policies and raise awareness about new policies by fostering academic research and launching a substantive debate among the citizens of Croa- tia. This is important for a prosperous future for present and future generations in Croatia. H.E. Economic and monetary issues At the time of my last appearance before the European Parliament in July the underlying trend in real economic growth in the euro area remained modest. Looking ahead, we expected that positive fundamental factors – notably strong global demand and robust earnings in the euro area – would contribute to a certain pick up and a broadening of economic activity.

R&D and poverty alleviation still at a distance. The Europe 2020 strategy - EU’s agenda for smart, sustainable and inclusive growth - was adopted by the European Council in June 2010 with the aim to overcome structural weaknesses in Europe’s economy, improve its competitiveness and productivity and underpin a sustainable social market economy. The EU targets are set in the five thematic areas: employment – research & development (R&D) and innovation – climate change and energy – education – poverty and social exclusion. EU Member States have translated these objectives into their national targets in order to reflect their situation and possibilities to contribute to the common goals. The end of the Europe 2020 life cycle is approaching, which makes monitoring as important as ever. Today Eurostat, the statistical office of the European Union, issues the 2019 edition of the publication ‘Smarter, greener, more inclusive?’, which analyses the progress of the EU and its Member States towards the targets of the Europe 2020 strategy. A complete picture of trends in the Europe 2020 headline indicators Eurostat monitors progress towards the Europe 2020 targets using nine headline indicators; the indicators’ breakdowns focus on specific subgroups of society or the economy presenting a more detailed picture. The analysis in the five thematic areas shows trends in the headline indicators over the past years, up to 2017 or 2018, depending on data availability. The radar chart illustrates the current situation of the progress made by the EU since 2008 and the remaining distance towards the Europe 2020 key targets.

Over 200 stakeholders from all over Europe joined in the discussion. These included ministers and other high- level policy makers, social partners, civil society, academics, social entrepreneurs and key actors in the EU institutions. Participants reflected on the lessons learned and discussed future policy priorities and avenues of work at European and country level in view of better delivering on the poverty target. Commissioner László Andor opened the Conference, highlighting that setting the poverty and social exclusion target as part of the Europe 2020 Strategy was a landmark political decision, which put on equal footing social and economic objectives and recognised the interrelationship between them. By having a joint quantified social objective, the EU Member States sought to achieve greater accountability towards its achievement. The Commissioner also recalled the guidance offered to the Member States during his mandate, for instance the Social Investment Package. He underlined that what we now need is effective implementation of this guidance. Marie Louise Coleiro Preca, President of the Republic of Malta, gave the conference’s keynote speech, and highlighted growing poverty in Europe is deeply worrying and that we need to step up our efforts.

Introduction The Lisbon Treaty states that the Union shall respect cultural diversity and national identity. Although the principles of subsidiarity and conferral are essential in the creation of powers for the Union, some of its institutions seem to express a progressive approach toward the develop- ment of a more centralised political entity, meaning that increasingly more powers would be exercised at the European Union level with less Member State sovereignty and autonomy. One of the first clear attempts to increase Union power was the rejected European Constitution, after which the Lisbon Treaty was created as a normal amendment treaty.1 However, divergent perspectives exist on the nature of the Lisbon Treaty: is it merely an amendment treaty or is it a step towards a ‘new Union’? And, more importantly, how does the Union combine these ideals with the statement that cultural diversity and national identity will be respected? *Irene Aronstein (LL.M.) participated in the Master’s Programme in Legal Research at the Utrecht University School of Law, Economics and Governance, Utrecht (the Netherlands).
