Subject: Implementation of Electronic Toll Collection (ETC) through Radio Frequency Identification Device (RFID) at all fee plazas under the jurisdiction of Ministry of Road Transport and Highways (MoRT&H).

1. In order to decongest fee plazas, improve transparency and push towards a less- cash economy, it has been decided to make all fee plazas ETC compliant. Based on the information available with Toll Division, 50 fee plazas under the jurisdiction of t...\oRT&H are currently under operation on the NH stretches entrusted to various State
Governments. (List at Annexure-II) 2. Now, vide the reference above, in the meeting under the Chairrnanship of Secretary, MoRT&H dated 05.06.2018, it has been decided to transfer these stretches to NHAI, including the on-going BOT Concessions through specific trt-partite agreement involving NHAI, concerned State Government and Concess1ona-ire for
making these fee plazas ETC compliant in a time bound manner. 3. Therefore, all the concerned CE-ROsl SE-ROsl Project Zones of the Niinistry, are requested to send the proposals to Chief Engineer (Planning Zone) for entrustment
of the subject stretches to NHAI, under intimation to Toll Division.

1. Welcoming the participants in the meeting, Secretary (RT&H)emphasized upon the urgent need for reviewing the status. of ongoing Concessions and tolling of the projects implemented by the Ministry through State Governments, taking up of pro• active actions for tolling of completed public-funded projects and the BOT projects on which concession periods have been completed, rounding-off of toll fees, making the toll plazas ETC compliant and formulation of an SOP for streamlining of processes accordingly. List of participants is at Annexure-f. 2, Following decisions were taken after detailed deliberations: -
(i) Based on the information compiled by the Toll Division/ the Office of the ProCCA of the Ministry, it was noted that 50 toll plazas were currently under operation on the NH stretches entrusted with various State Governments (Annexure-Ii). It was agreed that the details would be validated urgently by all Project Zones/ ROs of the Ministry to include the missing toll plazas, if any, relevant projects shalt be reviewed immediately and feasibility shall be explored for transferring these to the NHAI including transferring of ongoing BOT Concessions through specific Tri-partite agreements for facilitating (i) augmentation of NHAI's asset base for enabling leveraging of additional resources, and (ii) making these toll plazas ETC! fast-tag compliant in a time bound manner. (it) Nece'ssary action shall be taken up irnrnediately towards rounding-off of toll fee to nearest five Rupees for all such Toll Plazas. [Action -JS(ToH). all Projects Zones I ROsof the Ministry, NHAI]
(iii) An SOP shall be prepared urgently regarding Tolling of the eligible projects being implemented by the Ministry through State Governments on the lines of the Projects of NHAI. [Action - JS (ToU)]
(iv) Details of stretches/ projects may be urgently compiled for which toil fee collections have been discontinued from 2014 onwards. (v) Considering the information sought by PMOregarding the toll collection revenue foregone from 2014-15 onwards, it was agreed that NHAIand all Project Zones of the Ministry shall urgently furnish State-wise details of completed stretches wherein toll collection could not be started so far alongwith reasons thereof and tentative year-wise toll revenue foregone to the Toll Division of the Ministry for enabling further necessary action. Apart from this, State-wise details shall also be separately furnished for relevant completed projects with civil construction costs less than Rs. 100 crore on which tolling has been discontinued as per the policy initiatives taken by the Ministry and consequential tentative year-wise revenue foregone . . .[Action - JS (Toll), all Projects Zones / ROs of the Ministry, NHAi]
