The SCBO notified the Committee that at the Bishop’s Council meeting of the 8th July 2020 Mr John Radice was appointed as a new DAC advisor and Mr James Mackintosh and Mr Peter Preston were appointed as new DAC members.

Sadly, the SCBO has also received resignations from David Clark, and Christine Allsopp who have both given many years of service to the DAC. Their expertise will be greatly missed and it was noted that an opportunity to say goodbye when current Government restrictions allow needs to be found.

It was felt that metal cladding is more appropriate for the low pitched roof of the Grade I listed church. Concerns were also expressed about the potential for leaks should a tile be damaged or missing. The committee recommended that the parish submit an application for a temporary felt roof covering for a period of 5 years to allow them to raise funds to replace the stolen cladding with terne coated stainless steel.

20 July 2020 Minute: The DAC are not content with the proposal to clad the roof with an interlocking plain clay tile. It is felt that plain clay tiles are not traditionally used on low roof pitches. The difference in the head lap between the interlocking tile and the rest of the roof would be noticeable especially as the pitch of the roof changed. The committee resolved to issue a Not Recommend Notification of Advice.

May 2019 DAC feedback In principle, the proposals are acceptable, though, given the growth which the local area is currently undergoing, the committee acknowledged that the PCC may wish to consider pausing the project in order to plan a more ambitious project, if what is proposed now would not serve the congregation for very long. The question of how Chesterton fits in within the mission planning of the deanery was also raised, in conjunction with this.

Commenting on the proposals as submitted, the committee quite understood why putting facilities behind the organ in the tower has proved too problematic, and considered that a WC pod in the south west corner with a consequent moving of the font, provision of a long servery and set of storage cupboards along the south wall and a children’s area in the north west corner, were all acceptable in principle.

The position of the WC was considered relatively unobjectionable; positioning it elsewhere is problematic owing to the aforementioned issue with the organ preventing disabled access to the tower arch; and it was acknowledged that the north wall at the west end has a war memorial inset into the blocked-up window which would prevent a WC being positioned in this corner.

The relocation of the font to between the organ and the proposed Children’s area at the west end is perhaps not ideal, since the organ casing will block sightlines from the south door towards it, but is probably unavoidable, as the only other suitable location is where the servery/ gathering space is proposed in the south aisle. It will at least be easily visible to the congregation seated in the nave, if they face west during the baptism, and its proximity to the children’s area seems quite appropriate. It is also highly likely that the C12th font is not in its original position since according to the Victorian County History entry, it predates the C13th south aisle.

The removal of 13 pews and 3 frontals (out of a total of 39 pews and 5 frontals) is proposed to accommodate the new facilities. The pews date from the 1855-6 restoration by J.C. Penrose, which cost £1000, and although the Victoria County History refers to one former box pew being retained, the statement of significance notes that “all that is left now are the fine Oak ends on the modern choir stall on the north side of the chancel.” The pews are plain pitch-pine, with rectangular end panels bearing trefoiled-profile top rails. The committee agreed that while they appear solid and well-made, they are unremarkable, though consultation with the Victorian Society over their removal should take place.

Due to the small scale of the church and the constraints of the organ at the west end, in order to provide a servery, decent bespoke storage cupboards and some free space for gathering, it was acknowledged that it is necessary to clear the south aisle of pews entirely. When the delegation visited, it was clear that the aisles are really the only places any free space can be accommodated.

The design of the servery appears generally fine with a concealed sink and telescopic tap, although it was advised that the provision of drawers, which tend to make church serveries look too domestic, should be made more discreet by encasing them within a cupboard. The three upper panels of the WC partition are to incorporate notice boards, an ingenious and practical way of providing welcome and information in a small church, but the PCC must take care to ensure the boards do not become crowded or scruffy as they will be quite prominent.

The small oak dais proposed at the east end of the nave, to allow for children’s performances and different preaching styles, which are currently limited by the complicated arrangements with the pew platforms, existing chancel step and pulpit step, was considered sensible in order to simplify the levels here.

It is proposed to relocate an existing tripart Oak panel which sits at the east end of the north aisle to behind the Altar table in the chancel, but no information on the history or significance of the panel has been given in the statement of significance and so it is difficult to comment in depth on the acceptability of this. More information on its history and the rationale behind the proposed new location is needed in order to comment more fully. The associated relocation of the small 1644 screen is proposed from its current position fixed to the back pew of the south aisle immediately on the right as you enter the building, to the east end of the north aisle, which has previously been used as an occasional chapel but now is rather cluttered, storing numerous items. Although the panel is proposed to be fixed above a pew as it currently is, its repositioning as shown in a mock-up will look somewhat awkward and it was felt it will detract from the east-focus of the chapel. The committee suggested consideration be given to it being relocated on the back pew adjacent to the proposed children’s area in the north aisle instead.

The committee raised a concern about the value for money a mezzanine floor plus glass screen in the tower would offer when it is just proposed to be used for storage, given that, for example, full height deep cupboards on the north wall of the vestry might do the job better without stairs to negotiate.

It was felt that further investigation into the history of the doors proposed to be replaced with glass, together with exploring whether it is necessary to remove them -for instance, could they be kept open, with new glazed in same arch opening out?

Given the committee’s indication that something bolder might be necessary at Chesterton in years to come, it was agreed the CBO would wait to hear back from the parish/architect before initiating consultation. 20 July Minute The DAC is happy for this to go to a sub-committee to sort out the finer details with the following concerns raised:-

• It would be preferable if the inner doors to the porch could be kept. It was felt that inserting glazed panels would change the aesthetics and would not be of great benefit unless this can be better justified in the Statement of Needs. • The elaborate 18th century ironwork for previously lifting the cover from the font is very important and needs to be looked after.

DAC minute – SEP 19 The DAC encouraged the parish to continue to develop the proposals along the lines of Options 4 and 6. The proposal to move the organ to the west end of the nave thus freeing up space in the vestry should be investigated further although concerns were expressed about the costs associated with this proposal. As it is anticipated that drainage will be via a trench arch system, the parish was advised to carry out percolation tests and to seek early consultation with the Environment Agency about a license for the system. Statements of significance and need should be drawn up before the proposals are advanced further to allow consultation with Historic England and the amenity societies to be carried out. Given the significance of the interior, it was suggested that a heritage consultant be appointed to assist with the preparation of the statement of significance.

20 July 2020 Minute The DAC agreed that the proposals are both sensible and sensitive. The DAC agreed that the new scheme offered a logical layout and made efficient use of the west end of the church without impeding too much on the nave or altering the exterior of the church. The committee resolved to recommend the principle of revised scheme and delegate the outstanding details to a sub-committee to be agreed prior to issuing the notification of advice.

The DAC resolved that some outstanding details could be requested as provisos on the NOA, to be dealt with following permission being granted and prior to works commencing. These details are as follows:

20th July Minute The DAC is happy to support this proposal in principle and leave the details to a sub-committee, though more thought needs to be given to the following: • The timber cladding at the base of the tower and glass overhanging is not considered to be the right design approach for this style of building and requires more work. Peter is happy to be part of the sub- committee to help with this. • There is an opportunity here to do something modern to create a more welcoming entrance, keeping the 1960’s aesthetics but doing something new that fits in with it. • Timber facing would be a maintenance nightmare and would require refinishing every 10 years. • The canopy over the doorway is a good idea, but the design needs careful consideration. • Portable lamps in the café area are not recommended. • The door openings in the porch area currently clash with the accessible WC entrance and the design of this area would need to be rectified.
