    CONSULTATION REPORT 1.0 PURPOSE OF THE CONSULTATION REPORT This report is prepared in accordance with the Welsh Government’s School Organisation Code, statutory document 011/2018. Its purpose is to inform the outcome of the Public Consultation on the proposal to create a single, 3-16 Catholic School within Merthyr Tydfil. The Consultation was held during the period Monday 29th April - Sunday 30th June 2019 between all stakeholders and interested parties listed. 2.0 THE PROPOSAL The Proposal consulted upon is to create a single 3-16 all through Catholic School within Merthyr Tydfil by discontinuing St Aloysius RC Primary, the Federation of St Illtyd’s RC and St Mary’s RC Primary schools and Bishop Hedley RC High School and providing a single, all through 3-16 Catholic education with effect from 1st September 2019. Details of the Proposal, and the rationale behind it, are fully outlined in the Consultation Document which is attached as Appendix 1. 3.0 WHO DID WE CONSULT WITH? This is in relation to the commissioning of three childcare providers to deliver childcare in three of the expansion areas as they are the sole providers of childcare in the identified Lower Super Output Area (LSOA). 2.0 LINK TO CORPORATE STRATEGIES 2.1 Single Integrated Plan 2014-2017. 3.0 SUMMARY/PROPOSALS 3.1 In October 2011, the Welsh Government announced that the Flying Start programme was one of its top five national priorities, contributing to the anti-poverty agenda and as from April 2012 the Flying Start programme would expand to double the number of children receiving the service across Wales. 3.2 The agreed areas for roll out of Flying Start 2012-13 are:- Cwmtillery 1 Ebbw Vale North 2 Ebbw Vale South 1 Nantyglo 3 3.3 Welsh Government (WG) guidance on the development of Flying Start childcare is that childcare should be established in the identified LSOA and be within pram walking distance or a 15 minute walk, they also suggest that Local Authority’s should be looking to work with existing providers if they are in an LSOA so as to not displace existing childcare provision in an identified area.

The Chair advised that there had been a change to the procedure with regards to the application process, whereas previously applications were accepted and considered throughout the year, for 2017/18 applications would be accepted during a specified period (up to 31 August 2017) and that all the applications would be considered and grants allocated at the same meeting (with only one allocation being undertaken). The Group agreed a consistent approach, (and grant amount) be undertaken across the various applicant groups unless a lower amount had been requested by an organisation. The Group considered the matter of late applications and agreed to consider these on this occasion. In addition the Group discussed that some applications related to past events however after further discussion the Group determined that they wished to provide a contribution towards the work undertake by the organisation. Red Kites now circle high above the Borough’s oldest standing building St Illtyd’s Church, whilst the formerly extinct native of Britain the Goshawk has re- established itself within our coniferous forests and its chilling call can be heard once again. Dippers can be seen bobbing on the rocks of both the Ebbw Fach and Ebbw Fawr rivers and a keen eye will pick up the elusive Otter as it glides effortlessly through the watercourses, the transition has been considerable and there are now endless opportunities to capture wonderful images on my door step. The whole of Blaenau Gwent is just a short walk from mountain tops with acres of wilderness to explore. It isn’t just the wildlife, there are great walking trails, cycling routes, fabulous places to stay and amazing heritage sites to visit. In the Eighteenth Century, we became the focus of the industrial revolution, people flocked here to make their living in the ironworks and pits and this migration made Wales the world’s first industrial nation.
