The Standard Method and Transitional Arrangements for Local Plan Preparation

Introduction This Briefing Note has been prepared by Pegasus Group and focuses on the implications of the Government consultations on Changes to the Current Planning System and the White Paper in . Since the publication of the White Paper and the accompanying consultation on more immediate changes to the planning system, the key matters of interest for those engaged in the planning system have been the implications of the proposed revised standard methodology for determining local housing need and the timescales for local authorities to have new plans in place. This note looks at both of these issues.

The New Standard Methodology - What it Means for Yorkshire & The Humber The Pegasus Briefing Note provides a commentary on the proposed changes to the standard methodology for the calculation of local housing need. A lot could change as a result of the current consultation. Indeed, Pegasus Group alongside other companies and stakeholders with a presence within the north of are actively calling for the Standard Method to be revised to ensure the northern are afforded a target in line with recent completion rates at the very least. However, based on what has been formally published by the Government, what are the implications for Yorkshire and The Humber? We have looked at the likely housing figures from the new methodology and compared them with current local plan housing figures to look at how the figures relate to what local authorities are currently planning for.

Overall, the revised standard method would identify a housing need for Yorkshire & The Humber of just over 1,800 additional homes per annum when compared to the current Standard Methodology. However, the current Standard Methodology omits any reasonable growth from a number of authorities in the region, despite the fact there is clearly a need for new, diversified housing stock in many authorities as expressed in adopted Local Plans. In fact, the combined consultation figure for Yorkshire and The Humber represents a decrease of just under 3,000 homes per annum when considered against adopted Local Plan targets. This indicates the proposed Standard Method offers no real increase in housing delivery targets across the region as a whole.

East Riding of Yorkshire In combination, the standard method consultation figure for the two local authorities 1,600 in East Riding of Yorkshire is 3.7% lower than the housing targets set out in the Local 1,400 Plans. This decrease comes from East Riding of Yorkshire, where the consultation 1,200 figure is 12.8% (around 180 dwellings per annum) lower than the Local Plan target. Lincolnshire 800 Combined, the standard method consultation figure for the two Lincolnshire local authorities is 30.1% lower than the housing targets set out in the Local Plans. North Yorkshire The consultation figure for the North Yorkshire local authorities is 1.2% higher than the 900 combined annual dwelling requirement set out in the Local Plans. South Yorkshire Overall, the new standard method requirement would result in an decrease of 6.4% on 2,000 the targets set out in the existing Local Plans for the four South Yorkshire authorities. 1,800 Barnsley, Doncaster and Rotherham see decreases from their Local Plan targets of 1,600 10.7% and 21.9% and 23.2% respectively. West Yorkshire For the West Yorkshire local planning authorities in combination, the new standard 3,500 method results in a local housing need 23.5% below the total target in the adopted 3,000 Local Plans (over 2,200 dwellings lower in total). Only and Wakefield see an increase from the adopted targets of 30.4% and 23.9% respectively. Timescales and Transitional Provisions The current consultations relate to two documents. Changes to the Current Planning Authorities with plans in place in the last three years are set out in Table 1 below. Thereafter, Local Plans will be subject to the proposed revised standard method until Barnsley Barnsley Local Plan (2019) the legislative reforms of the White Paper are enacted and national policy revised Kirklees Kirklees Local Plan (2019) accordingly. TABLE 1 – LOCAL AUTHORITIES WITH RECENTLY ADOPTED PLANS The White Paper sets out expectations for the timescales for preparing new Local Plans. There will be a statutory requirement for local authority to have a new style plan in place 2 ½ years after the relevant legislation is in place. The exception will be those local authorities with plans adopted in the last 3 years or with plans submitted for examination. They will have 3 ½ years to get a new plan in place.

For Yorkshire and The Humber, Calderdale Council is at examination so will be able to continue on the basis of its current Plan.
