La Commissione era stata istituita da Paolo VI, il 19 marzo 1970, con il Motu Proprio Apostolicae Caritatis.83 Quell’organismo ereditava, tra altri, anche i compiti dell’Ufficio Migrazione, stabilito in duplice sezione presso la Segreteria di Stato, nel 1946, e l’Ufficio del Delegato per le opere d’emigrazione, creato dalla Costituzione Apostolica Exsul Familia, del primo agosto 1952.84 Questo, a sua volta, aveva preso il posto dell’Ufficio del Prelato per l’emigrazione italiana, costituito con una Notificazione della Concistoriale del 23 Ottobre 1920,85 sotto il pontificato di Benedetto XV. Prima ancora, San Pio X aveva creato presso la Concistoriale l’Ufficio Speciale per l’Emigrazione con il Motu Proprio Cum Omnes Catholicos, del 5 Agosto 1912.86 Ma l’intuizione di istituire un organismo unitario e centrale per l’assistenza ai migranti di ogni nazionalità risale al Beato Vescovo Giovanni Battista Scalabrini. Egli ne espose il progetto a San Pio X in una lettera del 22 luglio 1904 e, più dettagliatamente, in un memoriale del 4 maggio 1905.87 Nell’arco di questa appassionante storia, la Rivista “On the Move. Migrazioni e turismo” uscì con il suo primo numero nel mese di settembre 1971 e mantenne tale titolo fino al numero 47. Vi hanno partecipato Membri e Consultori di diverse nazionalità e specialisti in materie ine- renti ai settori di mobilità umana affidati alla cura del Dicastero, oltre ai Superiori del Consiglio. Il tema della Plenaria era “La sollecitudine pastorale della Chiesa nel contesto delle migrazioni forzate”, con lo studio del nuovo Documento del Dicastero “Accogliere Cristo nei rifugiati e nelle persone forzatamente sradicate. Orientamenti pastorali”. Lo scopo della Sessione era enunciato nel suo titolo, cioè analizzare la cura pastorale nel contesto del fenomeno dei rifugiati e delle persone che si trovano nella mobilità forzata,

Statements hailing the release of the Indian priest have poured in – from India’s foreign minister, Sushma Swaraj, to the president of the Catholic Bishops’ Conference of India, Cardinal Baselios Cleemis. “I am happy to inform that Father Tom Uzhunnalil has been rescued,” tweeted Swaraj at 15.40 (IST), breaking the news to the nation. Apart from thanking the Indian government for its efforts in securing the priest’s release, the Catholic Bishops’ Conference in its statement thanked “Pope Francis, who took personal interest in Fr. It touches our heart if someone looks at us with tender love when we are upset; our face returns to serenity and we may even smile. Pope Francis announced the extraordinary Jubilee of Mercy with a letter entitled Jesus Christ, the face of the Father’s mercy (Misericordiae Vultus = MV). Obviously he wants each one of us to meet with the merciful face of God in Jesus Christ. In him we are freed from the burden of sin and our own face returns to serenity as the fruit of God’s grace. The Holy Year of Mercy starts with the Solemnity of the Immaculate Conception on 8th December 2015 and concludes with the Feast of Christ the King on 20th November 2016. Origin and Meaning of the Jubilee Year 2.
