Abstract The welfare of society or region hinges on various factors like buildings, roads, bridges, canals, telecommunications, Irrigation, drainage, town planning, and supply of drinking water. The people of kulasekaram are mainly engaged in agriculture .The Kothayar irrigation scheme with its right and left canals has helped the farmers to a great extent for irrigating their fields. Another welfare scheme was the establishment of Chittar Pattanankal Scheme. However with the introduction of Five Year Plan in 1951, health occupied a major role in welfare programs. Which ultimately contributed to the development of the area. Key Words: Social Welfar, Kanyakumari, Community, Introduction The planning commission, while charting a first Five Year Plan, separated the health segment in to several categories like supply of water, sanitation, control of epidemics, and clinical instruction establishment of clinic dispensaries, public health services, family planning, and indigenous culture of Indian medicines. Later on from the Fifth Five Year Plan, empowerment of women of all ages came into focus. The kulasekaram Town Panchayath has done a great service to the welfare schemes whether it is for the community as a whole or for men, women and children, especially for those in the lower strata of the society with the help of central and state governments. Community Welfare Schemes A number of roads in the Kulasekaram town panchayath were maintained, constructed and facilitated for transport under various schemes like national slum development project, Sorna Jeyanti Rozgar Yojana, Sampoorna Grama Rozgar Yojana. New bridges, drainage lines, side walls, were also constructed with these schemes. While there were only 3 roads in the panchayath in 1956 and at present there are 24 roads maintained by panchayath and three national highways maintained by central government. In 1964 Government opened a bus depot in kulasekaram. Almost 100 bus service are operated daily to all parts of Thiruvattar taluk from this depot. However people of Arumanai could reach kulasekaram only through bus services. In 1981 a new bridge was built across. Thambarabharani river connection the two towns of Arumanai and kulasekaram .Kulasekaram Town Panchayath implemented various water supply schemes to provide drinking water through bore well attached with motors and number of overhead tanks. Several big wells in Thirunenthikarai ,Ponmanai, Nagapallivilai, Ittagaveli, Nettamparai and Eenjakodu in such places in kulasekaram Panchayath where deepened. These are around 100 public tap connection and regular supply water is enabled to the inspiration of electric pump set. The Panchayath also provides lighting facilities in the street with the help of solar lights, sodium lights and tube lights in important points and junctions. Environmental Hygiene and Sanitation The strategy of kulasekaram Town panchayath to protect and enhance environmental hygiene is through chlorination of all drinking water sources and disinfection of shelters, camps and such places with bleaching powder etc. Another project was proper implementation of polio drops programme, eye camps were conducted in several places this project implemented by primary health 2622 ISSN: 2005-4289 IJDRBC Copyright ⓒ2020 SERSC International Journal of Disaster Recovery and Business Continuity Vol.11, No. 3, (2020), pp. 2622–2624 centers and private hospitals. Drainage and open canal cleaned the open canals bleaching powder and chlorination applied by the primary health staff. The sanitation project include supply of clear portable water, measures to control flies and mosquitoes etc. The panchayath has employed health inspector, sanitary inspector, sweeper to implement to supervise sanitation programs under the Namath Gramam Schemes. Welfare and Empowerment of Women Both the central and state government have formulated various schemes for the welfare of women and cores of rupees have been allocated have several project. The Anna Marumalarchi Thittam introduced in the makings of community hall overhead tanks and bore wells. The groups of 15 married women organized and these groups were financial assistance to starts small scale industries over a period of 16 years 20 such centers were started in kulasekaram panchayath they include garments making, fish pickle making, Tailoring, and running ration shop in rural area. The establishment of Mahaliar Mandiram liberated the women from the males to join families more than 25 Mahaliar mandarins has planned executed several welfare schemes including handicrafts schemes. Married assistance scheme for daughter of poor widows, for inter cast marriage and girl child protection scheme have assisted in starting tailoring units. The girl child program 15,000 rupees is deposited for 20 years by the government which will accumulate to 29,575/- in twenty years .Schemes are executed to trained physical challenges for self-employed and encourages small savings in the rural areas. Other Social Welfare Schemes A.Jawahar Rozgar Yojana The scheme was launched to provide employment the educated unemployed people below poverty line in rural area and as such it had to implement by the panchayath 15% of the scheme was allocated by the panchayath unions. The special nature of the village panchayath was also taken in to concentration for the government of India allocation of funds 2004- 05. The kulasekaram Town panchayath received Rs.five lakhs under the scheme and it was utilized for urban employment, housing and shelter up gradation and urban self-employment. HUDCO has sanctioned Rs. 10,000/- to each family of kulasekaram. Another scheme for SC/ST educated but un- employed. Training given as carpenters, welders, and electric wire men. b.Indira Ninaivu Kudiyurappu scheme The scheme was 6, 40,000/-Rs has allocated and 17 houses were built for the houseless people. Under the self-employment scheme the beneficiaries are given Rs.10, 000/- each 25% grant aid and 75% has debt. Under the Member of Parliament local government scheme and M.L.A constituency development scheme, the panchayath has benefited a lot. The self-help scheme Namuk Name Thittam initiated by the government of Tamil Nadu, is very beneficiary to the panchayath in the people. Another scheme the government provides three times the amount collected by the panchayath of the people. Under the scheme the library was built Arasamoodu Junction in 2001. Health programs In the democratic country the health of the nation as well as the individual rests on the government policies of health and medicine are formulated by the government. The government have different layers for imparting health people of estate there, a primary health center, taluk hospital, district hospital, medical college and private hospitals. In addition various branches of Ayurveda, Homeopathy and Naturopathy hospitals. There are other methods of treatment like Siddha, yunani. The kulasekaram Town Panchayath has created three levels of implementation of treatment namely essential, optional, and tertiary levels. In other words they are called primary health center, district headquarters hospital and medical colleges. As a result people of kulasekaram get excellent treatment for normal minor ailment free of cost. Vaccinations are held in free camps, eye and dental camps are frequently held. National Rural Health Mission has contributed much improvement of public health in kulasekaram. 2623 ISSN: 2005-4289 IJDRBC Copyright ⓒ2020 SERSC International Journal of Disaster Recovery and Business Continuity Vol.11, No. 3, (2020), pp. 2622–2624 Public Health Programme Public Health program include maternity and child health service, immunization of children control of malaria, filarial, Tuberculosis, communicable disease and prevention of food adulteration. The birth and death registered have been record properly. The kulasekaram Town panchayath is making every effort to check the prevalent ailments like respiratory infection, isnofelia, and skin diseases in under this control. The panchayath has two extra primary health centers and two health sub centres.The primary health center under takes program like safe mother hood and youngster arrival malaria and filarial control .Immunization program ,communicable disease ,supervision of general health measures and they also look in to prevention of food adulteration ,common nutrition, family welfare education etc. The main government medical health centers of kulasekaram are the government hospital of kulasekaram and government hospital of pechiparai. There are number of private clinical Centre’s in kulasekaram Sree Mookambika Institute of Medical Sciences of kulasekaram offers M.B.B.S course which many non-medical departments .It is a 350 bed hospital and has 12 departments, the C.S.I. hospital kulasekaram also contributed the welfare of the people. Homeopathy hospital, White Memorial Homeopathic Medical College Attor and Saradha Krishna Homeopathic Medical College cater to the needs of the rural people of kulasekaram. Maternal and Child health program The government of Tamil Nadu has started a scheme took assist poor pregnant women below poverty line Rs.3000

Institute of Technology, Thovalai, Kanyakumari District-629302. Tamil Nadu, India Abstract: The key determinant of the business performance in service industry is the service quality. In this paper an attempt has been made to study the retail service quality in Kanyakumari District with the help of instrument. The instrument used to measure service quality is the one developed by Dalholkar et.al., (1996). This paper identifies five important dimensions in retail service quality as ‘Personal Interaction’, ‘Reliability’, ‘Policy’, ‘Physical Assets’ and ‘Problem Solving’. The results reveal that retail outlets in Nagercoil and Marthandam are better in providing retail service quality than the retail outlets in other towns of Kanyakumari District. The important determinants of retail service quality gap among the customers is their level of education, occupation and age. Key words : Service quality, Retail outlet, Service Quality Gap I. Introduction: In India, the sales in organized retail industry was about Rs.16,000 crores in 2001-02 and estimated that it will cross Rs.37,000 crores by the year 2007. The industry is growing at the rate of 18 to 20 per cent per annum (Darshan Parikh, 2002). There are over two million retailers from the street cart hawkers to more sophisticated retail chain of stores (Nathan 2001). In terms of reach of retail facilities, it is reported that at the national level there were 42 families per retail outlet in rural area and 14 families per retail outlet in urban area (Sarwade, 2000).
